Boullé Declares Presidential Candidacy
Lawyer Phillipe Boullé has declared that he will be a candidate in the next Presidential election.
In a statement to the press this week, Mr. Boullé said he was proposing a Government of National Unity and he made public a manifesto under the slogan ‘The Time Has Come’. His emblem is a rainbow motif with the inscription Justice, Fraternity, Peace.
Mr. Boullé has defined the current political situation as a time for Change and Renaissance. His manifesto says that the country has come though the trauma of the coup d’etat and the harsh consequences of deaths, imprisonment and exile and is now experiencing the misery and despair of economic collapse and the disintegration of our institutions. It is very urgent for all Seychellois to come together to form a government to rebuild our nation, he says.
The Manifesto has listed rebuilding the police force, the education system and the health service as priority goals as well as promoting the independence of the public service. Other goals are listed for the economy, the judicial system, the state media, the environment and programs for children, youth and the elderly.
Mr. Boullé, who was a Presidential candidate in the 1993, 2001 and 1998 elections, obtained 3.79% of the vote first and then just around 1% on his second and third attempts. He has announced a campaign organization which will include a Secretary, a Treasurer, Public Relations Executive and Campaign Co-ordinator.
Members of the public who are interested to know more about his proposal are invited to collect a copy of the manifesto at his office in Victoria House.

Registrar Submits Report On Political Parties
The Registrar of Political Parties, Hendricks Gappy, has submitted his report for 2009. It is only a brief twopage affair concerned only with the funds received by the political parties from the state, the submission of accounts and the change of name of two parties.
The report states that the Seychelles National Party and the Parti Lepep have submitted accounts as required under the Political Parties (Regulation and Registration) Act.
The New Democratic Party had not submitted any accounts for the year and had not shown cause why it should not be sanctioned under Section 24 (6) and Section 25 of the Act. A fourth party on the books, the New Democratic Alliance, was in the process of liquidation.
The two parties which changed their names in the course of the year were the Seychelles People’s Progressive Front which became Parti Lepep while the Democratic Party became the New Democratic Party.
The Registrar distributed R500,000 in allocation from the state to political parties. The Parti Lepep received R281,000 and the Seychelles National Party got R219,000.
