We have listened and given thoughts to this important Development. Any/every political party require Funding to function. The need for the person of former minister Pat Pillay to review the many quasi coalition of SNP and the outcome - this development coming the next day after we had addressed at the IOISS blog the situation in Germany and Europe the respective attitude of many of it leading personalities. Chancellor Merkel can take my person to Court and this is not a small matter. Why we have addressed this statement and Russia having to passed in its Parliament the legislation authorizing its armed Force to operate in the gulf Region. Many of such issues one is not meant to be shard in public. We want to be very blunt and plain - be it to Dr Ramadoos, Hon Wavel Wankalawan and Hon Pat Pillay - after the last Election it was within my "high responsibilities" to compel Hon Wavel Wankalawan to step down and allow another personality to take over. We did not opt for this - because of the inabilities of many of our National Leaders to really burden their responsibilities. Dr Ramadoos lear nt the rope of high corporate business from President FA Rene, Mr Giovanni Mario Ricci, Mr Guy Morel among others. This is not a small statement - should there be a change in government Dr Ramadoos is liable to be prosecuted. The Court demand accountability from him. Dr Ramadoos did not read the topic we addressed at that SIROP portal about Point Larue/then Chez Nous. That SIROP program represent a very important force in our National politic and its collective leadership across the world and in Sechelles Seychelles. (The fortune of Dr Ramadoos is small compared to that of former Prime minister Dr Navin Ramgoolam - and his Party. He should listen and take very stock/note what really happened if he want to become involved in our National politic - because such instrument and mechanism when required to be applied can be very ruthless and brutal/without mercy. He should remember well the lessons from President FA Rene. ) Having written the above, we are aware of the generosity of Dr Ramadoos towards the Seychelles people in particular concerning Health matters. There is always a silver lining- We have lobbied the EU Institutions, the African Union and those form the USA if they wish to help the Seychelles get out of this mega mess they can /could come up with Funding solution and Minister Pat Pillay had better listen well - my person is not in the habit of repeating - he should show his capacity and steel as a would be future PM or President and handle this situation accordingly.

Electoral Commission launches process for Presidential election 2015

The Electoral Commission met on Friday morning to review preparedness status and launched the process for the Presidential Election 2015.
The Commission is preparing the logistics, costing and other formalities to organise the Presidential election 2015 following the proclamation gazetted on Friday by the President of the Republic in reference to Article 52A (2)of the Constitution.
The Office of the Electoral Commission will announce the election date and nomination day for Presidential candidates at 10am on Thursday this week at Aarti Chambers, Mont Fleuri.
The Voters Registration will be closed as from Thursday October 8 after the Presidential Election process is completed as per the Elections Act.
As of Friday October 2, 2015, the Electoral Commission has 90 days to organise the Presidential Election 2015

Mancham to maintain Seychelles’ high-profile impetus on global stage

As the people of Seychelles become more and more entangled within a competitive pre-Presidential Election climate, the nation’s founding President Sir James R. Mancham is making sure that the Seychelles external exposure is maintained at the highest possible level.
Following President James Michel’s appearance at the United Nations (UN) and his involvement at the Clinton Foundation and his plea to world leaders to take the climate change issue and his Blue Economy concept more seriously, founding President Mancham announced yesterday, that he will make sure that the momentum created concerning the Republic of Seychelles is maintained and promoted.
Only a few days ago, the former President wrote to US President Barack Obama calling on him to rectify the existing anomaly in Seychelles-US diplomatic relations by the reopening of the US embassy in the country which was closed down after the Cold War.
Sir James had earlier been in New York taking part in a panel discussions at the New York Institute of Technology with distinguished celebrities like Vicente Fox (former President of Mexico); José Figuerres (former President of Costa Rica); General George W. Casey Jr. (former Chief of Staff of US Army (retired); Bill Bennett (former US Secretary of Education and others, on the ‘Future of Education’ – when he called on world leaders to tread carefully in the sphere of inventing more and more robots.

