MTC gets new pontoon and slipway

The Maritime Training Centre (MTC) at Providence has now a new pontoon and slipway.

This project was financed by Japan through the International Maritime Organisation’s (IMO) multi-donor fund.

The pontoon and the slipway were officially handed over to the MTC yesterday by the newly accredited ambassador of Japan to Seychelles, Ttatsushi Terada, in the presence of the Minister for Education Macsuzy Mondon and the Minister for Natural Resources, Peter Sinon.



“Today’s hand-over ceremony marks the continuous progress in the ongoing efforts of our government to improve all aspects of our maritime and fisheries sector of the economy starting from the foundation itself, this being the Maritime Training Centre. This is where our future generation of seafarers will continue to emerge not as simple fishermen but capable and professional seafaring men and women to play a more significant role in the continuous changing landscape of the maritime sector, encompassing fields within our fisheries, tourism and tanker fleet,” said Conrad Benoiton, chairperson of the MTC board of directors.

He further underlined that the MTC has since last year embarked on a new stage in its existence -- with the signing of an agreement to place the institution under the umbrella of the Colombo International Nautical and Engineering College (CINEC) and the Ministry of Education to put in place the Quality Management System allowing MTC to progress in its development towards becoming a centre of excellence and its success emulating into the global arena of maritime development.

“Together, in partnership with the Seychelles Maritime Safety Administration (SMSA), the institution is steadily working towards acceptance on the IMO white list. This giant step for our small country is very ambitious but within our reach if we all put our efforts together. The SMSA is working tirelessly in its determination to achieve this goal which will be of benefit to all Seychellois people and not just seafaring men and women at MTC,” concluded Mr Benoiton.

For his part Mr Terada said Japan hopes that these new facilities will contribute to the fishery education in Seychelles.

Minister Sinon also stressed on the commitment of the government of Seychelles in advocating a blue economy approach for a sustainable economic growth.

“We have a lot of potential and we still have space for further developments. Having the new pontoon and slipway is a concrete example of a good collaboration between the Ministry of Natural Resources, Ministry of Education, the IMO and the embassy of Japan. We are already the tuna hub of the Indian Ocean and now we want to become the maritime nation of the Indian Ocean. To make it happen we need to build capacity and as technology changes we need to adapt to it swiftly,” said the minister.

During the ceremony MTC students put on a small demonstration showing guests how the new facilities will be of benefit to them, this by bringing a small fibreglass boat on the new slipway and by docking their practical vessel Virgo 2 alongside the pontoon.

Seychelles attends African fisheries ministers’ meeting in Addis Ababa

A delegation led by the Minister for Natural Resources Peter Sinon recently took part in the 2nd Conference of African Ministers for Fisheries and Aquaculture (CAMFA 2) held in Addis Ababa.
Other members of the delegation were the chief executive of the Seychelles Fishing Authority Finley Racombo and NGOs and civil societies representative Albert Napier.

The objective of the April 28 - May 2 conference was to present and adopt the first ever continental Policy Framework and Reform Strategy for Fisheries and Aquaculture in Africa.

The conference was held under the theme ‘Transforming Africa’s Fisheries and Aquaculture for Food and Nutritional Security, Improved Livelihoods and Wealth’.

The framework provides structured guidance to Africa’s fisheries management agencies and other stakeholders to better carry out reforms of national and regional policies.
This will ensure wealth-generating potentials, sustainable and profitable social and environmental benefits for Africa and its people.

During the first conference held in Banjul, Gambia in 2010, the ministers recommended that the African Union (AU) put in place a mechanism for broad-based participatory continental policy dialogue and fisheries management. It recommended support for member states to strengthen policy coherence in national agriculture and fisheries sectors in line with the Comprehensive Africa Agriculture Development Programme (CAADP) in order to enhance the role of fish in food security, poverty alleviation and trade development.

The African Union has drafted the Pan-African Fisheries Policy Framework and Reform Strategy that offers Africa the opportunity to transform its fisheries sectors and better manage the resource through a number of approaches. But the main precondition to these approaches is the need for countries to commit to reforming their fisheries sectors. The Pan African Fisheries Policy Framework and Reform Strategy will enable African governments to develop appropriate fisheries and aquaculture exploitation arrangements, with accompanied fiscal reforms that result in the sustainable generation of benefits at the community level as well as creating wealth throughout the value chain.

The Seychelles delegation has said it is satisfied with the outcome of the conference as both the Seychelles Agricultural Agency (SAA) and Seychelles Fishing Authority (SFA) are already carrying out most of the decisions recommended within this new Framework.

In the Fisheries sector Seychelles is playing a leading role especially with the adoption of a new and modern fisheries legislation, which has already been approved by government.
While there is a lot of work to be accomplished to fully revive the agricultural sector, tangible progress is being registered albeit at a slow but steady pace.
