Faced with fierce opposition by the Seychellois electorate, Wavel Ramkalawan, the Leader of the Opposition, this week found himself backtracking on the Assumption murky deal. After bragging in India last month that he was privy to the Agreement signed between the government of Seychelles and India and that he would do everything in his power to ensure that the Agreement is ratified by February, 2018, Ramkalawan in his latest press conference with the Seychelles media is now claiming that he is not aware of the details of the Agreement and that its ratification should not be done in earnest.

Distinguished scientists fought the battle to save Aldabra from the US Army and won, we fought for the return of these islands to the Seychelles and won. ‘When elephants fight the grass gets trampled’

The construction of a military, aviation, maritime and communication facility by India for Seychelles is based upon the naive assumption that the Seychellois people can be easily duped and fooled by double talk. For the cold reality is that by having such a facility inevitably means being aligned, thereby making our territory and people a target and our rich and diverse eco-system a potential victim, particularly in these times of tense international rivalry.
The Indian High Commissioner’s announcement last Friday neither represents the interests of our people or the environment, but represents solely the current agenda of India’s Prime Minister Narendra Modi, responsible for executing a political programme which has:
(I) Stoked continuing anti-Muslim violence in India
(II) Targeted western Christian groups.
(III) Remained unclear on its‘No-first use nuclear policy’ (NFU).
(IV) Seized the accounts of Greenpeace and removed their licence.
(V) Increased tensions between China and Pakistan.
(VI) Been considered by scholars to have been complicit in the Gujarat violence as a form of ethnic cleansing.
Modi has had his finger on India’s thermo-nuclear war button since 2014 and signed more recently contracts with the French for building High-pressurised Nuclear Power stations. Europe to date has not resolved the problem of its nuclear waste; instead the Italian Mafia have been paid to dump it in southern Italy or to scupper ship loads in the Mediterranean. Where will India be dumping its waste one wonders. Greenpeace had nobly proposed a responsible and sustainable development programme which would have addressed India’s agriculture production and energy needs in an intelligent and enlightened manner. In response the accounts of Greenpeace were seized and funds frozen due to its opposition to G.M. crops, coal fired and nuclear facilities which included weapons. Finally, the Delhi High Court found that the freeze on funds to be ‘Arbitrarily Illegal’.
Seychelles after Independence wisely commenced a ‘non-alignment’ policy under Albert René of: “Remaining non-aligned and exploring friendly ties with other countries” followed by James Mancham’s: “We need to remain non-aligned, friendly to all – enemy to none”. An aspect which is inherently ingrained in our spirit of being Seychellois, but it would appear that since the Multi-Party State we have seriously lost sight of our direction and focus as a Nation, focusing instead on imitating other countries, importing without discernment their mistakes and lack of moral values. There are welcome exceptions of course, but they are just that, the exceptions and not the rule.
Soon after independence this Nation took back its cultural values so that we could: ‘Create what it is to feel free and proud of our past’. Sadly today, all our libraries are closed and the Ministry of Culture often gets described as the ‘Phantom Ministry’. In this context we may ask poignantly: “How many people who visit these beautiful islands go away having experienced a trip in a pirogue or taken a ride in a traditional camion, let alone seen the ‘Annual Mahé to Praslin pirogue race’?”
So, not only are our leaders back-sliding on the ‘Non-alignment’ issue and the original ‘Culture policy’ but the ‘Seychelles Islands Foundation’ has now managed a volte-face on its own mandate of: “SIF’s mandate is to protect and conserve Aldabra and the Vallée de Mai.” Let’s be clear, in the event of war all those ‘gentlemen agreements on engagement and facility contracts’ get thrown out of the operation’s room window, where Assomption and Victoria would appear in every military strategic map worldwide. In such a scenario, not only Aldabra, but potentially all of Seychelles will be fully exposed and targeted, solely due to an irresponsible agreement to accept Indian military presence on Assomption. As one gentleman at Saturday’s protest at the Clock Tower pertinently said: “When elephants fight the grass gets trampled.”
India, China, America and Russia are currently involved in playing a dangerous game of maximising their territories and increasing their sphere of influence in other states and territorial waters in a finite world. Seychelles is considered a push over and it will be if we are not vigilant and realise that the Trojan horse had arrived as police vehicles. Vehicles which have taken our force off the ground where crime abounds and those drug addicts unfortunately are two or three steps ahead of the authority. When executing a break-in and theft, they are very enterprising, leaving no trace for forensic evidence and knowing too the timing of the patrols and often utilise a lookout.
It is humbly requested that the Indian High Commissioner, Dr Ausaf Sayeed, reflects on this military issue and has the courage to give genuine support to the wishes of the Seychellois. Meanwhile it is tentatively suggested that Dr Sayeed may also wish to consider a more pressing issue at home before things get out of hand: That is the palpable tension that is building up, particularly over Indian Nationals taking work from Seychellois together with the discontent created by contractors who bring in lorries and their own drivers. This clearly is an insult to our hard working drivers who provide an excellent level of service at a reasonable cost. Another poignant example of appreciation of differences against our people was when there was a shortage of cement, but not for Indian workers who were able to obtain thousands of bags, could we get six? No, and for three weeks nothing. This practice of discrimination against our indigenous people has to stop. There exists the ‘actively lazy’ yes, but today you find that unfortunately among many races regardless of colour.
This is the time to move away from fear, ignorance and the false idea of military security, erroneously held values which only go to play their part in creating an unsafe world and those voids in people’s lives that so often get filled with alcohol, drugs or anarchy.
Instead, today there is the urgent need from State House, embassies, schools and homes to implement a framework which develops a well balanced material and spiritual life, a lifelong journey for every individual which produces mental discipline, love and compassion, a consciousness too that we are all interconnected souls and the natural environment is sacred. It works incredibly well in Bhutan and the Community of Damanhur near Turin and would be a model well worth adopting here for our beloved Seychelles, where we could proudly go forward hand in hand for peace without weapons of destruction - as a noble example to the world. Ghandi would have honourably walked that talk.

