Mysterious incidents forces Glacis police station to close at 7pm

The Glacis police station, which usually operates on a 24-hour basis, will now only be operating from 6am to 7pm, regional commander for north Mahé has confirmed.

Superintendent Jacques Valentin explained to Seychelles NATION that the station will operate within these reduced hours until the commissioner of police gives new orders.

“When the flag comes down at 7pm the station will remain close until early morning the next day,” SI Valentin stated.

This comes after police officers stationed at Glacis have reported a number of strange incidents they say occurred while they were working night shifts at the police station there.

The most mysterious incident was witnessed by a female police constable (WPC) last week. She alleged that she was boxed on the ears when she was alone in the station – the mysterious aggressor is rumoured to be a ghost, according to social media posts.

Other police officers have also reported that the station seems to be haunted because of the strange and unusual things that they have witnessed and these include the refrigerator door opening by itself, kitchen utensils on the sink thrown into the basin without any explanation, strange noises and mops that have been found displaced from the store without any logical explanation.

In an interview with a different media house on Friday, Superintendent Valentin stated that he contacted a priest to bless the station with holy water but the mysterious incidents continued.

Residents of Glacis who need police assistance after 7pm can contact the nearest police station at Beau Vallon.

The Bar Association is opposed to that proposed constitutional amendment to regularise the militarization of law enforcement, and has asked its members to lobby whoever they can against it.

Copying you my submission to Bar President earlier this week, setting out the reason why I think the amendment is a bad idea:
“Please ask the government to reconsider its decision to amend the Constitution to regularise the militarisation of civilian law enforcement.
The recent history of law enforcement in Seychelles is a compelling case for keeping the military out of police work.
The practice of engaging the army in law enforcement began immediately after the coup in 1977 and has been almost invariably controversial not only from a human rights perspective but also in terms of crime prevention. There are abundant accounts (including testimonies to the TRNUC) suggesting the military personnel acted with unnecessary – and sometimes wanton – brutality, and that in many instances their action amounted to crimes far worse than those they purported to prevent or investigate.
The military’s rules of engagement are fundamentally different from those of the police and are hardly compatible with the penal investigation processes of our legal system, and notably the basic protection afforded to suspects.
It is also concerning that since its inception the military has been associated with serious crimes (the harassment and disappearance of suspected political dissidents, the sale of fire arms (e.g. the Malo weapons in the 1990s) and the brutal crack-down on civilians in an attempt to recover those weapons).
There is no indication that the military has been disabused of those rogue tendencies. In fact some of the suspected officers are still engaged in the army. Besides the TRNUC inquiries, there has been no serious effort so far to investigate those suspected crimes - not even the more crapulous ones.
There is little doubt that the involvement of army personnel in police work and the impunity they have enjoyed since 1977 are some of the main causes of degradation of the Seychelles police force.
Confining the participation of the military in civilian law enforcement to a state of emergency (art 163) is a feature of most modern democratic constitutions. This assumed particular importance in the drafting of the 1993 Constitution on account of the sinister role of the army in the Second Republic. It needs to be noted that provision was only accepted after difficult debate in the Constitutional Commission ( the SPPF delegation seeking to preserve the police role of the army). However, in practice it didn’t prevent successive governments from engaging soldiers in law enforcement. The resulting human rights violations have been a recurrent theme in many depositions to the TRNUC. It is expected that the TRNUC will express a view or make recommendations on the desirability of engaging the military in police work in its final report. To constitutionalise the law enforcement role of the army at this point in time will partly undermine the purpose of the TRNUC.
Clearly, there is no need to amend the Constitution to enable the military to patrol our territorial waters and EEZ or assist in environmental protection or provide humanitarian assistance.
The government should look to reforming and upgrading the police force so that it may competently discharge its mandate, instead of enlarging the powers of the military.”

Government clams up as Dep Compol Bonnelame is chopped

With just a few hours to go to the last Presidential Press conference for 2022 this afternoon, the Government suddenly clammed up yesterday on the issue of the dismissal of one of the two deputy Police Commissioners, Ron Bonnelame.
The offloading of Dep Compol was announced in a terse Police Press communique issued to the media by chief spokesman Jean Toussaint, which read:
Mr Ron Bonnelame relieved of his duties
"As part of the ongoing reforms in the Police Force, among which is to have one Deputy Commissioner of Police, Mr Ron Bonnelame who held the office of Deputy Commissioner since the 31st of August 2021 has been relieved of his duties as of today Monday the 05th of December.
Mr Francis Songoire will now serve as the only Deputy Commissioner of Police. The Commissioner of Police has thanked Mr Bonnelame for his little more than one year in office.
Other announcements will be made as and when changes happen."
TODAY knocked on all the doors you can think of, with the most polite of knocks, in an attempt to find out if it was a dismissal or a resignation, but to no avail.
Shortly before we went to press, I reached out to Minister Roy Fonseka with the question “Is there anything you can tell me about the relieving of Ron Bonnelame as Dep Compol please?”, followed 30 minutes later with a polite “will you be sending me something please?”.
His reply came back just before 6.30pm: “Negative. The President will probably address that tomorrow. I am travelling out of the country”.
I reached out to the Police Commissioner Ted Barbe as I was given to understand that he was travelling last night to attend the EAPCCO event – Eastern Africa Police Chiefs Cooperation Organisation, but he didn’t take my phone call.
So I sent him a message: “Hello Compol, before you leave Seychelles today, could you give me a few words as to how the relief of Dep Bonnelame fits into the Police Reform plans please?”. NO REPLY.
My newspaper colleague and I also reached out to Ron Bonnelame and although we saw his “active” status on WhatsApp, he did not pick up our call and we did not get a reply from him.
We have now one more door left to the Truth and the Facts, and that is this evening at the last Presidential press conference of the year.
