President Danny Faure has expressed his profound sympathy to the wife, children and family of Mr Ogilvy Berlouis who passed away around noon today following a long illness.

Mr Berlouis served as the Minister of Internal Affairs from 1977 to 1979, and as Minister of Youth & Defence and Chief of Defence Forces from 1979 to 1986.


President Faure said that Mr Berlouis had contributed enormously to the development of Seychelles People's Defence Forces, as well as in other spheres during his service in Government, and also as a private citizen.

Former Minister Olgivy Berlouis passed away yesterday at the age of 67 after a two-year battle with liver cancer.

Mr BerlouisMr Berlouis served as the Minister of State for Internal Affairs in 1977, after the 5th June coup, at the young age of 26. His job title was altered to Minister of Defence in 1979 and later to Minister of Youth and Defence in 1982.

Meanwhile, President Danny Faure has expressed his profound sympathy to the wife, children and family of Mr Berlouis.

President Faure said that Mr Berlouis had contributed enormously to the development of the Seychelles People's Defence Forces, as well as in other spheres during his service in government, and also as a private citizen.

Born on August 22, 1950, Mr Berlouis was the eldest of two brothers and four sisters.

He obtained his Certificate of Education at Anse Royale secondary school and completed a further two years training course in secretarial studies.

Mr Berlouis became a full time Seychelles People’s United Party (SPUP) worker and was elected as a member of the SPUP Central Committee.

From 1974 until May 1976, he was appointed as the SPUP’s External Representative where he was based in Dar Es Salaam.

Mr Berlouis was actively involved in the events of the June 5, 1977 coup d’état.

He tendered his resignation to the then President France Albert René on September 11, 1986.

He leaves behind his wife, Maryse Berlouis, and his three children Jonathan, Laura and Olivia.

We have tried to find a photo of President F A Rene Lawyer - France Gonzlave Bonte, but did find a photo of Minister Jacques Hodoul - Mrs Danielle D'offay - then Minister Ogilvy Berlouis very powerful and ruthless. Minister Adam - Beside Minister Silvette Frichot Beside former Minister Philibert Loiseau

The opportunity to have met and conversed with former Minister Ogilvy Berlouis

These three person from then SPUP/Seychelles government who in 1986/87 played a very important role that, that SIROP Program get accepted by President FA Rene to remember we are talking of the Communist /USSR/China Bastion in the Cold War Indian Ocean

The USA/CIA - Pentagon, Britain, South Africa with all their resources had not been able to rid of change - the shameful manner those have chooses to write Seychelles History

(Seychelles News Agency) - The first Minister responsible for Seychelles’ defence forces – Ogilvy Berlouis - has passed away. Berlouis died on Tuesday following a long illness. He was 68.

Berlouis first served in President France Albert René’s government after the 1977 coup d’etat against the late James Mancham. Berlouis was appointed as Minister of State for Internal Affairs. His portfolio changed to that of Minister of Defence in 1979.

Berlouis’ portfolio at that time included immigration, prisons, and probation. He was also the Minister for Youth. As the Minister for Defence Berlouis was also the Chief of Defence Forces, a position he held until 1986. Berlouis was credited with building up the Seychelles armed forces.

Former President Michel expresses regret and sorrow over ex-minister’s death

In a message to the family of the late Ogilvy Berlouis, former President James Michel has expressed his “utmost regret and deep sorrow” over the death of the ex-minister.

“Ogilvy was a colleague and friend of mine. Together, we shared many moments of tribulation, but also of joy and a deep sense of accomplishment for all that we managed to do together for our Seychelles,” former President Michel said.

He described Mr Berlouis as a true patriot who always had the interests of our country at heart.

“His intelligence, his infectious sense of humour, his devotion to duty but also the discipline he imposed upon himself and on his subordinates never failed to impress us,” added Mr Michel.

Mr Michel said “we have lost a foremost officer and a gentleman. He may be gone but we shall never forget him and shall continue to honour his memory”.
In this time of intense grief and bereavement, former President Michel shared his thoughts with Marise, the children of Marise and Ogilvy, the Berlouis and Larue families and all their loved ones.

“May they cherish forever the memories that he leaves behind, the love and affection that he surrounded you with. May Ogilvy repose in peace,” said Mr Michel.

“La Lucha continua” was the phrase often used by Ogilvy Berlouis to his friends and colleagues. This is Spanish for “the struggle shall continue.”

Losing someone we love wounds us to our core.