DFA refutes Assomption claims

Politicians playing dangerous games

There are eight sovereign states that have successfully detonated nuclear weapons. Five are considered to be nuclear-weapon States (NWS) under the terms of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). In order of acquisition of nuclear weapons these are: the United States, Russia (the successor state to the Soviet Union), the United Kingdom, France, and China. Since the NPT entered into force in 1970, three states that were not parties to the Treaty have conducted nuclear tests, namely India, Pakistan, and North Korea. North Korea had been a party to the NPT but withdrew in 2003 but we believe they are developing nuclear ballistic missiles. Israel is also generally understood to have nuclear weapons, but they keep it a state secret. Israel is estimated to possess between up to 400 nuclear warheads. China became a nuclear nation on October 16, 1964 and India May 18, 1974.
Politicians are playing dangerous games with our survival and we at Seychelles Civil Society (SCS) say the time has arrived for us to stop them and take stock of what they are doing. These beautiful islands called the Seychelles could soon be a pile of nuclear fallout dust that will fill our atmosphere for generations to come thus devastating our islands if we the Creole First Nation of Seychelles allow other nations to meddle with our environment that we have worked so hard to preserve and not only us but tourists love to come to the Seychelles where they can breathe fresh air and go down the white sandy beach for a day and enjoy our beautiful islands. You cannot say the same for Mumbai or Beijing.
The politicians of Seychelles and India are playing with fire because once we allow a nuclear nation to use our territory, we automatically become a nuclear target. There are 7 Fundamental Rights that no one is allowed to violate and one of them is The Right against Exploitation. No nation no government and no individual is allowed to violate this fundamental right. If the Michel government signed any mala fide documents that violated one of our Fundamental Rights then it is incumbent upon President Faure to rescind this agreement especially if this agreement in any shape or form compromises our sovereign territory. Our Constitution permits our government to sign “Treaties” and “Treaties” are normally trading agreements between two nations which benefit both parties. A military base on Assumption Island under the current agreement promulgated and disseminated by our Attorney General recently is more than a “Treaty” because it surrenders our sovereign territory to the Indian Government and this is not acceptable. This is an erant autem pactum (one sided agreement) which benefits India more.

