Minister Alain St Ange has written to President Danny Faure expressing his intention to apply for the post of Secretary General of the World Tourism Organisation. In this context, Mr St Ange has submitted his resignation as Minister of Tourism Civil Aviation, Ports & Marine.

In accepting the resignation, President Faure thanked Minister St Ange for the enormous contribution he had made to the promotion and development of tourism and culture in Seychelles, and for his support and advice on many matters discussed in Cabinet.

President Faure has also written to the Speaker of the National Assembly, seeking the Assembly's approval for the appointment of Ambassador Maurice Loustau-Lalanne as Minister.

The jolly smiling minister of Seychelles Tourism from La Digue has resigned abruptly as Minister of Tourism. Mr. Alain St. Ange has tendered his resignation to President Danny Faure, before the New Year, just after he announced breaking the arrival records and increasing tourism by near 20% this year. So it is now public knowledge that Alain St Ange has resigned as Minister for Tourism, Civil Aviation, Ports and Marine and that President Danny Faure has submitted the name of Mr Maurice Loustau-Lalanne to the National Assembly for his appointment as the new Minister for Tourism. This is a position for which Mr Loustau-Lalanne is highly qualified bringing with him a range of experience in most aspects of the international travel trade, most suitably during his tenure as the country’s principal secretary for the Ministry of Tourism and Transport from 1988-1998. In addition he has had prior postings as the director general of Civil Aviation (1981-1986) and the executive chairman of Air Seychelles (1985-1988).

Trade partners bid farewell to former tourism minister

The African tourism fraternity was happy when one of its own declared interest to run for the highly sought-after post of Secretary-General of the United Nations World Tourism Organisation (UNWTO), which is going to be vacant at the end of 2017 when Taleb Rifai, the outgoing Secretary-General will hand over to a successor.
With years of experience, global networking and execution of impactful tourism projects in his country, Walter Mzembi, Tourism Minister of Zimbabwe and the current Chairperson of the UNWTO Regional Commission for Africa, was endorsed as the sole candidate for Africa. With that feat, Mzembi started networking within and outside the continent in preparation for election slated for May 2017 where he will slug it out with other candidates from Georgia, Mexico, and Brazil (Marcio Favilla, current UNWTO executive director for operational programmes and institutional relations, already endorsed by his home country Brazil).
To ensure that Africa clinches the position for the first time since the creation of the United Nations agency responsible for the promotion of responsible, sustainable and universally accessible tourism in 1975, the African Union threw its weight behind Zimbabwean Mzembi, and even Southern African Development Community (SADC) member states – including Seychelles – unanimously endorsed Mzembi’s (Zimbabwe) candidature in March 2016. African Heads of State and Government, meeting in Kigali, Rwanda, in July 2016, added their own unanimous endorsement of Mzembi, who thus became Africa’s candidate for UNWTO.
In its confirmatory letter of endorsement, addressed to the Secretary General of the UNWTO, the African Union Commission stated that: “It is the firm conviction of African Heads of State and Government – as evidenced by their unanimous endorsement of Dr. Mzembi’s candidature – that he has the qualifications, skills and competence; the vision; and, equally as important, the drive and passion to successfully build on the remarkable legacy bequeathed to global tourism by His Excellency Dr. Rifai, and to lead the organization and global tourism to new heights of relevance, recognition, and results – tourism being an effective vehicle for sustainable development, the building of deeper understanding between peoples and cultures, and for the reinforcement of the quest for greater global harmony and peace.”
But while Africans were rallying round Mzembi with the hope of giving him a block vote, a bad news broke on December 28, 2016 when Alain St. Ange, the then Minister of Tourism for the Republic of Seychelles, resigned his position to contest (for the second time) the same position the continent has already had a sole candidate for.
The question most Africans who are passionate about tourism development across the continent asked was: Why now? But while that question may be rhetorical, the one that needs urgent answer is: Why divide Africa’s vote and chances at the UNTWO?
In his opinion, Ikechi Uko, CEO, Akwaaba African Travel Market/team leader, The Team Africa, Seychelles is already occupying the position of Head of Africa at UNWTO, a position vacated by Senegal, hence pushing for Secretary-General of UNWTO will be taking undue advantage of the continent. But going by the UNWTO politics, it seems the some caucus want Georgia to win and the only way is to use an African to divide African vote, and probably offering Seychelles the position of Deputy Secretary-General for splitting Africa’s votes in favour of the desired winner.
Having entered the race and left little or no impression at the first time, Mathieu Keroki, a Congolese tourism expert, said that the Seychellois St.Ange should have respected Africa’s choice instead of voicing his interest once again, and probably aiming to divide Africa’s vote.
“I think he is not fit for the job. He should respect the choice of Africa and support Mzembi’s candidature,” Keroki said. The major concern for Bongani Kumalo, a South African resort owner, is the fact that the position takes long to revolve, and now the wheel is favouring African, the continent should move against any opposition within or else, other continents will keep splitting Africa’s votes in their selfish favour.
“Before the flag off of their campaign in Madrid, Spain later this month, Africa should intervene on St.Ange to step down, so that we can speak with one voice and block vote is important too,” Kumalo warned.
The race is getting hotter as Brazillian Marcio Favilla and African Walter Mzembi set to clash at their launch during FITUR in Madrid on January 19, 2017 to get supporters for ahead of the UNWTO Executive Council meeting scheduled to be held in Madrid in mid-May, 2017. As well, St.Ange will be presenting his manifesto as well to the global body in campaign for UNTWO’s top position. For those who doubt Walter Mzembi’s endorsement and capabilities:
Mzembi has served as Zimbabwe’s Minister of Tourism and the Hospitality Industry since 2009. Prior to that, he held various positions in both the public and private sectors in Zimbabwe and internationally, including heading the Zimbabwe delegation to the ACP-EU Joint Parliamentary Assembly for three consecutive years.
He has represented his country on the UNWTO Executive Council and is currently serving his second consecutive term as Chairperson of the UNWTO’s Regional Commission for Africa. Mzembi has a long-standing, deep, and abiding passion for tourism in all its many facets, as well as a well-defined and clearly articulated vision for the future development of the global tourism industry under the umbrella of the UNWTO.

