Sechelles Seychelles National Day 18/6/13

We have added four pictures on this National Day and it is yet again not just any Event. 

We read this morning that President JA Michel is to allow pubs in Seychelles - in Old Seychelles we had what was known/called "La Kanbiz" where then Mr James Alix Michel lived across the Denouse property and other was such a place. They crushed cane and allowed it to ferment and soled it under regulated manner. I/we would not have minded a glass this morning with the heart ache we have about the situation at Home/Seychelles. We did not say red wine or beer. 

The first picture is a about what was called a Curia in Roman time and their functions - Wikipedia explanation. We are going to add a wikipedia link which explain the purpose and function of a Senate - that in Seychelles including Sir James Mancham, Mr Robert Frichot and eventually Mr Phillipe Boulle who judge we ought not to have such a two tier Parliament system a Senate and People Assembly - how both are elected and function and role in many Democracy and former communist countries today and they are working. 

The next step for Seychelles is for the Oppositions - particularly Mr Ralph Volcer, Hon Wavel, Mr Christopher Gill, the NGO, the Muslim, the Indain, the Chinese and European community to press President JA Michel his SPPF/PL government with the involvement of the International community and regional bodies - that he allow the setting up of a Senate - two tier Legislature in Seychelles - even Zimbabwe have such a system. 

This said, now that the Palais de Justice has moved that building could be refurbished to house a Senate. We trust is will not be the same debacle like the Stock Exchange, it had been earmarked to be set up in the Old Secretariat or the Valabjhi building by NOVO Bank it landed on Eden Island. 

This Day 18/6/13 had it not been for that SIROP combined exile/refuge program there would not have been a National Day - may be some other date. 

We have also noted the Fair - the popularity and importance particularly the business. Business people are trained to think critically - how Seychelles was until 1987 and events - impacts of the combined SIROP on their business, bank account and private lives - if the say otherwise then little wonder when just about any/every criminal want to rob then and hack their bank accounts. 

We request /ask all those who care remember all those fallen in Europe and across the world who fought, gave their lives and suffer, pain - that you in Sechelles Seychelles will be free and enjoy the degree of Freedom you have. Those who choose to forget it their proper place is in a Pub and Mr Ralph Volcer, the Hopper Family, Mr Dan Payet family from England - Mr Peter Payet and Mr Ben Choppy know all about it.

Second largest hospital opens - 17.06.2013 

The country’s second largest hospital, after Seychelles Hospital in Victoria, was officially opened at Anse Royale by President James Michel and Health Minister Mitcy Larue on Saturday morning in a ceremony which coincided with the 20th National Day celebrations.

A gift from the Chinese government worth some R40 million it has taken almost four years to complete the hospital after the foundation stone was laid in 2009 by the then Health Minister Marie-Pierre Lloyd and former Chinese ambassador Wang Weiguo.

The guest of honour at the opening ceremony was African Union chairperson Dr Nkosazana Dlamini-Zuma. Also in attendance was former President James Mancham, Vice-President Danny Faure, Chinese ambassador Shi Zhongjun, among other dignitaries health professionals, staff of the Anse Royale hospital and inhabitants of the district.

After speeches by ambassador Shi and Minister Larue, the latter, accompanied by President Michel, unveiled the plaque and cut the ribbons to declare open the hospital which started operating its casualty service that same evening while outpatient clinics will be operational there as from today.
Anse Royale parish priest Father David Alcindor and Anglican reverend Christine Benoit said prayers to bless the new hospital and called for God’s blessings for all patients and care-givers using the facilities.

Following a tour of the new health facilities, President Michel said that the new hospital is a landmark achievement for national healthcare provision, and that he hoped the staff and patients of the new hospital would make good use of it.

"Anse Royale has another landmark to be proud of today, a modern hospital with the tools and facilities to serve the people of Seychelles and give confidence in the health system. It is another important contribution for our social development efforts and will elevate the level of healthcare provision for our people. I would like to express, on behalf of the people of Seychelles, our sincere appreciation and gratitude to the government and people of the People's Republic of China for this sincere gesture of friendship and generosity," said President Michel.


Addressing guests at the ceremony Minister Larue echoed President Michel’s expression of gratitude and appreciation to the Chinese people through ambassador Shi.

She also acknowledged and recognised  all contributions from her ministry’s other partners – the different ministries, contractors, education institutions in the Anse Royale district, the different churches, member of the National Assembly Derreck Samson and other individuals who provided a helping hand.
She also paid tribute to the hard-working professional staff of the health ministry especially those working at Anse Royale.
‘’You ensured that an excellent acute service continued to be provided here during the construction period. Thank you for your effort and dedication,” said Minister Larue.