The dangerous games politicians are playing
Let us take a realistic citizen’s view of the dangerous games politicians are playing. The poverty rate in India is 23% of a population of 1.2 billion people which amounts to 276 million people in India live below the poverty line in shanty towns. China has a poverty rate of 6.5% of a population of 1.3 billion people which amounts to 8.5 million people living below the poverty line. Who in his/her right mind can believe that China will invade India and find ways to feed another 1.2 billion people? What would China gain by invading India? What has India got that China would like to lay its hands on? The truth is India is a nation that can barely feed its own people and it is offering Seychelles US $500 million to build a military base 4,892 Km, that’s 3,039.7 miles from India to Assumption Island which is also on someone else’s territory. It makes no sense whatsoever and tell me who else wants to invade India? Does Russia want to invade India when Russia has its own survival problems at home? Does Britain want India back? I doubt it. Of course the military people can see some value in this project because it keeps them employed just like we paid the Irish leprechauns millions of dollars to provide us with Intelligence about Seychelles being invaded and this was used during one of our Carnivals to scare the hell out of us and the invited guests. What sense does all this make when some people can barely put food on the table in both Seychelles and India. Seychelles has a poverty rate of 40% out of population of 93,000 which means 372,000 Seychellois live below the poverty line and sometimes the mother goes to bed without super and saves it for the kids to take to school the next day. Can you believe this is taking place in our country? Yet we are told we are a high income country, what a load of rubbish these politicians want us to believe? Notwithstanding, we elect these crazy politicians and they use the people’s money to scare the living daylight out of us and put some in their pocket to boot.
I watched the Indian High Commissioner getting angry with the people of Seychelles on TV and I asked myself who is this guy? Does he not know that not a week goes by that we do not roll out the red carpet at State House to receive one Ambassador or another from various countries and that they all tell us in their SBC interviews how Seychelles will benefit as partners with their respective country but very little happens with the majority of them although we do have a handful of friendly countries working very well with us. Ambassadors come and Ambassadors go but our sovereignty is our legacy to our next generation and it is not negotiable for a few millions of dollars, Mr Ambassador. Then there is a little donation here and there and sometimes we get our kids to sing “thank you” for the donations? Come on time has moved on and we should no longer be required to put our children in such predicaments. People say Seychellois are proud people well let us stop condescending ourselves in front of foreigners who come here for their personal gains or their country’s benefits. We have the people and we have the brains to make our own way in the world if only Seychellois could learn to work together as a team and stop denigrating each other. This is our weakness and when we are weak foreigners take advantage of us, of course.
The air we breathe in Seychelles is purer than in most countries apart from the repugnant smells at Providence which lingers on and on and our government do not appear to be able to stop that repulsive smell. According to a CNN report there are over 1 million deaths in India which can be attributed to poor air quality and according to the World Bank and SEPA in the region of 760,000 people die prematurely due to poor air quality in China each year. Would it not be better for the politicians of India and China to spend money on saving citizens’ lives rather than build military bases far away from home for what purpose? Would that not make more sense? Most politicians forget the world has changed and their mind-set must change or they move out and make way for new ideas, new partnership and above all new thinking and a new way of treating each other with respect. Most of the world’s neo dictators have either been removed or they have been forced to step down, the latest being Jacob Zuma in South Africa, and Mugabe before him in Zimbabwe, who did not want to go and we know why?
No nation on Earth wants to invade India or China and just because both these nations are developing fast, all of a sudden their politicians think they are valuable and they must spend millions on defence which is a bit like Seychelles keeping a huge army to defend what? Our devaluing Rupee? Vallee de Mai? Come on guys let’s cut out the b***** and get real. Every nation in the world is struggling to feed its own people. America, through President Obama, sent millions of dollars in aid to Africa, for the people of Africa but most of the money found its way into politicians’ Swiss Bank accounts and the people of Africa never saw one dollar and they are still dying of hunger. Now Trump is cutting out aid to Africa and everyone is saying this is going to hurt the people of Africa.  Wrong, it is going to hurt the greedy politicians of Africa not the people because the people never received any money.