Why did you decide to run to be the next WTO Secretary General?

Tourism has been my life. It has been my only career since returning to Seychelles from my hotel and tourism studies. I have decided to run for the position of Secretary of the UNWTO because I believe the organisation needs the new SG to have qualities to continue in the footsteps of Mr Taleb Rifai. He will be remembered as having been the giant in his work that brought countries together and for being the catalyst for unity with other tourism and travel related organisations. I believe that I have the needed qualities to continue the work undertaken by Mr Taleb Rifai, and I am sure I could follow in the footsteps with success.

Seven candidates in the running



With the closing of nomination just after the ITB Tourism Trade Fair in Berlin, it has been confirmed that seven candidates are now in the running for the position of secretary general of the UNWTO (United Nations World Tourism Organisation).

The final list of candidates comprises Vahan Martirosyan (Armenia), Márcio Favilla (Brazil), Jaime Alberto Cabal Sanclemente (Colombia), Zurab Pololikashvili (Georgia), Young-shim Dho (Republic of Korea), Alain St Ange (Seychelles) and Walter Mzembi (Zimbabwe).

According to the secretariat of the UNWTO, the submissions of the seven mentioned candidates were received before the March 11, 2017 deadline, were complete and duly accompanied by the required documents (letter of the candidate, curriculum vitae, statement of policy and management intent and a certificate of good health signed by a recognised medical facility), along with the letter of support from the government of the country endorsing the candidate.

The secretariat received seven other applications which were not accompanied by the required documents. Consequently, the applications will not be submitted to the 105th session of the executive council.

We have addressed/comparing Minister Alain St Ange bid for the WTO post as the effort of Seychelles to get a seat on the Security Council - what the reals issues, and the fake issues and what the government told the public and Seychelles media and those from the UN, USA, EU, Russia, china, India, the Gulf Region AU what the other agenda was all about that SIROP program,.