Opposition parties want urgent meeting with electoral commission

Opposition parties have said they want an urgent meeting with the electoral commission to discuss four main points which they say are critical in view of the impending Presidential elections.
In a letter dated October 5, 2015 and sent to most media outlets, five politicians – Patrick Pillay (Lalyans Seselwa), Wavel Ramkalawan (Seychelles National Party), Alexia Amesbury (Seychelles Party for Social Justice and Democracy), Michael Chadstone (Independent Conservative Union of Seychelles) and Robert Ernesta (Seychelles United Party) – said they have on at least three recent occasions met the commission in the presence of all other registered political parties in Seychelles to discuss these issues which remain outstanding.
According to the opposition parties, the four issues are:
The large discrepancy of at least 12k names in surplus on the March 2015 certified list from the electoral commission compared to official statistics held by government and published through the National Bureau of Statistics;
The issuance of a revised register of voters to rectify the above to all political parties at least one week before nomination day;
A procedure for all parties to agree and sign off on the final register of voters.
An agreed set of rules applicable on election day itself in summary form.
The politicians add in the letter that these matters are now highly critical given the recent declaration calling for Presidential elections by President James Michel.
Last Friday, the election commission said it will release the dates for nomination day and elections on Thursday October 8.
“It is not acceptable in our view to set these dates before the above important issues highlighted are resolved. We therefore request the commission for an urgent meeting to immediately resolve the above,” writes the letter.
It adds: “Should there be no resolution to this, we will be left with no option but to request the court for an injunction against the closing of the register of voters as early as October 8, 2015 with such a large discrepancy still in existence. Furthermore, we will take action not limited to the following:
• Peaceful protest in the centre of Victoria and nationwide including Praslin and La Digue;
• A local and international media blitz to draw attention to the lack of a credible electoral system;
All attempts by the Seychelles NATION newspaper to get in touch with electoral commission chairman Hendrick Gappy regarding these issues were in vain.

Election buzz - everyone will be a winner

Choice is always good, Roy Fonseka affirms in the third installment of his series of articles, especially when it challenges the status quo.

For a man who claims that he is loved by all Seychellois and wants to give the false impression that he will get a majority in the 2015 Presidential election, James Michel’s proclamation of the election was a decidedly sneaky affair. Whilst in the past, his return from addressing the United Nations General Assembly and participating in the Clinton Global Initiative would have been met by an obsequious SBC all too eager to give him airtime to blow his own trumpet, this time he was whisked off in blacked-out SUVs to record his proclamation address.

Had you not been invited to the teachers’ long service award ceremony carefully timed and camouflaged to hide the fact that this was just more Lepep patronage paid for out of the State coffers (incidentally our teachers should be rewarded throughout their career not just at the end of it),you would have been none the wiser that the President was not still in New York. This begs the question: is Michel getting the jitters?

It was always clear that the President was not going to allow the Opposition time to leverage the advantage that an electronic voters list was going to afford. The question was how soon he was going to react. The timing of his announcement may also have had more to do with behind the scenes manoeuvring and manipulation of party dissidents. But the real motivation behind Michel’s candidacy was to be found deep within his proclamation speech.

After having been active within the SPUP/SPPF/Lepep machinery since June 5 1977, topped up by two terms as President, Mr Michel would like to have us believe that his reason for seeking a third term in office has nothing to do with a hunger for power. There are those who would argue that a man with true democratic credentials would have stepped down after two terms.
The Electoral Commissioner has chosen to wait until Thursday to divulge the date of the election. As we approach what I have described as the most critical juncture in this country's political journey, be prepared to brace yourselves to face untold unexpected developments.

And as we journey through a trail with numerous twists and turns, do not expect calm waters ahead. This is not a virtual world; it is real out there folks. As these developments unfold, it must be seen as an integral part of a necessary lesson in building a mature and well-seasoned nation. Vested interests are plenty. We will see tigers, vultures, foxes and the odd owl. Leadership will be measured. Resilience and strength will also be tested. Men's weaknesses will be revealed. Integrity will be judged.

This upcoming election though, need not end in tears for anyone, as has been the case for the past 38 years. We are simple pilgrims on our travels in search of a new and “Refreshed Seychelles”. Most encouraging is that irrespective of where you now stand, we should be all convinced of one thing. Ruling our future Seychelles in the style of the past 38 years, will never, ever, be possible for anyone to duplicate. Therefore in this sense at least, we are all winners.

Ruling in the manner that we have experienced over the past 38 years, could only have happened for one reason. Our political leaders, from 1977 to now, have viewed the governing of Seychelles as a zero sum game – gains to one must mean a loss to another. And as a result, over the past 38 years we have experienced a lack of true and real democracy not only in government, but also within the ruling party, Party Lepep and its predecessors. Had the principles of democracy been ingrained within the party, these values would have filtered into government. Intimidation, victimisation and the strong fisted control over the nation would have disappeared. But in the absence of those grand principles, political, social, and economic resentment have prevailed.

