The justice secretary said the UK would not be "punished" for leaving the EU by having tariffs placed on its exports.
He said he could "not imagine" Germany putting up trade barriers which would threaten their own imports into the UK.
But the chancellor said this would be a "catastrophe" in terms of lost jobs and could "wreck the economy".
He also warned of a "significant shock" to the housing market in the event of the UK leaving the EU.

The International Monetary Fund chief has said a vote by the UK to leave the European Union would have "pretty bad, to very, very bad" consequences.
Christine Lagarde said she had "not seen anything that's positive" about Brexit and warned that it could "lead to a technical recession".
She echoed similar comments made on Thursday by Bank of England governor Mark Carney.
Vote Leave said the IMF had been wrong in the past and were "wrong now".
The IMF said in a report on the UK economy that a leave vote could have a "negative and substantial effect". It has previously said that such an outcome could lead to "severe regional and global damage".
Ms Lagarde said the Fund had a duty to assess the risks of Brexit. It has a mandate to oversee the international monetary and financial system.

Jeremy Corbyn's material for Prime Minister's Questions is being leaked to the Conservatives by his own staff, the Labour leader's senior aide has claimed.

BRUSSELS, May 31 (Reuters) - Dawn, Friday, June 24. The votes are in. The British have spoken in their EU membership referendum and they want out. It is a scenario European leaders are now planning for in earnest while praying it never happens.
Secret meetings in Brussels and across Europe reveal huge uncertainty, officials and diplomats familiar with the proceedings say, over what would follow a vote that British Prime Minister David Cameron calls a "leap in the dark" -- and also no little concern about what happens if Britain stays on.
This is a rough roadmap to Europe after June 23, based on conversations with many diplomats and officials, few of whom speak of it in public for fear of inflaming debate in Britain:

There is a class division on Brexit, with the working class largely in favour of the UK leaving the EU and those in highly paid in professions generally wanting to stay in. And yet the question of what material effects the EU has had upon working class people’s lives has been largely absent. It is imperative that these issues are debated so that working class people can make an informed decision when casting their vote.
