New progress made in China-Africa cooperation




An Agreement on Economic and Technical Cooperation between the Government of the Republic of Seychelles and the Government of the People’s Republic of China was signed in the margins of the Coordinators Meeting, between Ambassador Vivianne Fock Tave, Seychelles Ambassador to China, and Qian Keming, the Chinese Vice-Minister of Commerce, on July 29, 2016, in Beijing.
According to the agreement, China will provide aid for the Seychelles Broadcasting Corporation (SBC) building project and other projects

On July 29, 2016, the Coordinators' Meeting on the Implementation of the Follow-up Actions of the Johannesburg Summit of the Forum on China-Africa Cooperation (FOCAC) convened in Beijing.
Chinese President Xi Jinping sent a letter of congratulation. Vice President Li Yuanchao held a group meeting with heads of African delegations. State Councilor Yang Jiechi attended the opening ceremony and delivered a keynote speech and Foreign Minister Wang Yi and Commerce Minister Gao Hucheng jointly held the welcoming banquet. A total of over 300 people, including over 100 ministerial officials of 53 FOCAC members, representatives from more than 30 member units of the Chinese Follow-up Committee of the FOCAC and African diplomatic envoys to China, attended the meeting.
It was the first coordinators' meeting on the implementation of outcomes of the FOCAC Johannesburg Summit, which was held last December and achieved great success. The meeting aimed at exchanging ideas, integrating thoughts, building consensus, and promoting cooperation, so as to comprehensively advance the implementation of the summit outcomes and better benefit the two peoples.

President Xi Jinping’s message
Xi Jinping expressed in his letter warm congratulations to the convening of the meeting in his congratulatory letter, and pointed out that the FOCAC Johannesburg Summit has opened a new era of win-win cooperation and common development between China and Africa, exerting milestone significance in the development of China-Africa relations. The Coordinators' Meeting this time is not only an important action by China and Africa to implement the consensus of Chinese and African leaders and the outcomes of the FOCAC Summit, but also a major measure to assist the development of China-Africa cooperation. Paying high attention to its relations with Africa, China will continue to adhere to the principles towards Africa featuring sincerity, real results, affinity and good faith as well as the correct viewpoint of righteousness and benefit. China will take solid steps to implement the outcomes of the summit, and constantly enrich and develop China-Africa comprehensive strategic cooperative partnership.

Outcomes go beyond expectation
During the meeting, China and Africa jointly combed through and summarised the implementation progress of the ten major China-Africa cooperation plans over the past half year, deepened the docking of work by focusing on issues the two sides have encountered, and pointed out the direction, defined the key points and charted the course for the implementation work in the next stage.
The meeting has yielded rather practical outcomes as the highly-productive and pragmatic meeting focused on development. People from governmental departments, enterprises, financial institutions and other organisations of both sides held intensive bilateral meetings and consultations on the sidelines of the meeting.
– The Joint Statement deliberated and adopted by the meeting as an outcome document has put forward the five major cooperation concepts of common, intensive, green, safe and open development for advancing the implementation of summit outcomes in the next stage, which will vigorously advance and guide the future cooperation between the two sides.
– At the signing ceremony on July 28, the two sides signed 61 cooperation agreements in various forms with a total contract volume of 18.2 billion dollars, in which the amount of direct investment from Chinese enterprises to Africa reached 14.8 billion dollars, accounting for over 80 percent of the total value.
– According to incomplete statistics, over the past 7 months after the conclusion of the FOCAC Johannesburg Summit, China and Africa have signed 243 cooperation agreements of various kinds, involving a total of 50.7 billion dollars.
– The volume of direct investment and commercial loans from Chinese enterprises to Africa reached over 46 billion dollars, accounting for more than 91 percent of the total amount.
– The Ministry of Commerce of China also signed 20 inter-governmental economic and trade cooperation agreements with relevant African countries.
– Representatives of Chinese enterprises and financial institutions signed several cooperation agreements with the African side.

FOCAC Coordinator Anil Sooklal of South Africa:
He expressed that the FOCAC Johannesburg Summit last year was a new milestone of the development of China-Africa relations. China-Africa cooperation has become a new impetus for the development of Africa, and set a new pattern and sample for international development and cooperation. The current sluggish world economy makes it more difficult to seek financing for development, but China is willing to take the front stage and assist the development of Africa. After the summit, both sides have been actively promoting the implementation of outcomes. Seven months after the summit, this Coordinator’s Meeting was held with emerging cooperation agreements and dynamic cooperation between private sectors. This is a blessing to Africa. China devotes itself to helping Africa achieve independent and sustainable development, and African countries should also learn from China's development experience, and work with China to actively implement the summit outcomes and benefit their people.

China’s Vice Foreign Minister Zhang Ming:
He expressed that given the continuous downturn in current world economy, China and Africa face downward pressure in respective economic development. However, China-Africa cooperation is bucking the trend and showing thriving vitality. According to participants of the meeting, the implementation of the summit outcomes has become a strong impetus pulling the development of bilateral cooperation, and the 60-billion-dollar financial support is like the catalyst of China-Africa cooperation, setting off a chemical reaction in the market. Investment and financing in various aspects have been promoted, producing the "multiplier effect".
China-Africa cooperation is a form of mutual assistance between developing countries, a part of the South-South cooperation with mutual benefit and win-win results, and a matter between China and Africa. As for cooperation with Africa, China devotes absolute focus, and has no thought to compare unrealistically with anyone else. If there has to a competition among international partners of Africa, then all parties should give play to their own advantages and features, and carry out an "Olympic Games" to support Africa's development on the basis of equality and respect. The purpose of competition is not to defeat anyone, but to boost the development of Africa. The development of Africa will make the world a better place.
