Developers get land allocations

Fourteen developers of the integrated fishing development at Ile du Port have received their land allocations.

The parcels of land, averaging 525 square metres, have been allocated to developers involved in net repair, ship chandling, ship handling, warehousing and fish processing.

The handing over of official documents for the parcels of land, with approved projects, was done by Minister for Home Affairs, Environment and Transport Joel Morgan last Friday.

They are part of the new fisheries development zone, also known as “Zone 14” with deep port and two “Dolphin quays“ to be used by purse seiners.

In his welcoming remarks, Seychelles Fishing Authority (SFA) chief executive Finley Racombo said the land use plan was prepared to attract large industrial fishing companies, local, foreign and joint ventures to provide logistical support to the industrial fishing activities.

It was also planned to diversify in fish processing and value-added products for both local and export purposes.

“Very recently, there has been increased local interest in this sector with new projects of fish processing and value addition. We must be prepared for more requests of land and other facilities,” he said.

Presenting an overview of the Integrated Fishing Port Development, Seychelles Port Authority (SPA) chief executive, Lt-Col Andre Ciseau, said a survey carried out in 2004 revealed that 80% of activities in Port Victoria are based on fishing.

It also revealed that there is a lack of facilities to accommodate a growing demand for fishing activities.

He said the two new quays will allow tuna vessels to bunker and also carry out minor repairs at one point, thereby cutting down the time spent in port.

Presently, these facilities are located at different points, which mean they have to be trucked to the fishing port, further aggravating traffic congestion in central Victoria.

“With the prevailing healthy economic climate, the Port Authority is confident of transformation of Zone 14 into a logistical base, which will mean more ships in port, more jobs, more revenue for those running the fishing industry and ultimately more revenue for the national economy from that economic pillar,” said Lt-Col Ciseau.

He said government is also envisaging to transform the inter-island quay into a long shore fishing port, while building a new passenger terminal as part of the Victoria Waterfront Development.

Engineer Charles Pool in a technical brief of “Dolphin Quay” said they will be 40 by 30 metres and will involve piles driven into the bedrock, over which large concrete slabs will be laid.

The depth of the sea at this point is around 10 metres, which is suitable to accommodate purse seiners.

The first quay will be sited on the part of Ile Du Port facing the inter-island quay and the second opposite the fishing port.

There is a five-metre buffer zone along the waterfront of Ile du Port, which will also have a wind farm at the far end, facing St Anne.

In a vote of thanks, Mr Paul Morin, one of the entrepreneurs who received a land allocation, said that Seychelles has a vast maritime territory and with increasingly fierce competition in the region, it is very important that Port Victoria keeps its position as the main tuna fisheries port in the south-west Indian Ocean.

He said there is a need to process more of our pelagic resources locally, such as tuna and swordfish.

Mr Morin said now the government has provided land, “the ball is in our court” to carry out the necessary developments.