For too long, the constitutions of political parties have encouraged entrenched leadership. Leaders with absolute power and an abundance of ego, selfishly bed themselves in the chair, not unlike our 38-year politician in power seeking a third term. But his overstay has resulted in fatigue and depleted confidence. It is for this reason that the ruling party today has been rocked off its feet with a break-away group. That would have been unlikely had there not been an entrenched leader.

In a structure carrying stagnant leadership, one can only move ahead at the speed of the sluggish leader. This situation inhibits opportunities for others to express themselves and develop their individual footprints. Frustration within the party peaks to boiling point, as the leader insists yet again to serve another term. And most of the time, good and solid members will invariably stray to another party or totally get out of politics. The huge problem is that very few within an inner circle will have the strength to speak out. The other reason is evident as the famous English saying so succinctly puts it: “Ye who yields the axe rarely inherits the crown”.

But entrenched leadership can develop in any party. And as much as I greatly admire and respect Aung San Suu Kyi, the leader of the National League for Democracy in Burma, which in 1990 won 59% in the national elections and 81% in the parliamentary elections, I believe that she should be seriously considering a succession plan for taking the party to the next level. On the other hand, Nicolas Sarkozy who was defeated in May 2012 and stepped down as party leader of the UMP may well be ready for a comeback in the next 2017 election. Dynamic leadership that continuously changes is a prerequisite in creating contagious optimism within a system.

Coming back to the unfolding present political scene. In retrospect the various parties and interest groups provide a healthy landscape towards the development of our nation's political maturity. As much as creating a concerted opposition would present the swiftest route towards victory, it cannot be an immediate forced marriage. But after all the flirting has run its course, it will no doubt end up, if not a marriage of love at first sight, but a marriage of convenience. The turbulence along this route is necessary before touchdown. To the disappointment of many, unlike in football, politics does not understand the ideals of “set piece” goals. But fear not, as this is what democracy is all about: the ability to debate and finally reach a consensus to move forward. And the beauty of this is that the electorate ultimately pulls the strings and not the few at the top.

For this reason, I have personally always been against a government of national unity. Not because I am adverse to unity, but I strongly believe that unity where the control is left only to those at the top is a recipe towards more corruption and extractive political institutions. Our fellow compatriots will again suffer the most whilst the so called “unity government” fatten themselves. This is what the present government was aiming for by forming the consultative board to the president. It is clever, but dangerous. The power must always remain in the hands of the individual at the polling station. This is also why I stood against “doing away with the jury system”.

But as we progress though this winding route leading to the next election, things have indeed changed. The break-away wedge has resulted in diminished polarisation. This is healthy and good. Many from the ruling party are “not amused” when their own side reverts to downright profane and indecent language. What goes through their minds is that if the departure of former members bring about so much insult, they may also fall prey to similar insults, should they in future happen to fall out with the party.
With reduced polarisation the poisonous venom that stirred the crowds during the speeches in former times is backfiring today. Mind you, in the early nineties, we had a maestro at the helm as far as delivering speeches of ugliness and nastiness. The diehards loved it and through shouts of “pa file”, the scene was reminiscent of the street riots of Soweto. Our country has travelled through the valley of the shadow of ugliness. And in this present period in time, it is imperative that we all voice our distaste for ugly politics. Leaders will be judged on how they discipline their respective sides. And yet again, our eminent gentlemen in pastoral clothing cannot remain silent.

Politics has too often been labelled “a dirty game”, but it does not need to be so, although admittedly, it is by nature a most strategic game. The noble motivation that urges everyone to enter politics and contribute towards the benefit of their country does not have to be compromised. Claiming that the participation of different parties and different alternatives for development creates confusion, lacking substance and coherence, as was said by the President on the election announcement, is the very reason why we desperately need a change at the very top of government.
We cannot continue blindfolded and as silent followers, being led by one person and surrounded by his retinue of juveniles, who fear to propose any alternative that may be contrary to what is on the system's menu .