Learning about the passing away of Ogilvy Berlouis, in spite of our knowledge of his health issues, brought to us the feeling of shock and great sadness.
Not long ago, we were having a great laugh with him, so it is perfectly normal for us, his friends to not accept that he is gone.
Ogilvy was happy to think of himself as a great mentor to many. He had no problem talking to people. He often said that it is this way that we learn the truth about people and situations. “In politics, you have to speak to both, your friend and also your enemy. But know where to put your loyalty. I have learned that.”
In Parti Lepep, most of us have been fortunate to have some ‘giants’ in our lives. We are sad and overwhelmed with this loss. Ogilvy had a style. He was savvy, smart, warm and had a fast humour. He was very kind when his friends acted silly. He was wise man with a unique past.
Asked about recent developments in politics in Seychelles, his answer referred to a Chinese proverb “if you cannot fight them, join them.” It was how he chose to explain the outcome of the 2015 presidential elections that went into two rounds, followed by the September 2016 legislative elections when LDS won a majority seats. “Our enemies joined us hoping to defeat us. They have exhausted all other attempts,” he told us.
He has seen it all. Mr. Berlouis is well-travelled during his 10 years as a Government Minister during the one-party era and after that as a businessman. His high position in government enabled him to meet many interesting people, including his counterparts in every corner of the world. He has rubbed shoulders with Presidents and exchanged ideas with ministers, army generals and many more. Locally, he has walked and served among grassroots and military personnel as he was also a politician/high ranking army officer.
Mr. Berlouis first served in President René’s government as Minister of State for Internal Affairs in 1977. He was only 26. One of his immediate tasks after taking over his new responsibility was to improve the police force, particularly in the districts.  At that time government was looking to the future defence needs of the country and had already launched the People’s Militia. Seychelles is an island community and in a strategic position, government wanted to give attention to the formation of a navy to patrol the Seychelles waters.
Immigration and security aspects of the port and airport were also the responsibility of the Ministry. We are talking about a man who had been involved with the freedom struggles of the liberation movements of Southern Africa for some years.
He was also Minister of Youth and Defence and Chief of Defence Forces from 1979 to 1986.
Mr. Berlouis had contributed enormously to the development of Seychelles People’s Defence Forces, as well as in other spheres during his service in Government.

Background.

Mr. Ogilvy Berlouis was born on 22 August 1950. He was the second oldest of three brothers and four sisters. He obtained his Certificate of Education at Anse Royale Secondary School and completed a further two-year training course in Secretarial Studies. He continued various correspondence courses while working in a local shipping and insurance office from 1967 to 1971.
He moved to become a Ships Boarding Officer with the local shipping line clearing cargoes of visiting ships. In March 1972, he joined the shipping department of a large local trading corporation but left two years later to actively work for SPUP.
He became External Representative of the Seychelles People’s United Party since 1974 and had been based in Dar-es-Salam running the Party office there until May 1976.
Politics had begun in earnest for Mr. Berlouis when he devoted himself full-time to the Party in 1974, when he was chosen as a candidate for South Mahe but was unsuccessful by a few votes. He became a full-time Party worker and was elected as a member of the SPUP Central Committee and appointed External Representative. This involved overseas Party liaison work, press relations and attending conferences on behalf of the Party, such as the OAU, United Nations and many others.
He did a lot of travelling at that time and learned much about liberation movements, politics and made excellent contacts in other freedom movements, international embassies and other bodies.
“SPUP fought against the principles that were wrong at the time thus denying the majority of Seychellois people of their rights. It was the system, we wanted to change. People should always remember that,” said Mr. Berlouis in an interview on the occasion of the 35th Liberation Day anniversary.
“When Mr. René formed the SPUP, and led the struggle, they were fighting against the class system where a privileged minority exploited the mass- the poorer people. Ownership of land for example remained the privilege of a few rich people.
Many Seychellois lived in poverty and difficult conditions and their lives were a daily struggle. We expected the system to change after independence in 1976.
SPPF built new roads and infrastructure and other facilities to improve the living conditions of our people. Above all we made sure we protected the environment from over-development and ensured that Seychelles remained for the Seychellois. We have achieved social justice. Every year is a successive year, a continuation of the hard work,” said Mr. Berlouis.
His greatest wish was that younger generation of Party members who are now leaders within the Party will continue on the same road and maintain and always advocate the principles that have brought our country to what it is today.
Ogilvy Berlouis was a wise man with a unique past, who died with courage and grace.
On behalf of the Founder-Leader, Central Committee, our members and supporters we bestow our sincere condolences to his wife Maryse, his children, and the Berlouis and Larue families.
