We should have posted LUNGOS comment on the Budget here.

Over the past 30 odd years our impute in UK  Chancellor working and the twice yearly budget - this government, this Chancellor disgraceful attitude - if only we could find the means of moving most of our working to the continent - may be one month is not enough for the British press to note what is going on after 2/3 months they will have to react - (At the same time imputing in Seychelles Budget, the amount of money over the past 10 years to educate the citizens how Budget works, the very many complex social components, the modern Budget workings of developing government not unlike the big developed countries -external dynamics which get manage and impute in Budget workings, then we have them MNA, the media and those who impute in actual data - their reaction and approach - what was all that education and investments for. One of the reason old staff get thrown in the bin partly because they have become wise and their reaction and we have some 35 years working with your Central Banks and Ministry of finance. Come the implementation those who will wind my person up to impute - in England the vast lies, the mega media distortions and the current Chancellor boasting he is the worse masonic Pig I have had to work /put up with - his approach - every forget and overlook the statement we made what caused three world crash - president elect Donald Trump have suffered its consequences also specially the last one What took President Obama to get the USA out of the economic mess because he got to understand some of the inter connectivity we are writing here - Seychelles talk of its economic resilience - one of the big factor was our involvement supporting the Seychelles government and economy when many other small nation crashed - these facts need to be taken into account consideration - whatever the political constraints special they boast we are not in the Jungle of Africa. The new Finance minister ought to take note - we have impute in IMF/World Bank forking for some 35 years and at very senior officials workings - their Benchmark - it breeds corruption - he ought to find and develop the due benchmark instead of adopting the IMF/World Bank extreme position/approach - beside what we have written about the EU five year budget we impute this is no small matter  and those who on one had consider seriously the consequences then their attitude, talking of EU Budget and the budget they have earmark for the Refugees, Africa sustainable development and that of the UN, these are ongoing dynamic build into that SIROP program and how in the past Seychelles government have milked that program and build/developed their Budget argument/fiscal discipline - because when you have on one hand mechanism, driving important topics, program and major leveraging/gearing mechanism involved lending to a national economic dynamic you choose to ignore - the parties who manage those dynamic have every rights to withdraw their impute and what happens is nobody business)

2017 Budget address

Creating opportunities for all

With Seychelles formally a high income country with US$14,760 per capita GDP (Gross Domestic Product), 4.4% growth, inflation at 3.7% and a total of 272,143 visitors as at 27 November, the finance
minister was in the National Assembly on Friday presenting a budget that broke new records. With a request for SCR7.8 billion, government is offering a lot of both good and bad to the nation in 2017.

The newly-appointed minister for finance, trade and economic planning, Peter Larose presented his first budget address in the National Assembly yesterday. This was also the first budget in the new administration of President Danny Faure who took over the presidency less than a year into the final mandate of James Michel who resigned on 27 September.

Despite the good economic indicators and the fact that Seychelles
has been listed as a high income country, the new finance minister stressed that the country still had a high level of poverty. “Seychellois are asking us to look into their welfare before we look into our own,” Minister Larose said, adding, “We are going to use
this budget and other structural reforms to put a road map in place
that can transform Seychelles with greater prosperity.”

The following are among the more salient points in that road map:

Reducing the cost of living

This would address the level of poverty in the country and called for private sector involvement in the effort. But the minister addressed the parastatal Seychelles Trading Company (STC) in his call to reduce the cost of basic commodities. “Government has asked the
STC to reduce its prices on basic commodities and on certain other commodities used by families,” he said, adding that the list would soon be announced.

Reviewing Value Added Tax (VAT)

His ministry was looking at reviewing VAT on certain products used by families. “Government has prepared a list of actions that will help
reduce the cost of living which will be ready by start of 2017,” the minister promised.

Making the 13th month salary available for all

Recognising that workers are key to national development, the minister explained at length how the public consultations over the revisions to the employment law had brought out the call for all workers, both private and public, to benefit from the 13th month pay. He said that government will once again this year pay all public sector workers a 13th month but that the private sector workers would have to wait for the bill to be passed by the National Assembly.

Reducing the cost of telecoms and utilities

Government, Minister Larose said, is discussing with telecoms providers to reduce the costs of their services for both mobile and fixed-line telephones, internet television and data and Wifi services.

“Our objective is to facilitate faster communications whilst improving the cost of doing business,” he said.