We have so many of our compatriots, highly intelligent folks, many freethinkers, who crave for opportunities to debate our future. Many retract into their quiet domain not feeling comfortable to voice out their ideas. We cannot move our country forward with a dejected people who are not encouraged to speak out. They fear being accused of creating confusion and being sidestepped.
This is a time when we seriously must make a choice for a “Refreshed Seychelles”. At the heart of the political philosophy of a “Refreshed Seychelles” is a desire to recreate the equation that connects the three words Liberty, Power and Government to create a country where debates are free and not subjected to intimidation; a Seychelles for all where we can all take part in shaping its future together. Court rejects application for injunction in Presidential elections date release

The Electoral Commission will release the date of the Presidential elections today after the Constitutional Court yesterday rejected an application made by the Seychelles Party for Social Justice and Democracy, and Alexander Pierre for an interlocutory injunction restraining it.
This application for an injunction is one of the points in a petition against Vice-President Danny Faure in his capacity as Minister for Information, Administration and Youth, department of information and communication technology (DICT) principal secretary Benjamin Choppy, Mike Ernesta, DICT, the electoral commission, the chief registration officer and the attorney general.
In a special session yesterday afternoon, Chief Justice Mathilda Twomey, Justices Bernadin Renaud and Crawford McKee were unanimous in their decision to refuse the application.
In announcing the decision, Chief Justice Twomey said the court is of the view that the grant of an injunction “outweighs the merits of refusing it.”
The court is of the view that the “granting of an interim injunction would be tantamount to making a final decision on the matters raised in the petition.”
“For these reasons we refuse the application,” added Chief Justice Twomey.
The other points raised in the petition include questioning the credibility and accuracy of the register of voters, calling on the court to issue an order for district voters register to be released to the Seychelles Party for Social Justice and Democracy on election day and to be retained by it for a period of 30 days after the election results, and declaring that section 8 of the Elections Act relating to the oath of secrecy is null and void.

Presidential election 2015 - Electoral commission and political parties agree on key issues

Preparations for the presidential election 2015 scheduled for December is well under way with political parties and the Electoral Commission agreeing on key issues related to the election process.
The Electoral Commission met representatives of political parties on Tuesday as part of a series of meetings that have been taking place to discuss the administrative and operational details of the election set for December 3, 4 & 5.
“These meetings have been deemed very important at this time as there are new political parties which have not participated in any previous elections,” a communiqué from the Electoral Commission said.
Some of the key issues on the agenda of Tuesday’s meeting included modalities for the party political broadcasts (PPBs), procedures for financial reporting and code of conduct during election.
The discussions on PPBs were based on several options proposed by the Seychelles Broadcasting Corporation (SBC) for allocation of airtime and broadcast schedules. Following contributions from the Media Commission, SBC will table a final proposal to be considered by the Electoral Commission.
The representatives of political parties were provided with a guideline on Electioneering Financing Return of Candidates and Political Parties. They were briefed on the obligations and procedures for keeping accounts and declaring funds received and expenditures during election as per the Election (Amendment) Act 2014.
The Electoral Commission took the opportunity to present a draft Code of Conduct for political parties and stakeholders. Representatives at the meeting supported this initiative. A final version will be drafted for adoption by the end of this week.
One of the key issues raised during the discussions on the Code of Conduct is the unethical use of social media which may not be conducive to a peaceful election process. The EC has agreed to share the code of conduct with administrators of social media groups to seek their collaboration in this process.
Other issues discussed included the need for a special voting station at Ile Perseverance, tax exemption on campaign materials, waving processing fees for identification cards during the election process and coverage of political party events by SBC.
As part of the discussions, strong representations have been made to the EC regarding acts of intimidation, threats and accusations, be it directly, in print media as well as social media, all aimed at attacking and denigrating one another.
There was unanimous agreement by all representatives of political parties that this situation is unacceptable and not conducive to peaceful, free and fair elections.
It was also agreed that if this situation is not addressed, it could easily escalate and affect the peaceful conduct of the elections.