We would like to have the attention of all the Ministers of Tourism, the Director of Tourism and the Small Hotel Association of Seychelles, beside Mauritius and South Africa - when that SIROP program was announced in 1987. Minister St Ange can go back to the African Union and tell them bluntly this is our view and position, they have worked with is the past 30 years, if they do not like it we will look for other possibility do not after come and publicize that they invented this and that economic unique concept in Tourism. It does not hold water and those who work the World Tourism Industry will just smile. Beside it requires special/unique mechanism dynamic and management capacities and this we have in that SIROP program - Including Space Tourism and sophisticated advance/future Transportation methodology. Had Minister Alain St Ange been wise he would have spared his person a great deal of grief and stress and humiliation - He was misguided and misinformed. We know and have been very aware of the politic of Seychelles government for Tourism because we have helped managed this for the past near 40 years.

A word of advice to President Danny Faure - he ought to remember very well the first six month of President JA Michel his promise to be a facilitator of what, that SIROP program and later he discovered and those helped him invent the Blue economy.

Mr le Secrétaire Général, Sa Majesté, Mesdames et Messieurs les Ministres, Cher amis,

Il y a cinq mois de cela j'étais encore assis à vos côtes comme Ministre du tourisme des Seychelles, comme un collègue et surtout comme un ami.

Pendant les cinq derniers mois, et plus précisément depuis le lancement à Madrid, de ma candidature pour le poste de secrétaire général a l'OMT, vous m'avez entendu, discuté avec moi, lu les articles et documents sur cette compétition pour ce poste.

Mais l'homme propose et Dieu dispose.
Aujourd'hui par une simple lettre de la Présidence Seychelloise, ma candidature n'existe plus.

It with mixed emotions that I stand before you all today.

I am filled with pride first and foremost at how far our small Island Nation, the Seychelles, has come in the race for the prestigious role of Secretary General of the UNWTO, the highest office of tourism in the world.

However, I am also filled with disappointment and regret that I cannot see this race to completion and cross that finishing line with my fellow candidates and esteemed colleagues.

I have dedicated my career to the field of Tourism. I have served proudly in my country as CEO for Tourism, following which I was appointed as Minister for Tourism and Culture. Later on I was entrusted with more responsibility; my portfolio was expanded to Minister for Tourism, Civil Aviation, Ports and Marine. In addition to this, I was a founding member of the Indian Ocean Vanilla Islands, and elected as the first President thereof. I worked diligently and tirelessly for my country throughout this period.

I have served as an Executive Committee Member for the UNWTO for the past two years, working hard alongside most of you for the betterment of world tourism, a privilege which I alone enjoyed amongst my fellow candidates.

I have always been passionate about the field and I remain excited to work with all of you in the future in some shape or form to further our ideals.

I resigned from my Ministerial role when I was inundated with support from various countries to pursue the role for SG following Mr. Taleb Rifai announcing that the end of term was coming. I entered the race for the post with the firm, heartfelt belief that Seychelles, as a small Island State within Africa, has a voice, that we matter, and that we have the capacity to be a leader in tourism in the global arena. In addition, I had, and still have, the conviction that we would have brought something entirely different to the table, an element of diversity, which only a small country with a melting pot of cultures like ours could.

I put my heart and soul into my campaign over the past five months, incurring great costs at my own expense, and meeting great people along the way.

I arrived in Madrid a few days ago with my ever supportive family and friends, only to learn soon after landing that my tireless campaign had been turned abruptly on its head. I was informed informally via telephone by the Vice President of Seychelles that my Island Nation had revoked my candidature. A few moments later the news spread like wildfire on social media.

Following the threat of sanction communicated by the African Union to Seychelles, the Seychelles had little choice but to bow to the demand and hastily revoke its candidature. It could be perceived as a display of bad faith by the Seychelles to revoke its candidature a mere two days before the UNWTO elections, after months of campaigning, but it must be remembered that Seychelles is a small Island Nation which is highly dependant on support from its neighbouring countries. Together we triumph, alone we fall.

