Budget at a glance
- For the year 2018, Government is requesting SCR 7,951 million for spending. This is SCR 30 million more than the total for fiscal year 2017.
- 40% of the total Appropriation is for the Education, Health, Family Affairs and Social sectors.
- A sum of SCR 2.4 billion is allocated for Wages and Salaries.
- Government is funding the introduction of marketing skills allowance for teachers effective 1 July 2018.
- Nurses will be offered a retention allowance of SCR 3,000.
- The Gratuity Scheme benefitting nurses and teachers, amounting to 10% of the total earnings will be effective from 1 January 2018. Gratuity payment is exempted from Income Tax.
- Government should complete 335 houses and allocate 200 plots of land during 2018.
- Main projects in the Education sector: Construction of Ile Perseverance second Primary School, La Rosière Primary School, School of Business Studies & Accounting and School of Visual Arts.
- Construction of DNA Lab, partly financed through grant from India.
- Construction of Fire Station at Anse Royale.
- To install 10,000 LED street lamps across Mahé, Praslin and La Digue by the year 2020.
- PUC to build two 8MW generator sets for Roche Caïman Power station and additional desalination plants.
- Interest rate charged by Small Business Financing Agency (SBFA) to be reviewed from January 2018.
- Importation of commodities through bulk buying will reduce cost of living.
- Government will increase the allowances to Praslinois and Diguois students in post-secondary institutions by SCR 600 paid. Students will receive a minimum of SCR 2,000 per month.
- SPTC must become a self-financed entity. Bus fare will increase by SCR 2 and brought to SCR 7.
- SCR 5 million allocated to PUC to fund a scheme for water tanks and solar water heaters for households.
- Promoting Public-Private-Partnership (PPP) initiatives or partial privatization of entities including L’Union Estate, Indian Ocean Tuna (IOT) and Land Marine Ltd.
- The third phase of the Progressive Income Tax System will take effect from 1 July 2018. Tax-Free threshold at SCR 8,555.50 is maintained. All workers earning up to SCR 35,667 will be paying less tax than previously.
- Artisanal and Semi-Industrial Fishermen will not form part of the current business tax regime. However, they will pay a flat fee as part of their annual license and registration fee.
- The proposal for the Business tax amendments will take effect from January 2019.
- From April 2018, new rates for plug in Hybrid vehicles will be applicable

Ceps expresses concerns over Budget 2018



The Citizens Engagement Platform Seychelles (Ceps) voiced out its concerns and views on the 2018 budget address made by the Minister for Finance, Trade and Economic Planning, Dr Peter Larose, last week.
Top on its list are the lack of a comprehensive budget approach towards mitigating poverty, the proposed progressive income tax, increase in the public bus fares among others.
It was in a meet-up with the press yesterday that Jude Fred, the vice-chairman of Ceps, provided details on the organisation’s position on the budget.
Mr Fred firstly highlighted Ceps’ disappointment that this time around the civil society was not invited to take part during the budget’s preparation.
“We have often been approached for our two-cents on the matter but unfortunately not this year. We believe that we could have contributed heavily especially since we represent the civil society and have members on grass-root levels.”
One of its possible contributions, Mr Fred continued, would have been the proposal to introduce a fairer and equal progressive income tax although he did acknowledge that the system will also allow workers to have extra money for their expenditures.
“Right now some people are feeling the bulk of unfairness. Everyone should pay their taxes, even if it is only R50,” he explained.
Ceps’ stance that taxes should be paid on all levels was followed by its proposal to increase the minimum wage which currently stands at R5500.
This is because many people have expressed that not much is left from the minimum wage after loans and bills have been deducted hence their needs are not being met.
On its part, Ceps has committed itself to educating citizens on how to better manage their budget.
Meanwhile the platform has declared the slight increase in bus fare from R5 to R7 to be “a reasonable one and well overdue” but also said there is a need for the Seychelles Public Transport Corporation (SPTC) to improve its services  predominantly in regards to lack of buses on certain routes.
He added that SPTC has been relying on a heavily subsidised budget for far too long and the increase is a step in the right direction for it to become self-sufficient.
The car hire scheme also received special mention during the press conference.
Ceps said although it encourages participation and association it cannot condone the pre-condition established that an operator has to be a registered member of the Seychelles Car Hire Operators Association to be eligible for the five-year licence.
According to Mr Fred it is unconstitutional under Article 23 to force someone to be part of any association.
“It states that every person has a right to associate but they also have the right to choose not to associate and they should not be penalised for that.”
The truck association also voiced out their grievances through Ceps as the budget did not address their issues concerning increase in CC and fuel prices which then has to be passed onto consumers.
As for the nurses association, Mr Jude said that the R3000 allowance should be added on the nurses’ basic salary which will facilitate them when they seek out loans at commercial banks.
Ways in which poverty can be alleviated was also sorely overlooked during the budget address and the issue was not brought into prominence.
The sugar tax which was mentioned in the 2017 budget was this time around not mentioned at all and Ceps feels extremely concerned as this was supposed to be one of the elements which would help decrease obesity and other medical illness.
All of these issues will be brought to the attention of the ministry, preferably before the members of the National Assembly begin their deliberations on the budget on Tuesday.

The National Assembly has frozen over R13 million from the State House 2018 budget.
The freeze concerns the Security and Enforcement allocation, under which the two former presidents and one vice president are receiving certain benefits from the taxpayer’s money.
According to Vice President Vincent Meriton, former Presidents Albert Rene and James Michel get R172,000 per month for their administrative support, and former vice president Joseph Belmont gets R20,000.
On the other hand the widow of Seychelles founding president James Mancham is getting a monthly pension of R70,000.
In total according to Meriton the four are costing taxpayers around half of the sum allocated whereas the remaining is for intelligence work.
LDS MNAs were not convinced of this answer and proposed that a freeze is imposed on that sum.
They argued that since an ex-presidents Pension Bill is scheduled to come before the National Assembly before the end of the year, then it is best to know what is in the bill before they give their approval of such a sum.
LDS Chief Whip Ahmed Afif is of the view that the whole sum of over R13 million is being used to pay for the two ex-presidents administrative support and State House is hiding this fact.
The Security and Enforcement allocation in the State House budget does not include the ex-leaders pension.

Post of Trade Attaché dropped

After a review of the posts of Attaché in Seychelles’ diplomatic missions overseas, the department of Foreign Affairs has decided not to maintain the post of Trade Attaché in the Seychelles’ high commission in London.
The post was being occupied by Jerry Morin since 2016.
A communiqué from the department of Foreign Affairs said that Mr Morin has been thanked for his services and as per normal procedure has been asked to surrender the diplomatic passport that was issued to him prior to his posting.