Mrs Amesbury is also the leader of the Seychelles Party for Social Justice and Democracy (SPSJD).
Talking during a press conference early Saturday afternoon, Mrs Amesbury said “the party in power which boasts a lot of resources should not victimise the other opposition parties which do not have the financial and human resources”.
A lawyer by profession, Mrs Amesbury said “we need to have an election that shows to the world that Seychelles is a mature democracy”.
“To my experience, actually we cannot say Seychelles is a mature democracy. If it was the case, people would not have felt afraid to express themselves freely. Some people say they cannot support an opposition party because they will be victimised as their children are waiting for scholarships or they await planning approval for future construction,” said Mrs Amesbury.
She added that “victimisation exists in Seychelles” and noted that “people should not be afraid to speak freely as freedom of expression is enshrined in our Constitution and to make their own choices in a democratic society”.
Mrs Amesbury pointed out that “opposition party leaders should not be victimised as is the case now”.
“I call on the party in power to play fair,” she said.
She added that she will announce the name of her running mate before nomination day on November 11. This, she said, will be done during another press conference, adding that “she who announces last announces the best”.
The party’s manifesto will also be launched during the press conference.
“Like I said earlier, victimisation is real in Seychelles and as long as I can protect the identity of my party members I will, as it is easy to deviate from issues to personal attacks,” she said.
The SPSJD leader added that between now and election day she will put up a case asking that two government ministers resign from their posts.
“We have proof that the two ministers acquired properties based on corruption. We are not going to reveal the documents now, but it will be revealed.
“A lot of people know that I withdrew a court case lately and the reason I did so is firstly because I was asking for the election to be delayed and this has happened.
“The second reason is I had asked the court to declare that the rights to vote would be violated because of the voters’ register credibility. I realised that if the court has to pronounce itself on that issue now, after the election if we want to challenge the results, we would not have been able to,” explained Mrs Amesbury.
Mrs Amesbury explained that although her dogs have been killed and people have been following her husband on Praslin where he lives, she does not feel intimidated and will not back off.
“It makes me even more determined. I am being treated like a criminal and yet don’t have any weapon. I only have a pen, a piece of paper and a book. People know very well that the pen is mightier than the sword. And that I suspect is the reason they are afraid of me,” concluded Mrs Amesbury.

The break away faction of the ruling Parti Lepep, Lalyans Seselwa has officially announced their intention to contest in the December presidential election.
During a convention at the International Conference Centre (ICCS) this afternoon the party approved the nomination of former Minister and Ambassador, Patrick Pillay as the presidential candidate.
Former finance Principal Secretary, Ahmed Afif was nominated as his running mate.

Presidential election 2015 - Nomination Day today

Today is Nomination Day for the forthcoming presidential election and this will take place at the Electoral Commission headquarters, which have temporarily moved to the National Library building in Victoria.
Speaking to Seychelles NATION yesterday,Electoral Commission chairman Hendrick Gappy said the first candidate will produce his documents at 9am and will be followed by five others who have taken nomination papers.
He added that his office is ready to receive the nominations.
All candidates must complete their nomination formalities by 1pm the latest.
Among the documents the candidates have to produce are their respective nomination papers supported by a nomination form; a list of 500 supporters; two passport size colour photographs, both in hard copy and high resolution digital format; the candidates' party symbol in colour, or in the case of an independent candidate the colour and symbol adopted by that candidate; a certificate from an officer of the respective political party authorising a candidate to act on behalf of that party; a certificate from the Electoral Commission to the effect that the candidates have satisfied the requirements to provide security for R15,000; and forms of designation and consent of the vice-presidential candidate.
Also today at 5pm at the Electoral Commission headquarters at the National Library building there will be the drawing of lots to determine the order in which the candidates will appear on the ballot paper and the order of appearance for the party political broadcasts (PPBs) to be aired at the start and end of the official campaigning period.
So far, five political parties have paraded their candidates for the Presidential election.
Incumbent President James A. Michel is the Parti Lepep candidate with Vice-President Danny Faure as his running mate.
Wavel Ramkalawan is the Seychelles National Party (SNP) presidential candidate and Roger Mancienne is his running mate.
Popular Democratic Party’s presidential candidate is David Pierre and his running mate is Herve Anthony.
Newly formed Seychelles Party for Social Justice and Democracy (SPSJD) has as its presidential candidate its female leader Alexia Amesbury and her running mate is Roy Fonseka.
Former Minister Patrick Pillay is the Lalyans Seselwa presidential candidate with Ahmed Afif as his running mate.
Philippe Boulle is the only independent presidential candidate.
The presidential election will take place from December 3-5, 2015.