Paying tribute to many health workers who have worked at the Anse Royale Hospital over the years and have contributed enormously to developing services there, Minister Larue has named the female ward there after Mariola Savy. An inhabitant of Anse Royale, the late Mrs Savy dedicated 50 years of her life in the care-giving profession and was one of the longest serving nurses.
 
With regard to the new hospital itself, Minister Larue said it will enhance healthcare delivery and provide greater comfort and privacy for patients and their families.
“It is the health ministry’s strategy to bring specialist health services closer to the people, so the new hospital will provide some specialist services in line with resources and health need of the region,” said Minister Larue.
The Anse Royale hospital provides services to patients from all the southern region and beyond.

Minister Larue noted that in spite of all the substantial health gains Seychelles has seen in the past 20 years and all the improvement to health facilities and increase in services provided and control in certain diseases, challenges of sustaining these achievements are what need to be addressed.

“There needs to be greater effort to increase dialogue with all sectors including civil society and the private sector to promote and integrate good health aspects in all national policies and strategies,” said Minister Larue.#

She added that health is everybody’s business and everyone needs to take his responsibility to make healthy choices to maintain good health.
Minister Larue also said the Anse Royale Development Foundation has offered to adopt the hospital – an offer she hopes would develop into a fruitful partnership with the health ministry.

Speaking before her, ambassador Shi said he was privileged and proud to witness and be part of the ceremony to open the hospital which he described as one of the most important in the history of Sino-Seychellois relations.

"The hospital is a milestone in the health sector of Seychelles, a milestone in the relations between our two countries and a token of the friendly sentiments of China. The opening of this hospital will be of great benefit to the Seychellois, especially to the people of the southern part of Mahé… I sincerely hope that the new hospital will be used actively and further contribute to the health of the people of Seychelles," said Ambassador Shi.

He added that the new hospital will ease pressure from the Seychelles Hospital in Victoria and will provide better quality service for patients in the southern region.
Mr Shi commended the strong and friendly relations between China and Seychelles in different sectors. The health sector relations have seen different Chinese health professional teams and volunteers work here. Recently China donated five ambulances to the health ministry and provided training opportunities for Seychellois every year and to date 200 Seychellois medical personnel have received training in China, added Mr Shi.

Thelma Reginald, the nurse manager for Anse Royale and the southern region, said people attending outpatients clinics at Anse Royale will as from today be attended to in the new facilities which is expected to be fully operational and start admitting patients in a few weeks after the management and staff would have fully organised themselves.

The hospital has 20 beds for males, 20 for females, 10 for children and four for maternity.
All wards are situated on the first floor while the maternity and other rehabilitation services and reception are on the ground floor.

Official visit of AU chairperson, Dr Nkosazana Dlamini-Zuma - 17.06.2013 
AU chief plants coco de mer seed at biodiversity centre

Hours before leaving Seychelles following her three-day official visit, African Union Commission chairperson, Dr Nkosazana Dlamini-Zuma, planted a coco de mer seed at the VIP Tree Planting Park of the Biodiversity Centre at Barbarons.

The second VIP to plant a sapling at the arboretum, Dr Dlamini-Zuma was accompanied by the ministers for Environment and Energy, Foreign Affairs, and Land Use and Housing – Rolph Payet, Jean-Paul Adam and Christian Lionnet respectively.

Also present were Ambassador Maurice Loustau-Lalanne, environment and energy principal secretary Wills Agricole, National Botanical Garden Foundation chief executive Raymond Brioche and other guests.

After the big seed was put into the hole and Dr Dlamini-Zuma, looking at ease with a spade, had covered it with humus, she was given detailed descriptions of the coco de mer by Messrs Adam, Payet and Loustau-Lalanne.
“I feel very honoured,” she said after planting the coco de mer seed.

“It’s not only an honour but it shows that Seychelles is preparing for the future and making sure that what we have today future generations also see,” she added.

Mr Loustau-Lalanne, former environment official Georges Troian and President James Michel were instrumental in setting up the biodiversity centre at Barbarons.

President Michel himself planted a first coco de mer in the arboretum when he officially opened the park on June 8, 2012.
Mauritian Prime Minister Dr Navinchandra Ramgoolam was the first VIP to plant a sapling at the arboretum on June 17, 2012. The first leaf of the tree has started to come out and the tree will be nurtured and allowed to grow.

The first woman to hold the post of AU chairperson and was elected into office on July 15, 2012 after winning a tightly contested vote at the AU headquarters in the Ethiopian capital Addis Ababa to head the 54-member organisation, Dr Dlamini-Zuma arrived here on Thursday morning and immediately called on President Michel at State House and addressed an extraordinary session of the National Assembly.

