Approval needed for Beau Vallon Kiosk
Phase two of the Golden Mile Promenade recreational area will further be extended as negotiation for the land is still in process, thus the kiosks placed on the property will need land owners approval if they decide to stay on the land.

The Golden Mile Promenade concept known as the Beau Vallon Promenade went through a series of consultations in May 2013, since then the first phase of the project including the streetlights and walkway from Coral Strand to La Plage restaurant was completed. In this respect the Seychelles Planning Authority reveals the next phase of the project focusing on the long-term plan to place kiosk at the Regatta site.
The plan for phase two indulges in the recreational aspect of Beau Vallon, with kiosks placed along the length side of the road side at the regatta site. However due to the land being privately owned, phase 2 was unable to move forward. “A meeting held in November with government entities started the negotiation with owners of the land,” explained Joseph Francois the Chief Executive of the Seychelles Planning Authority, “we cannot put any pressure to move forward until the area agreed upon is finalised...this has delayed phase 2 of the project,”
This came forth as kiosks were placed at Beau Vallon during the festivities, allowing artisans to sell their products, “When ISPC approached us with the kiosk, we agreed that approval from the owner of the land was necessary before allowing their placement,” explained Mr. Francois. Such agreement was made and the land owners allowed the kiosk to operate until the festive season end. Since then ten kiosk has been sold to the local artisans however the right to place the kiosk still falls into the owners hands.
According to the Seychelles Planning Authority, the artisans will have to negotiate with the land owners to agree upon an extended stay on the land if they decide to keep the kiosk in the existing location. “For Planning if those people negotiate with the land owner and get the permission to locate on the land, Planning will accept. However when approval is given, the site will be checked to ensure that the kiosk are placed in the designated area present in the plan,” stressed Mr. Francois
He further established that the government will not conclude the negotiation just yet as the owners are not in the country.
“What we will not accept, is to permit artisans to place the kiosk on the beach side, this is reserved for the public to enjoy the beach. We have plans for water sports, a playground with water slides. All these will be placed on the beach side. Complimenting the gym that has been incorporated,” he explained.
Shedding some light on the development Mr. Francois explained that phase 2 was meant for the kiosk and the third phase will consist of a wooden deck up to Mike’s Store. ‘This will depend on the agreement of the second phase’ he highlighted.
The third phase will link the promenade to a wooden deck that will be placed alongside the road opposite Boat House, going past the Baobab restaurant until Mike’s Store “a fisherman and vegetable market, slipway and a bar will be compliment the development opposite Mike’s Store.”
To conclude The Planning Authority lay emphasis on strictly public activities which will remain on the sea view while businesses will be placed on the mountain side. “We don’t want people to restrict access to the beach or how the beach is used. That’s why we don’t want any private person to establish themselves on the beach.” Mr. Francois concluded.