Needless to say I am saddened that I will not have the opportunity to see the promise that I made to many of you to fulfilment. I will forever be grateful to those of you who pledged support for me in today's elections, and to those of you who will continue to work with me for the benefit of global tourism.

My interests have always been and will continue to be for the furtherance of Seychelles and to forge important ties between the world tourism community.

I regret that I will not be able to honour my promise to the Seychellois people to take our Nation further than it has ever been before. I hope that the Seychelles people will be able to forgive me for not being able to now see this through.

It is important to note at this juncture, and to bring to the attention of the Executive Council of the UNWTO the reason for my address this morning.

Despite President Faure of the Seychelles withdrawing my candidature by way of a letter three days ago, there are procedural irregularities in his withdrawal letter which cannot be overlooked. The power to withdraw my candidature rests with me alone. He can, however, withdraw the Letter of Endorsement that he wrote which accompanied my candidature. Had he withdrawn the endorsement he graciously gave me, it would cause my candidature to fall.

A win for me would have been a win for Seychelles, and a win for Africa. However, to contest his letter is to leave my country vulnerable to threat of sanction.

Though I would have served the UNWTO well and to the best of my abilities, and that I would have made my small country proud, and Africa proud, I can assure you that I will continue to dedicate my life to world tourism. With that said, although technically I am still a viable member for the position of SG, I am bound to comply with the firm directive of the African Union and the wishes of my country's President, and regretfully bow out at this very late stage of the race with my head held high.

There are now five remaining candidates for the post of SG. I have met and interacted with all of them along the way. There are a few excellent prospects for the role, and it is my humble view that, if they are elected, they are capable of serving you diligently and lead you competently into the new era. With that said, I pledge my support to the future SG. I will strive to unify the tourism leaders so that we can continue to prosper the tourism industry.

With these few words, I wish to end with a quote from one of the great leaders of Africa, and of the world: Nelson Mandela.

He said: "A good head and a good heart are always a formidable combination."

African Union threats squeeze Seychelles out
Seychelles does a swift about-turn after the African Union threatens sanctions if the country doesn't toe the line and withdraw its candidate for the post of secretary general of the United Nations World Tourism Organisation, Alain St. Ange. According to international media, St. Ange is "livid" about this recent development and is calling for the United Nations to now "bar Zimbabwe from the election" because the African Union "blackmailed" Seychelles and "threatened it with sanctions."