On Friday, she attended the opening of the Persévérance primary school and on Saturday the official opening of the Anse Royale hospital.
A renowned anti-apartheid activist, Dr Dlamini-Zuma held the offices of health minister, foreign minister and interior minister of South Africa before being elected AU chairperson. 

She succeeded Jean Ping of Gabon who had served in the AU post since 2008.

President praises ‘strong sense of pride’ at National Show - 17.06.2013 

It must be tiring to be the president of a country. Not only do you have to rush everywhere you go because of your demanding schedule, surrounded by photographers and cameramen, you also have to do it with a smile on your face and be gracious and kind to everyone you meet at all the appropriate moments.

President James Michel effortlessly displayed these characteristics as he personally visited a large number of stalls in the National Show yesterday soon after its official opening at the National Sports Council exhibition hall (see page 3 for separate story on the opening ceremony).

He took the time to greet the stallholders and find out exactly what kinds of products and services were on offer, even stopping to take a few souvenir photographs with passers-by along the way.

Speaking to the media in the baking hot sun after doing his rounds of the stalls, the president said he witnessed a strong sense of pride among the people when he passed at the exhibition.

“What I have seen at the stalls today represents our journey towards the new Seychelles. Government, businesses and all the people of Seychelles in general have come together to continue as always to bring the country a little bit further forward. For me, it’s this that represents the pride I saw today in the National Show,” said President Michel. 

“I think it has been very well organised and I would like to congratulate the organisers in bringing everybody together,” he said.
“Today, we saw that the space has been well-utilised to be representative of all the people of Seychelles, and at the same time, you can sense the enthusiasm and joy that is present in all the people, especially among the participants who are showing us the businesses they represent and how they are taking part in the economy of Seychelles.”

President Michel said he was convinced by the feeling of unity displayed at the show that the New Seychelles was indeed a success and is a country that is able to move forward.

“I think that the economic reform that we have facilitated has raised a platform for businesses to develop and continue to grow, and from this we have seen new people and new Seychellois people come forward and start new initiatives to enter into business as well,” said Mr Michel.
“After all, this is what creates the driving force in the economy for Seychelles,” he said. 

“We need big businesses, which are very important, but at the same time we need the small Seychellois businesses and micro-enterprises to develop and really become the driving force behind the economy.”

President Michel said that the government was aware that more work needed to be done to encourage more Seychellois to start businesses in the country, and added that the government would continue to look at more policies and initiatives to make it easier for people to go into business and benefit accordingly.

Showcasing 20 years of success

With over 200 businesses taking part in the National Show organised as part of activities to celebrate the 20th National Day anniversary of the Third Republic, the event is showcasing the progress the country has made since 1993. 


‘Celebrating 20 years of achievement’ is in fact the theme chosen by the National Day organising committee for the ongoing show at the Roche Caïman sports complex.

The show was officially opened yesterday morning by Vice-President Danny Faure, who is also the chairperson of the National Day organising committee, in the presence of President James Michel, former President James Mancham, Chief Justice Frederick Egonda-Ntende, president of the Court of Appeal Francis Macgregor, other judges, ministers, the Minister of State of the United Arab Emirates Dr. Sultan Al Jaber, the secretary general of the United Nations Conference for Trade and Development Mukhisa Kituyi, members of the National Assembly, government officials, entrepreneurs among other invited guests.

Vice-President Faure described the grand exhibition, which covers an area of 30,000 square metres, as a milestone event which shows our country’s history and at the same time forecasts its future:
“The national show is both a mirror reflecting our past and a window on our future,” he remarked.

Acknowledging the important role of the now vibrant and diversified private sector which makes 70 percent of the country’s labour force and which contributes significantly to the country’s economy, Mr Faure called upon all Seychellois to take the activity, which he feels has this year taken an important dimension with added significance, as an opportunity to reflect on the country’s development.

“Anniversaries are special days dedicated to celebration and also reflection. We should reflect on our development and on the people who are at the centre of this progress,” people whom the Vice-President described as having the qualities and values that make us the small nation we are.

Vice-President Faure concluded his speech with a message for the youth, asking them to take the show as an example of hard work.
“The show should be a source of inspiration and motivation for young people to appreciate the value of hard work,” he said.

Speaking on behalf of business colleagues and fellow entrepreneurs, captain Edmond Hoareau of the 100% percent Seychellois logistics company Hunt Deltel which celebrates 75 years of existence this year, and Denise Bonne, the owner of DB Supplies, were both grateful to government for the opportunities offered to the business sector at a time of economic difficulties, but which paradoxically has been the most exciting years for business growth as a result of liberalisation.

