State of tuna stocks in focus

Over 60 marine scientists from 25 countries and organisations are meeting here to present their findings on factors which could affect tuna stocks in the Indian Ocean.

If they find it necessary they will later this week issue advice for binding rules which all who fish in this ocean must abide by or face penalties prescribed by international laws governing fish resources.

Such rules are covered for example by United Nations fishing agreements which say if you are fishing in a common area with other nations you have to sit with the fishing partners and decide the best actions to protect the resource.

Ships disobeying the laws are normally blacklisted and their products shunned by consumers.
The scientists are meeting under the umbrella of the Seychelles-based Indian Ocean Tuna Commission (IOTC) in what its executive secretary Alejandro Anganuzzi called one of the most important annual events of the organisation.

“They are here to discuss the latest analysis on the situation of different stocks of various tuna species with a view to advising members of the commission on what actions are necessary to maintain sustainability, that is, protection of the resource,” he told Nation.

He said the delegates will also look at the results of other scientists and look at strategies of doing research to ensure there is more information available to help decision making regarding stock conservation.

He further told Nation it is too early to talk about the status of the stocks before hearing from the scientists but added generally it is believed stocks of key species are healthy and there has been no indications of reasons for major concern.

IOTC’s last meeting took place in Australia in April last year, when actions were taken to eliminate possible threats to sustainability.

He said the IOTC members are not just countries which border the Indian Ocean but also those whose boats fish in it as well as top global conservation bodies and other non-governmental together with intergovernmental bodies.

Seychelles has been chosen to host this year’s meeting because the secretariat is based here since the IOTC was formed in 1998 from when Seychelles has continued to be the centre of scientific talks.

“There will be diagnostics saying ‘this is the situation of the stocks’ and if necessary there will be advice on possible management actions from the member states.

He said it is important to recognise the role that Seychelles plays as the secretariat of the IOTC as it gives a centre for the activities of the commission.

“It reflects the importance that the tuna fisheries have for Seychelles and the role this country plays for the fisheries of the various countries through which tuna migrate because they move so much so it is a resource that we share with others from Iran, Oman, Indonesia, Thailand and others – we in Seychelles also share the same resource and in that very big community this country plays a fundamental role by anchoring the activities of the IOTC,” he said.

Les Seychelles et les Comores renforcent leur coopération en matière de pêche - 12.12.2012

Dans le cadre de sa visite officielle aux Comores visant à renforcer les liens d’amitié et de coopération entre les deux îles, Monsieur Jean-Paul Adam, ministre des Affaires étrangères, a signé ce lundi 10 décembre un accord de coopération sur la pêche avec le Vice Président de l’Union des Comores chargé de la Production, de l’Environnement, de l’Energie, de l’Industrie et de l’Artisanat, Dr Fouad Mohadji.

Le Ministre Adam et le Vice Président des Comores, Dr Fouad Mohadji, a eu des discussions en présence de M. d’Offay l’Ambassadeur des Seychelles auprès des pays de la COI, M. Lesperance de l’Autorité seychelloise des Pêches, et M. Morin du secteur privé

Cet accord s’inscrit en droite ligne des efforts du Ministre Adam visant à renforcer la coopération régionale au sein de la Commission de l’Océan Indien (COI) dont les Seychelles assurent actuellement la présidence.

« Les Seychelles et les Comores sont certainement de petits Etats, mais sont aussi de grands pays océaniques. Nous partageons une ressource de grande importance. A travers cet accord nous visons non seulement le partage d’expériences pour mieux développer et valoriser nos ressources halieutiques, mais aussi pour mobiliser de façon efficiente l’énorme potentiel que renferme l’économie bleue en général », a déclaré le Ministre Adam lors de la cérémonie de signature.

La pêche se pratique encore de façon artisanale aux Comores mais le gouvernement est en train de tout mettre en œuvre afin de renforcer les capacités du pays à produire pour l’exportation. Le potentiel dans le secteur est très grand mais encore peu exploité.

Le nouvel accord vise à favoriser les échanges d’expériences et envisage des possibilités d’investissement par des sociétés seychelloises.

C’est dans ce contexte que la délégation que conduit le Ministre Adam comprend également M. Paul Morin, représentant le secteur privé seychellois, dépêché pour s’enquérir du potentiel du secteur de la pêche aux Comores.

Le nouvel accord autorise les autorités comoriennes à tirer profit des compétences et connaissances seychelloises en la matière afin de les adapter aux conditions qui sont les leurs. Elles sont également appelées à s’inspirer des cadres et structures établies depuis plusieurs années aux Seychelles dans le domaine de la gestion de la pêche.

« L’accord nous donne l’occasion d’appuyer les efforts de nos amis comoriens à développer une industrie de pêche orientée vers l’exportation, et à établir un cadre d’investissement qui respecte les principes du développement durable et qui pourrait, de ce fait, créer des opportunités de co-développement bénéficiant également aux investisseurs seychellois », a précisé le Ministre Adam au cours de son intervention.

A noter qu’outre le Ministre Adam et M. Morin, la délégation seychelloise comprend également Monsieur Callixte d’Offay l’Ambassadeur des Seychelles auprès des pays de la COI, et Monsieur Aubrey Lesperance de l’Autorité seychelloise des Pêches.