He explained that government was also looking into investments in another submarine cable network to add to draw more FDI (foreign direct investments) into Seychelles and reduce the cost of doing business.

Reducing the cost of insurance

Government is working with insurance firms to bring down the cost of insurance especially since Seychelles is not in a high risk zone for natural catastrophes.

Reducing the cost of financial services

Minister Larose said clients were still frustrated by the services offered by the banking sector. He said most of the complaints concerned low interest on savings and very high interest on loans. Government has asked the Bankers’ Association to request that the
banks reduce the cost of loans and increase interest rates on savings. He said the Central Bank of Seychelles, as a regulator, will reduce their rates on lending and borrowing to ensure that the commercial banks follow suit.

Offering new investment opportunities

Government strategy in this budget is to create a business environment and culture where people can save and or invest for the future. With this in mind, several investment opportunities will be presented to the population, he said as he went on to list the public enterprises that will be open to investment from the public.

Reducing the Pension Fund’s ‘Pirates’ Arms’ investment project

This SCR450 million investment project will now be reviewed downwards. And the Fund will be invited to invest SCR150 million in affordable housing instead.

Supporting SMEs

Access to cheaper finance and services in a one-stop-shop would help SMEs. The Development Bank of Seychelles (DBS) would set
up a banking unit for loans for investment capital while commercial banks assist in working capital and other banking services.

Enforcing the role of the Fair Trading Commission (FTC)

The FTC will be restructured in 2017 to make it more effective in reducing prices. “The time of double pricing is over and the interests of our consumers will be continuously protected,” the minister said.

Increasing revenue

Numerous plans were outlined for increasing revenue. The most notable are increases in port dues and services in 2017, an airport arrivals tax of US$10 to be paid by every foreign passenger arriving in Seychelles with effect from 1 July 2017, and a property tax to be
payable from 1 July 2017 on all properties owned by non-Seychellois. The minister said this tax would also apply to “all foreigners who have in their possession a Seychellois passport,
raising questions about citizenship status and inequality before the law. He also announced a revision in Stamp duty which will be charged on the square metre of land. However, details of this measure would be available once international experts have reported, he said.

Minister Larose also announced a Carbon Tax but explained that this would have to wait until further information was forthcoming from a study by a consultant from the International Monetary Fund, whilst an announced environmental levy of SCR2 on glass containers would only apply in 2018 along with a ‘Sugar Tax’. The action plan for this latter tax was still under discussion with the health ministry.

The minister also reported a 10% tax increase on alcohol and tobacco to be charged on both imported and locally manufactured
products as well as increases in excise tax on fuel. An additional SCR0.50 would be charged on all fuel-based products but PUC, SPTC and Air Seychelles would be exempted, whilst those businesses that still enjoy the benefits of exemptions under the Tourism Incentives Act will be reimbursed SCR0.25 for every litre.
Pension Fund contributions would be increased by 1% in July 2017 at the same time as the second phase of the new progressive tax reforms kick in with rates ranging from 0% for salaries of less than SCR 8,555.50, to 15, 20 and 30% on higher salaries which the minister did not specify.

May be were Toctoc my/our siblings would say in family circle - most unlikely. The last time we were home/that Sechelles Seychelles was in 2008/9 -we flew with Qatar. Two days ago that Airline resumed flight with Seychelles -the global economic situation and my meeting with then Dr Larose at his old Office and several others - what we shared - the announcement of the first BRICS get together very loose concept and we returned to Britain. This is not some crazy manure when we say we bulldozed the Indian Ocean Rim Association concept in place 1996 from Caple le fern - Dover across, the two Masonic lodges and the Odd Fellow Fraternity. The Global and regional economic dynamic, mechanism had crashed, collapse - the boom bust system practice in England yet what the IMF/World bank were writing and the media- the position the USA took and UK upon this announcement and decision because it did not only affect greater economic workings but regional powers and politic. Meanwhile Dr Larose have done a Tour of duty at IMF/World Bank and acquired first hand how they do things - we have stressed the historic importance of that SIROP program world change - how President Gorbachev failed to put an alternative economic concept through and what ensued - the IMF/world bank officials were very aware. BRICS is not a fantasy and the important link to that SIROP program - surely Dr Larose ought o have studied the many compelling development and re-calibrate our economy and Budget -