In a press conference yesterday morning, Vice President Vincent Meriton spoke about Alain St. Ange's forced withdrawal from the race to become the next secretary general for the United Nations' World Tourism Organisation (UNWTO).
"We were carried away by the desire that a Seychellois could win, and he had a great chance at winning. It would have made Seychelles and Africa proud. We weren't seeing our support for a Seychellois as something that would divide Africa," said the VP at one point during the interview with the press.
In hindsight, he admitted, they should have sought more advice on the matter...
It would seem that Seychelles was asked to remove its candidate in the race for the position of secretary general last month on the sidelines of a ministers' meeting, but "at that time there were no talks of sanctions," explained the VP.
However, things changed this week when a 'note verbale', dated 8 May but received by the President on Tuesday 9 May, "demanded that the government removed its candidate in the race for the position of Secretary General of the World Tourism Organisation," said the VP. In this 'note verbale', continues the VP, "the African Union noted that there are mechanisms already set in place, which make provision for when certain countries do not follow procedures when it comes to the submission of candidates and they mentioned sanctions."
The sanctions that the AU has threatened Seychelles with are in
areas of politics, economy, communications agreements and
transportation agreements "and other sanctions that the AU can
take at the end of its summit, in instances that a country breaks an agreement." Politically, "Seychelles would be unable to submit a candidature in any of these international bodies or even deputise or second another Seychellois for five years. On the economic side, there is the commerce that Seychelles has on bilateral agreements with different countries. We have to remember that today we have Kenya Airways and Ethiopian Airlines which flies here. Remember that we also have Air Seychelles which flies regionally - South Africa, Mauritius, Madagascar and these could have been included as part of the economic sanctions, and other sanctions which form part of AU's
sanctions," continued the VP.
The VP also mentioned that faced with the strong-arming of this big continental body, " the President decided to call an Extra-
Ordinary Cabinet meeting where we discussed these issues. Faced with such a situation, the government made the decision with a heavy heart. We felt that Mr. St. Ange had a great chance of winning and it was with a heavy heart that we decided to remove his candidacy and the necessary was done to inform the office of the Secretary General of the World Tourism Organisation, and the office of the chairperson of the African
Union, our embassies in African countries, as well as the AU office in Switzerland on the decision that Seychelles has taken."
Pertinent questions remain:
There were certain questions that still remain unanswered and
presently these evade us.
TODAY asked the VP why he thought that the AU would wait just days before the election to make such a demand on Seychelles. He answered that "I cannot answer that question but that is true. I have been asked this question, but it is within it's (AU's) capacity to do so. It could have done it a month ago," he said.
Pundits were saying that St. Ange had a high chance at winning
and TODAY asked whether there was a correlation between the fact that he stood a chance of winning and the AU request merely days before the election. The VP responded that "there is the possibility, but from this point forward, we want to ensure that this issue does not arise again at a time when Seychelles is attempting to build and reinforce its links with Africa, in commerce, economy, aviation. We cannot overlook this menace," he said.
Asking him whether Seychelles has already been affected by the
AU during the time that St. Ange was campaigning, he said "officially and formally, we have not felt it," he replied.
Another interesting point that TODAY wished for the VP to address was the fact that there have been rumours circulating online and in the Zimbabwe press, accusing St. Ange of having been sent to cause upheaval within the African ranks and that he had been paid to do so. The VP replied "I am unaware of any manoeuvre to destabilise the African Union. No one has any interest to destabilise Africa, especially Europe needs partners with natural resources in abundance... All major economic powers are moving towards Africa - China, Europe and India. I don't have any information but I do not think any reasonable person would think of doing something like that."
It must be noted that Mr. St. Ange had indicated his interest in the position of secretary general ahead of the vote for Zimbabwe
to be the nominee for Africa, "but nothing was formalised from that. I accept that there is a faux-pas which has occurred," commented the VP.

St. Ange: African Union has blackmailed government
It was apparently a "livid" St. Ange who responded to www.touristwatch.com's questions in Madrid, after learning that the Seychelles government had recalled his nomination on Tuesday, which, Mr. St. Ange said, "was moments after the AU threatened to impose sanctions on Seychelles."

It is unclear what those sanctions were or what warranted them but St. Ange believes it was the AU’s intention to force Seychelles out of the race in favour of Zimbabwean candidate Hon. Dr. Walter Mzembi.
“Africa is today losing because of the decisions taken by the African union with a list of measures that will be imposed on Seychelles, which people are saying can be considered as blackmail, knowing full well that Zimbabwe cannot take it.”
He explains, “the sanctions on Zimbabwe by the European community ensures that the world will not accept a man of Mugabe to lead the world of tourism where the same people that have put Mugabe under sanction will be unable to work with him.”
St. Ange is also calling for the UN to disqualify Zimbabwe in fairness. “We (UN) cannot accept a block of countries to exert pressure to remove a genuine candidate. This is blackmail, and blackmail cannot be tolerated. UN should sanction Africa as a whole.”
Alain Raoul Basil Marie St. Ange, who was among the leading
candidates after Georgian candidate H.E. Zurab Pololikashvili, said he is disappointed Africa has lost its only chance at leading the world body. “I believe it is a sad day for Africa because Africa had the chance for the first time ever to lead a world body, now they are loosing the chance because of silly, domineering, dictatorial politics.”
Whoever wins the election will serve a four year term renewable by the recommendation of the executive council at the 22nd UNWTO General Assembly in China in September.