Let the campaign begin!
The names of all the candidates have been released ahead of Nomination Day, except that of the running mate of independent candidate Philippe Boullé which is being kept secret.
Five presidential hopefuls will officially register their candidacies today at the Electoral Commission between 9am to 1pm. The incumbent, James Michel, will kick start the procedures at 9am, followed by Patrick Pillay of Lalyans Seselwa at 9.45, David Pierre of the People's Democratic Party (PDM) at 10.15, Wavel Ramkalawan of the Seychelles National Party (SNP) at 11am, Alexia Amesbury of the Seychelles Party for Social Justice and Democracy (SPSD) at 11.30 and independent candidate Philippe Boullé at midday.
Presidential hopefuls will be accompanied by their running mates. They are Danny Faure for Parti Lepep, Ahhmed Afif for Lalyans Seselwa, Roger Mancienne for the SNP, Roy Fonseka for the SPSD while Philippe Boullé has kept the name of his running mate a mystery, saying the name will only be revealed today when he officially registers as candidate.
All the parties vying for power have been readying themselves for this Presidential election which observers say has the potential to be a game changer. Indeed, many pundits believe that the possibility of the election going into a second round - a first for Seychelles - is real indeed. The election which will open on 3 December on the Outer Islands will reach its culmination on Saturday 5 December. The results will be expected some hours later. In the eventuality that no candidate gets 50% of the votes plus one, the process will go into second round pitting the two candidates with the most votes against each other. This will have to be held in the 14 days following the first round.
All but two parties have released their manifestos so far - the SNP launched its electoral programme entitled "Make Seychelles Better - The Time is Now" on Monday afternoon while the SPSD launched theirs -" The Seychellois is Supreme" on Friday evening. PDM's David Pierre launched his programme "One Seychelles, One Destiny" on 25 October.
State House has confirmed that Parti Lepep will make its programme public but the date of the launch has not been announced. In the meantime, Finance Minister Jean Paul Adam revealed the salient points of the 2016 budget in the National Assembly yesterday. He also announced that the budget speech will be held on 14 December.
Lalyans Seselwa has also said that its manifesto will be made public soon. A few points were however discussed during a convention held last Sunday.
Yesterday, candidates went to the Electoral Commission to pay the registration fee of SCR15 000. A payment of SCR20 000 was also required as a deposit, in case parties do not take down their banners after the election. Today, all candidates will have to submit a list of 500 people endorsing their candidacy. Sources tell this newspaper that political parties have already unofficially submitted their respective lists to the Electoral Commission "to avoid a repeat of 2011 when independent candidate Viral Dhanjee was refused the right to take part in the election following irregularities in his endorsement list”. “We'd rather make sure there's no problem with the names so that the process on Nomination Day itself is smooth", a source close to a candidate told TODAY.
A draw will also be held this afternoon at the Electoral Commission headquarters at the National Library for the sequence of the names of political parties on the ballot papers and to determine the order for party political broadcasts.

Philippe Boullé's call for a unity government


The independent candidate has released his manifesto.

"Our enormous problems which we have inherited from the youth of Nationhood cannot be resolved within the confines of closed political groupings", the independent candidate, Philippe Boullé, says in his manifesto for the forthcoming election, explaining why he believes only a government of national unity will be able to solve the country's problems.

"National despair, disintegration of our institutions of state, social ills, moral and spiritual degradation, economy disempowerment and collective frustration have all come together to make it such that no political grouping in isolation can pull our nation from the edge of the precipice", he explains.

The time has come, he affirms, for "all Seychellois to come together to form a government to rebuild our nation upon the basis of the harsh realities that confront us and on a foundation of truth, honesty and transparency now that all Seychellois men and women of goodwill have come to realise that the country needs a new path, a new vision and a renaissance".

A national unity government, he says, will be dedicated to "heal and leave behind the acrimony that separates us in shaping our common future", "put in place a government without consideration of political allegiances but based solely on considerations of integrity, experience, qualification, goodwill and a desire for national service, in order to build a solid democratic foundation to shape our destiny and ensure a future free from oppression, victimisation and abuse of power".

This can happen only if "the best men and women" of the country are chosen to rebuild state institutions that "will serve the cause of justice, equality of opportunity, administrative efficiency and fairness, transparency and accountability".

This government will, Mr Boullé pledges, "be committed to the welfare of the Seychellois people first and foremost" and during its mandate, it will "reform all institutions and laws that are obstacles in the party political landscape, for free and fair elections and put in place credible institutions that will guarantee that political parties flourish in an atmosphere of confidence and trust in the political and electoral process".

This overhaul is important, the politician believes, because "education has been reduced to a topic for debates, experiments, reforms, loans and schemes of service in which the child is forgotten and more and more reluctantly attend school, hungry, disoriented and without proper wearing apparels". Those same schools that "have been abandoned by the President and most Ministers as unfit for their children, preferring to send them to private schools".

Mr Boullé 's judgment on the state of housing in the country is no less severe: "When housing for our people is more a subject of financial and political scandals soaked in a quagmire of political and electoral manipulations, than one of humane consideration".

On the state of law and order, he has this to say: "the forces of law and order have become transgressors of the law" where "political considerations dictate the need for a compliant self serving police force, and when the professional force which the people have been promised for more than 30 years, is constantly deteriorating under mysterious restructuring schemes undertaken by the people who themselves needed to be restructured out of the force".