However, they felt that more could be done in order to improve the business environment through improvement in legislature, speeding up in infrastructure development, equal opportunities between foreign direct investments (FDIs) and reduction in rental and bank interest rates.

National Show coordinator Michel Vielle has described it as “an occasion to entertain and educate young and old,” adding that it has brought together businesses and entrepreneurs from all sections of the economy including horticulturalists, farmers, cottage industries, artists, vehicle agents, banks, computer dealers, travel agents, food and beverage sellers, education and health institutions etc.

The show will be open today from 9am to 11pm and tomorrow from 9am to 4pm.

Japanese commander of multi-national force calls on VP Faure

Rear Admiral Hiroshi Ito, Commander of the Japan Maritime Defence Force, who recently began leading the Combined Task Force (CTF) 151 off the Horn of Africa, yesterday called on Vice-President Danny Faure at State House.

Speaking to the press after his meeting with VP Faure, Commander Ito said it was an opportunity to discuss issues related to counter piracy in the region, the Gulf of Aden and off the coast of Somalia.

Noting that the mandate of the EU (European Union) and Nato (North Atlantic Treaty Organisation) forces in the region are expected to end in December 2016, he discussed the issue as well with VP Faure.

“I had a very fruitful discussion with Vice-President Faure and we discussed the way forward for our operation for the coming years since the EU and Nato forces’ mandate are expected to end in December 2016 .We exchange our views and concern on what will happen beyond 2016,” Commander Ito said.

As it is the first time that Japan takes command of a multi-national force in the post-war period, Commander Ito said it is an important moment for Japan and a great opportunity for him.

He added that he has under his command, apart from fellow Japanese servicemen, officers of different nationalities and he is happy as he is receiving their full support so that he can discharge his responsibilities very well.

While CTF 151 has counter piracy as its mission, Commander Ito said he is focusing his attention on maintaining the number of ships and aircraft in the force to patrol the area in the Gulf of Aden and off the coast of Somalia.

But the commander noted that the CTF 151 also collaborates with the shipping sector, helping and keeping a watchful eye on merchant vessels which cross the region.

In addition to its new responsibility to command the CTF 151, Japan has a counter-piracy base in Djibouti, used by two aircraft (P3-C Orion) and two destroyer vessels under the Japan Maritime Defence Force.

Seychelles and Japan also concluded a transfer of suspected pirates agreement in December 2014.

Seychelles embassy in Addis Ababa celebrates National Day with local diplomatic community

The embassy of the Republic of Seychelles in Addis Ababa, Ethiopia has celebrated the Seychelles National Day for the first time since the establishment of the embassy in August 2012.
The celebration was in the form of a cocktail reception held at the Radisson Blu in the Ethiopian capital.

Guests at the event comprised fellow diplomatic missions and representatives from the African Union and the government of the Federal Democratic Republic of Ethiopia among others.

Toasting to the future of Seychelles’ engagement with Africa and the African Union (AU), the Seychelles permanent representative to the AU and resident ambassador to Ethiopia, Joseph Nourrice, spoke of the foreign policy ambitions of the government of Seychelles.

“Our priorities for the future is to be part of the transformative wave of change that is blowing over Africa and transforming our continent into a vibrant, diverse and prosperous entity where our young people can benefit from meaningful livelihoods and our women can take their rightful place at the forefront of this change,” he said.

Ambassador Nourrice spoke of Seychelles’ commitment to people centred development.
“Today is also a historic day, in that this is our first National Day celebration since the establishment of the embassy in Addis Ababa two and a half years ago. Seychelles was in fact the last of the 54 member states to establish a resident mission here. Yes, we were late but now that we are here, we mean business.

“We will continue to work to bring meaningful contributions towards the African Agenda.

“As Africa’s smallest state, Seychelles under the leadership of President James Michel who successfully championed the Seychelles economic reforms of the recent past, has set itself lofty goals.
“We espouse a strong belief in people centred development as being central to our vision and one to make Africa proud, by being part of its transformation.”

The ambassador also spoke of the strong ties between Seychelles and Ethiopia as a friendship that is continually growing with new and varied engagements planned for the future.
Before concluding his remarks the Seychelles ambassador also drew attention to the strengths of island states and their inherent vulnerabilities.

“It is no coincidence that we, as an island state, were the last to set up our mission here in Addis, and that the two other member states that are hoping to return here very soon are our sister islands, Cabo Verde and Sao Tome & Principe.

“Our Pan African organisation will not be complete without them in our midst.”

With regard to Seychelles’ bid for a seat on the United Nations Security Council, Ambassador Nourrice made the point that Seychelles is still in consultations at the level of the East Africa Group in Addis and that a decision would be forthcoming in the months to come.
