The member states of the Indian Ocean Vanilla Islands organisation has re-elected its President, Alain St. Ange, who is the Seychelles Minister for Tourism & Culture, for a second term.


This election was held during the organisation's extraordinary meeting held at the International Tourism Fair of Madagascar on Thursday May 30.

The resolution comes a few days before the end of the current mandate of Minister St. Ange.
The proposition to re-elect Minister St. Ange was made by the four member states namely La Reunion, Madagascar, Mayotte and the Comoros.

The member states felt that the first year was more an inception year, whereby the organisation's structure was being put in place and this is still an ongoing process.

It was resolved that the organisation should double its efforts to move into a plan of action mode to implement the agenda set forth for the next 12 months and to ensure a continuity, necessary for its harmonious development.

The meeting also resolved several key points aimed at furthering the cause and raison d'être of the organisation as follows:
• Air access within the Indian Ocean zone and particularly markets such as China

• Vanilla Island branding and visibility at tourism trade fairs starting with Top Resa in Paris and ITB Asia in Singapore
• The next ministerial meeting to be held in the Comoros
• The inclusion of Maldives as a fully member within the organisation as from the organisation’s next ministerial meeting
• The inclusion of affiliate members Rodrigues of Mauritius, Nossy Be of Madagascar, Praslin and La Digue of the Seychelles at the next ministerial meeting

• Drafting of a charter of sustainable tourism practices for the region.
The extraordinary meeting was attended by Didier Robert, President of the Conseil Regional de La Reunion, Tourism Minister of Madagascar Jean-Max Rakotomamonjy, Minister St. Ange, Hissane Guy of the Comoros Tourism Authority and Michel Ahmed of the Mayotte Tourism Authority.

Speaking to the press after his re-election, Minister St. Ange said he was humbled by the support received by the other members states.

“Their resolve in supporting my leadership and their unity in wanting to see our regional organisation work for the benefit of our respective island economies, of our tourism industries and for the well being of our people was really appreciated. We are now set to consolidate our Vanilla Islands,” Minister St. Ange said.

The progress of the Indian Ocean Vanilla islands was highlighted at the international tourism fair held in Antananarivo, Madagascar, by its president Alain St Ange, who is the Tourism and Culture Minister of Seychelles.

Mr St Ange was re-elected president of the Indian Ocean Vanilla islands group during a recent meeting.

Speaking before 400 invited guests, including ministers, top officials from Madagascar, Mauritius, Reunion, Comoros, Seychelles and Mayotte, as well as ambassadors and tour operators, Mr St Ange pointed out the challenges ahead, notably air access and the need for tenacity among members.

The regional trade fair, this year held at the Carlton Hotel, is now earmarked as an annual Vanilla islands event and constitutes a platform to showcase the tourism assets of all six island members.

They will next year be joined by a new member, the Maldives, one of the most up and coming destinations in the region.

He noted that the tourism industry is fragile and complex and that the rewards of hard work and determination are also visible after many years, citing the example of double-digit tourism growth for three consecutive years, while visitor arrivals in many other destinations have stagnated.

Mr St Ange underlined the need for the island destinations to work together and support each other to promote all events and activities held in the zone.

Malagasy Tourism Minister Jean-Max Rakotomamomjy said his country needs to better understand the tourism industry. He stressed that his government needs to provide the private sector with the right enabling environment to allow it to flourish and take its rightful place within the Madagascar economy.

Among other prominent guests attending the tourism fair in Tana were the President du Conseil Régional de la Réunion Didier Robert and the president of the Office National du Tourisme de Madagascar Eric Koller.

The fair also welcomed some 27 tour operators from France, UK, Germany and Russia who all visited the stands and got better acquainted with the Vanilla islands.

Présidence des îles Vanille: Madagascar est le favori

L’attente touche à sa fin. Le successeur d’Alain St-Ange à la présidence des îles Vanille devrait être nommé après-demain, jeudi 15 mai. Il prendra la parole lors du Salon international du tourisme qui se déroulera à Tananarive, à Madagascar, du 15 au 17 mai.

D’ores et déjà, le ministre du Tourisme de Madagascar, Ramanantsoa Ramarcel Benjamina, apparaît comme le favori. Deux autres candidats se positionnent pour ce poste. Il s’agit du ministre mauricien du Tourisme, Michael Sik Yuen, et du président du Conseil régional de La Réunion, Didier Robert.

Alain St-Ange, ministre du Tourisme des Seychelles, qui en est à son second mandat, n’a pas souhaité se représenter afin de donner l’opportunité à d’autres de prendre le relais, a appris l’express. Une réunion ministérielle des îles Vanille avait eu lieu le jeudi 24 avril, à Victoria, aux Seychelles. Soit à la veille du carnaval des Seychelles où Maurice avait brillé par son absence.

Pour rappel, le concept des îles Vanilles a été créé en 2010. Le but étant de repositionner Maurice, La Réunion, les Seychelles, Madagascar, les Comores et Mayotte comme destination régionale afin d’améliorer leur visibilité dans l’océan Indien.

Le président du conseil régional de la Réunion a été désigné hier, mercredi 14 mai, président des Iles Vanille. Didier Robert, 50 ans, a été choisi par ses partenaires de l’océan Indien lors de la réunion ministérielle de l’organisation, qui s’est tenue à Antananarivo, à la veille de l’ouverture du Salon international du tourisme de Madagascar. Il succède à Alain St-Ange, le ministre seychellois du Tourisme et de la culture.

Didier Robert a d’emblée annoncé ses priorités. «Nous devons convaincre les compagnies aériennes d’assurer une meilleure desserte de la région. Je vais en faire un sujet d’intérêt prioritaire. Nous travaillerons également sur l’assouplissement des règles pour les visas afin de permettre une plus grande liberté de circulation», a-t-il affirmé. Il sera pour cela épaulé par un autre Réunionnais, Pascal Viroleau, qui est directeur des Iles Vanille.

L’ordre de succession des pays à la présidence a également été dévoilé hier pour les quatre prochaines années. Après un mandat fixé à six mois, c’est le ministre malgache du Tourisme qui prendra le flambeau en décembre. Le tour de Maurice viendra en août 2015. Les Comores poursuivront le travail un an plus tard, suivis de Mayotte en août 2017.

3e dans la file d’attente


Comme celle de la Commission de l’océan Indien, la présidence des Iles Vanille est tournante. La désignation du pays qui portera l’étendard est le résultat d’un consensus entre les membres. La forte implication de Didier Robert en faveur de l’intégration régionale, l’urgence de négocier certains dossiers avec Paris et le fait que la Réunion est le plus gros contributeur de l’organisation ont sans doute incité ses homologues à lui accorder la priorité.

Maurice et Madagascar avaient également fait acte de candidature. Mais ils partaient avec un handicap. La sortie de crise dans la Grande île étant très récente, le fonctionnement des institutions n’a pas encore atteint son rythme de croisière. Madagascar prend donc la deuxième place dans la file d’attente. Quant à Maurice, son ministre du Tourisme a jusque-là montré peu d’intérêt pour les affaires des îles Vanille…

Alain St-Ange, lui, se retire avec le sentiment du devoir accompli. «Nous avons travaillé à augmenter la visibilité des Iles Vanille durant ces deux dernières années. Ce qui fait qu’aujourd'hui les tour-opérateurs offrent des combinés Iles Vanille. Ces combinés ont permis d’accueillir 50 000 touristes dans la région. Le rêve, maintenant, c’est d’avoir des croisières Iles Vanille», a-t-il déclaré hier.