Violation of our Fundamental Rights
There are 7 Fundamental Rights which no citizen, no politician or animal or plant can change and these are enshrined in the 1948 Universal Declaration of Human Rights which brought human rights into the realm of international law.  One of these Fundamental Rights is the Right against Exploitation which most politicians forget from time to time in their attempt to get re-elected or stay in power. In addition all the islands of Seychelles belong to the Seychellois people, which gives us the First Nation Rights and although our past Presidents have given one or two islands away during moments of passion or have sold a couple here and there to get some forex in the bank during the ‘Napa’ years now the time has come for the people of Seychelles to reclaim these islands because our past Presidents committed what is termed a “faute” in law and their mala fide acts must be reversed and no more surrendering our sovereignty to foreigners. One good example is on August 3, 2012 D’Arros Island was resold by Liliane Bettencourt, 89 and France’s richest woman, the heir to the L’Oréal fortune for EU 49 million to a Saudi philanthropist. Liliane Bettencourt bought the 2km-long island of D'Arros for only EU 15 million in 1998 from the Seychelles Government, thus making a clear profit of 34 million Euros. Our past Presidents have allowed foreigners to profit on the backs of Seychellois and now the people are saying enough is enough we want our money and our islands back. The people of Seychelles request that the Indian Government removes all its equipment from Assumption Island and Mahé and return Assumption back to the state they found it.

At the presentation by the SPDF on the justifications of having a military base on Assumption, a presentation that rather should have come for from the civil executive of government and not the military – unless we still have to consider ourselves as a military dictatorship ofcourse! The first thing mentioned on the agenda (and so we have to assume this is top of the priority list) was the ‘fight against drugs’! Not maritime security, the action against fisherman poaching our fish supplies, piracy, oil spill clean-up or being attacked by a foreign force - but drugs! And this maybe so, because our most pressing need is to address the more immediate and internal problem of drugs plaguing our nation, and especially our youth. How will a military presence by India, who will be concerned chiefly with a move designed to counteract the presence of China in the region, really help us in combating this problem?
Seychelles, I have heard, has now been awarded the unfortunate distinction of being the country with the highest number of heroin addicts per capita in the world! Are we really been let to believe that a base on Assumption is going to fix this problem in any way? This when we can’t even properly control the borders of Mahe and the islands in our immediate vicinity, or track and trace the supply lines happening right under our noses on Mahe! Where a tourist who recently recounted his experience on the beach together with his young family, said he actually witnessed and man injecting himself with heroin in broad daylight a few paces away, in the Patatran! What a sad welcome to paradise for our visitors! Sadly, moments after this man has experienced the first rush of the drug in his veins, he probably believes the lie that he is living in an even better paradise than the one he has never known. Ask him at that moment if he really cares about whether a foreign force is about to take away another one of his beautiful islands – you know the one right next to the one that is so special that the world has declared it a ‘World National Heritage site’! Then try to ask him why his has resorted to taking the drugs in the first place? He may tell you that he doesn’t have to work, because his is free to choose and do nothing, because the ‘Malaba’ are doing all the work for him anyway. Or maybe he has experienced quite enough of the status quo and reality in his country and has just lost all hope and motivation to really do anything else. As long as enough drugs continue to slip through the so-called ‘safety net’ and military launch pad of ‘Assumption’ island (ironically this may turn out to be and appropriate name for the island) there will be enough to continue to dumb-down our youth so they could not care-a-less, and then our friends can continue digging in for their real fight against our other friends, the Chinese. And we can continue on in the ‘Assumption’ that they are here to protect us against all the enemies of Seychelles, including the so-called priority on the list we are made to believe, which is the war on drugs. Try and pull the other on guys – but be careful, this one has got a big boot on it!
Those of us who have managed to avoid being dumbed-down and hoodwinked by the so called ‘excellent’ presentation by the SPDF are beginning to understand the truth of the matter, even better than before. The question is, have we caught the lie out in enough time to avoid it becoming an unfortunate reality.

Details of Assomption deal made public

In the spirit of transparency, the department of Foreign Affairs has shared with the public the salient agreement between Seychelles and India on the establishment of military facilities on the island of Assomption.

