The Iran–Iraq War was an armed conflict between Iran and Iraq, beginning on 22 September 1980, when Iraq invaded Iran, and ending on 20 August 1988, when Iran accepted the UN-brokered ceasefire. Iraq wanted to replace Iran as the dominant Persian Gulf state, and was worried that the 1979 Iranian Revolution would lead Iraq's Shi'ite majority to rebel against the Ba'athist government. The war also followed a long history of border disputes, and Iraq planned to annex the oil-rich Khuzestan Province and the east bank of the Shatt al-Arab (Arvand Rud).

1988 that SIROP program had been accepted by President FA Rene, the White House, the UN, South Africa, those OAU nations, then USSR, France those in then EU,  Italy, Rome   and many others  - in Britain those who know and knew the issues and yet those who,  excuse really took President Saddam Hussein for a very long ride. The impact of that program on Iraq and Iran then 1986/1988, the whole region. Among the reason President Saddam Hussein had committed to  (then Egypt government, Saudi Arabia and Iran, Jordan support and Syria ) financing part of that SIROP $ 500 -$800 million program. Our important call /reason for those the UN and other to write a proper report on that program because of such important issues and our refusal to address them to the greater world. That Truth Commission and Reconciliation in Seychelles .