Corruption, he adds, "is placed in the hands of the corrupt for eradication and "faith in our people is lost and their ability to hold posts in our civil service is scorned upon". And "the same government that bankrupted the country through corruption, abuse of power and mismanagement, shamelessly praises itself for the IMF program that caused misery for our people and saved the country from total collapse".

Philippe Boullé says that it is the sheer magnitude of the problems that dictate drastic actions. He vows to remove politics from public institutions and to rebuild a police force run by Seychellois "to become a force of the highest professional standard and effectiveness, capable of maintaining law and order far exceeding its present weak performance".

On the education front, the independent candidate says he will "turn our educational system into respectful institutions of learning and not a platform for perpetual reforms imposed by obscure reports and schemes, but one where teachers shall regain the position of trust and respect and where the child shall be the focus of attention and not objects of continuous experiments".

He commits to restructure the health service to bring back people's confidence, promote the independence of the civil service, remove Seychelles from the economic stagnation it is currently by removing "all barriers that are placed in the path of Seychellois that prevent them to engage in the business or trade of their choice and ensure at all cost that no foreigner is given preference over Seychelles to engage in business or development projects in Seychelles" and giving Seychellois "much greater control of the economy and the benefit of employment opportunities and businesses".

A "vibrant, competitive and modern international financial centre" will be developed and "an end will be put to corruption" while "the wastage, abuse of state funds and property and disregard for rules and norms of good and transparent government" will be stopped.

The people will also be given a "judicial system that is independent, of the highest integrity and with judges that are qualified, experienced and knowledgeable in the law", while the independent candidate proposes to "embark on a vigorous nature conservation programme with immediate restoration of eco-systems and halt all existing actions, works and projects which are causing environmental degradation and destruction and aesthetics depreciation".

We have not wasted our time to add this comment to have it deleted - From the very first time Mr Philippe Boulle presented his Presidential candidate - we let him know our concern - he was a very important party in that SIROP program. He had refused to advocate a University of Seychelles and more important the setting up of a two tier Parliament/Senate. The argument we presented those 25,000 new migrants and under International laws they have right to vote and say how Seychelles is run, It would be a very positive democratic vehicle for those 25,000/30,000 Seychellois exile and our Diaspora community - if and when the PL goes in Opposition the need to think seriously that they have the Rights as serious Opposition, not compel them to start destroying the country in revenge. In Seychelles there is only one Party that have come forward officially and supported the idea of a Senate - they are not putting forward any Presidential candidate.