The move follows a visit on Tuesday to Assomption by members of the Finance and Public Accounts Committee and of the International Affairs Committee of the National Assembly, as well as members of the media.
Copies of the agreement were given to members of the delegation during the visit on Tuesday.
The full text of the salient agreement is published on page 5 in today’s Seychelles NATION.
The Assembly contingent of the delegation on Tuesday was led by the leader of the opposition Wavel Ramkalawan and leader of government business Charles Decommarmond.
The delegation also comprised the secretary of state in the department of Foreign Affairs, Ambassador Barry Faure, assisted by the chief of staff of the Seychelles People’s Defence Forces (SPDF) Colonel Michael Rosette and representatives from the Indian high commission and from the Islands Development Company (IDC). Colonel Rosette led the media visit on Tuesday assisted by the principal secretary for Environment Alain Decommarmond and a representative from foreign affairs and IDC.
The agreement for the joint military project on Assumption between Seychelles and India will see the construction in the southern part of the island a second longer airstrip of 2700 metres that will crisscross the existing one to cater for aviation, a jetty for patrol boats, communication, surveillance and other miscellaneous infrastructure for military in terms of dormitories and leisure.
The northern part of the island will remain under IDC for future development.
In the agreement only small arms and ammunition will be used at the facility and missiles of any arsenal will not be installed. Only small surveillance planes and a limited number of patrol boats will be based on the island along with limited number of personnel from both parties as the facility will not be on a big scale. Under authorisation, the public will be able to use the facility for other engagement on the island or as transit point to other islands such as to Aldabra.
The first agreement between Seychelles and India for this project was signed in 2015 and the second agreement with new amendments was signed in January this year whereby it provides a frame work for assistance by the government of India to the government of Seychelles for the development, management, operation, utilisation and maintenance of the facilities on Assumption. Breaching of the 20-year agreement by India will result in the suspension or cancellation of the agreement. The government through the department of foreign affairs, SPDF and a new defence committee to be appointed in the National Assembly will oversee the implementation of the agreement.
The aim of the Seychelles government for such a facility is to have a presence in the area to maintain surveillance especially in the southern region of our economic zone, bordering with the Mozambique channel, where it is known to have a high occurrence of illegal fishing and poaching around the islands of Aldabra, Cosmoledo and Astove and also other threats such as piracy, drug trafficking, among other illegal activities.
It is also to enhance its search and rescue capability in the region for the benefit of air and shipping traffic.
It is said that India’s benefit from the project will be for helping in safeguarding the zone for safe passage of around 40% of its economy.
Even though India will be funding the joint sharing facilities and will bear the cost and expense for its development, the facility will be owned by the government of Seychelles.
No construction has started yet as the agreement waits to be ratified by the National Assembly which will be followed by an independent environment impact assessment (EIA).
There will also be facilities to cater for civilians who will be working alongside the military.
Assumption is being managed by IDC and only about one quarter of the southern part of the island will be leased back to government by IDC for the project which will be fully funded by the Indian government who will co-share the facility with Seychelles.
The media toured the airstrip and were shown where the proposed new airstrip will be built. With the intention of having such a surveillance facility in the 1990s, it started with the construction of the existing airstrip by SPDF from 1989 to 1991 but for unknown reasons the initiative was dropped and the island was handed over to IDC to be managed.
The media then continued to the coast line towards the beach and was able to witness what was left of the old jetty made of coral and which has been worn down by the weather. The new jetty will be built in the same location.
Colonel Rosette said that due to budgetary constraints, it is not possible for Seychelles to finance such project and India has come forward first to help with after Seychelles had approached all partners.

The Indian Association of Seychelles elected its new executive committee at its annual general meeting held on June 3, 2018 at the International Conference Centre (ICCS).
K. Ramakrishnan Pillay was elected chairman and the other members are M. Senthilkumar (vice-chairman), G. Sivashanmugam Pillay (secretary), Premila Hirani (treasurer), Anil K. Singh, Jothinathan Naidoo and Rajesh Pandya (members).
The executive committee shall continue to fullfill the commitments made by the Indian Association of Seychelles to community development, health care, education, assisting elderly homes, setting up of Indian Bio Garden, sports and cultural activities.

The Indian High Commission is moving from Le Chantier to the new Nouvobanq House on Francis Rachel Street in Victoria.
LSH has been reliably informed that the relocation has a practical explanation
and is only temporary.
The Indian government is planning to demolish its current diplomatic headquarters and to build a new diplomatic centre on the same plot.
The narrow two storey building housed India’s consulate offices and residential apartments for some High Commission staff.
The diplomatic premises which are situated at Bel Air also housed the Vivekananda Yoga Hall.
It should be noted that India is the only country with its own property in Victoria whereas the other diplomatic missions rent out office in several buildings.