Six candidates to run for president


All six presidential candidates have been cleared by the Electoral Commission to run in the presidential election slated for December 3-5.
According to Electoral Commission chairman Hendrick Gappy, all six who returned nomination papers have met the required standards and will stay in the race to become the country’s next president.
The candidates were accompanied by their vice-presidential running mates and by their parties’ liaison officers to the meeting held yesterday morning at the Electoral Commission headquarters at the National Cultural Centre in Victoria.
President James Michel and his running mate, Vice-President Danny Faure, were the first to present their nomination papers.
Other candidates who presented their papers are the teams of Patrick Pillay and Ahmed Afif (Lalyans Seselwa), David Pierre and Herve Anthony (Popular Democratic Movement), Wavel Ramkalawan and Roger Mancienne (Seychelles National Party), Alexia Amesbury and Roy Fonseka (Seychelles Party for Social Justice and Democracy), and Philippe Boulle and Peter Roselie (independent candidates).
Mr Gappy, accompanied by chief electoral officer Charles Morin and chief registration officer Lorna Lepathy, scrutinised the documents handed in by the candidates.
Each candidate had a list of well over the 500 supporters needed in case some turned out not to be registered voters, which would have nullified their candidature.
They also presented hard copies of their pictures and electronic copies for use when printing ballot papers.
They needed their running mates’ written consent of their designation as co-runners and authorisation from their organisations in the case of those being fielded by political parties. They also named their colours.
In the afternoon, representatives of the six candidates signed a code a conduct, received a certified copy of the voters’ register and a certificate.
Outgoing president James Michel said although the political landscape is different this time as many more opposition parties will be contesting the election, Parti Lepep remains strong and it will be a knockout win for them.
“I am confident in victory because I have worked tirelessly during the past 11 years as President of Seychelles. I am seeking a third and last mandate and I am confident in victory and it will be by an even bigger margin than in 2011,” said Mr Michel.
“Parti Lepep remains strong because we have the people of Seychelles at heart in whatever we do. I have also delivered all the promises made to the people of Seychelles. The reality is right in front of us for us all to see. We worked hard together and I am promising the people that we will continue to work together.
“The people want stability, unity, peace and to continue on the path of success unlike what some opposition parties want. The people do not want to tear down everything and start from scratch. We won’t need a second round, it will be a knockout win in the first round. I would also like to call on all voters to exercise their rights in peace and in all liberty and I would also like to take this occasion to express my desire to see an election process that is peaceful and that in the end all political parties come to accept the election results,” said President Michel.
Lalyans Seselwa candidate Patrick Pillay said he is 150% confident in victory, adding that “the time has come for a change”.
“I am 150% confident in victory. For many reasons we need a change of government and the people of Seychelles understand this very well... The Seychellois people no longer trust the current government. I believe we should bring about a new way of doing things to ensure that every Seychellois can see their place in Seychelles. We need a better public service,” said Mr Pillay.
For David Pierre, the leader of the Popular Democratic Movement, the country needs a new breath of life and he has added that his manifesto brings to light the problems Seychelles is facing and his proposed solutions.
“I am the youngest candidate in this election with more energy and I have the experience at both national and international level. So my message to the electorate is to choose a candidate they believe can bring Seychelles to the level that all Seychellois know we can possibly attain. I believe that this change when it happens there needs to be peace and stability. I am calling for respect for all the other candidates and for the Seychellois people,” said Mr Pierre.
Running for election for the fourth time, Seychelles National Party (SNP) leader Wavel Ramkalawan said at 54 years old he is still young with plenty of energy.
“We feel that things are deteriorating in the country and in politics the work is never done… We want to come forward with tangible ideas on how to pull the country out of its current situation. SNP is saying ‘The time is now’ and I believe the people of Seychelles are saying that after 38 years under the rule of a single political party it’s time for a change…. Eliminating drugs is one of our top priorities. I’m calling on all Seychellois to be calm as they decide on their future,” said Mr Ramkalawan.
Seychelles Party for Social Justice and Democracy leader Alexia Amesbury is the first woman to take part in a presidential election in Seychelles and she believes it doesn’t matter if a woman or man wins the presidential election.
“The president must be a good and capable leader who will lead the country. I don’t have the political experience but I have other qualities a leader needs. My manifesto is about putting the Seychellois people first. My main resource is the people themselves and I am depending on them to bring about the change to have a credible government. I am very confident I will win because as I have said I am standing here not only as Alexia Amesbury the presidential candidate but am standing here to represent the more than 50 percent of women in Seychelles,” said Mrs Amesbury.
Lawyer Philippe Boullé is taking part in his fourth successive presidential election as an independent candidate and is once again proposing a government of national unity.
“All indications show that the people of Seychelles have reached the stage where they will be voting for a change and I have been encouraged to offer the people what I believe is the best for the country. I am coming back with the idea of a national unity government, the time has come now to implement this. We want to remove the current regime from power and when this happens there will be two steps. Firstly to do a clean-up of a lot of things that have been left behind. For example to clean up politics that has infiltrated state institutions. The second step is to rebuild the nation and as it has been recognised in many countries…the strongest tool for this is a national unity government where all political parties are involved in the process,” said Mr Boullé.

Presidential election 2015 - Lalyans Seselwa launches manifesto

Lalyans Seselwa’s main objectives are to heal the ill feelings of the past, remove discrimination, bring back love within homes and families and educate all Seychellois on their fundamental rights according to our constitution.
“What we are looking for first of all, is dignity for all Seychellois, not for only supporters of Lalyans Seselwa but for all Seychellois. It is a fundamental right that we will fight and die for if we have to so that there will be change in Seychelles and each citizen will have their right to their dignity as a human being.”
These were the words of Patrick Pillay, the presidential candidate for Lalyans Seselwa in the December 3-5, 2015 election.
Mr Pillay was speaking during the launch of the party’s election manifesto yesterday afternoon at the International Conference Centre of Seychelles (ICCS) in the presence of the party’s executive committee and members.
The party believes the country has reached a moment where it needs a change in government.
Mr Pillay said his party will fight for justice, then for dignity and unity because when all three are added up we can achieve peace and stability in our country.
“There cannot be development if there is no peace; there cannot be happiness without peace,” he said.
Before his running mate Ahmed Afif presented the election manifesto, Mr Pillay noted there is a difference between his structure or party manifesto and the election manifesto.
