Observation - that SIROP program issues 28/12/13

Prior to undertaking the/this Travel to Austria had written over two issues - the very important issues of then ANC leadership - workings in 1978/79, then South African government International and Regional relation - then UN -its workings in Vienna, then SADC its representatives in Vienna, then Madiba Nelson Mandela.
The media misrepresentation and many who miss construed the issues - particularly the British media and those who have supported the South African causes - the respective camps. Had certain events not taken place in then Vienna - Madiba Nelson Mandela may have languish in Jail, killed or never made - somebody else would have headed the Struggle. Beside Walter Sezulu and Oliver Tambo those who grasped and new such issues, and development. Including Reverend Desmond Tutu.
We have recap how then Seychelles Opposition had know nothing or little of our workings with then ANC - Pan African congress - how some highly important issues were synchronized/managed - the objectives. Equally very many important high parties in/From Mauritius - particularly the big business. How many of your remember Richard Dauden from the Economist - well he is of the few we/I shared aspects and how they landed/got in the media afterwards.
There are those who had been in the surrounding of Mrs Winnie Mandale who knew/were involved and in contact with our workings and issues - the approach and training you do not write and talk about those/such issues in public or ever - yet what the world, our children and future generation have been exposed to as history and reality.
We underlined that there had been certain important contacts between our workings and the South African government at the highest level - including then issues of Mr Giovanni Mario Ricci, then ANC and events surrounding then Madiba Nelson Mandala in Prison - beside large amount of highly important development in Britain related or co related. those who knew at the higher level in Britain and then what they choose to pass on to the media a reality and truth.
Add these brief listed issues - beside a very great deal more those who knew and know of my greater involvement in the COMECOM, USSR changes - what was being played out daily - the media role. The statement we have made time and time had we been in France or another Europe country the changes in the former COMECON and USSR would have been very different - the very important of then President F Mitterrand and many other leading European high personalities. Today this 29/12/2013 many have departed from the world stage or very old. The statement we have made that i n term of greater society and world building there exist accountability - the people/citizens like it or not, the institutions of EU today too and the Church - those who refuse to acknowledge this and believe that Europe was build put into place upon a chaos structure/system and as such however many radical/strong change you make to the system it will not breakup/have important highly negative fall outs and repercussions. We believe otherwise and Maniba nelson Mandala had become adherent to the school/understood that there existed, greater mechanism to build the world and as such south Africa and Africa with and we found our self in many important instance important involved in the development and process change of south Africa - the White government and that of ANC - his Term of office and handing over power to would be President Mbeki.
Events in the Region of the Indian Ocean - OAU and Africa leading to the African Union, South Africa today and the deterioration of Madiba Mandela Health and all those that surrounded him. What is being played out and written as history.
We underlined we had not been invited to the funeral or any of the function and the very high abnormality of it - many have said and will say if they get to hear the untold and unwritten issues.
We could have gone to Seychelles or France - because of all those who have refused and failed to address the world many of the untold and unpublished issues decided to go back to the roots of things which began to drive, catapult the change around Madiba Nelson Mandela and south Africa in the face of all those the greater world - who believe, judge we are telling crap - have not clue what we are talking or writing about.
The second important reason - issue is that SIROP program our plea to then President Bush Senior and his administration, President Clinton, President Bush Junior and President Obama - the high relevancy of that SIROP program in Europe, USA, Regional Indian Ocean, Africa, gulf Region - the vast complexities and building blocks - those who laugh and argue that all this/these were mere accident or randomly put together- to prove there is/was structure and system - we decided to come to Austria.
We have decided not to use and of the application, resources and issues for the past four days and what we had written had those issues been on Mainland Europe Britain economic and social workings would be very different - yes all those highly powerful individual and the very vast fortunes, and power - the same applies to Europe and their refusal to acknowledge their had been a mechanism, structure and building blocks - those not just anybody can come and break and interfere one would say with the building blocks and expect nothing to occur. With due respect to the greater institution of the EU, Parliament, Judiciary, Police, Fiscal institutions and Council of Europe workings.
We addressed the fact that we had address countless international bodies to help our person get resettle on Mainland Europe and particular that SIROP program could not be worked from Britain the mega abuse for the past 25 years and the lies and what really was taking place.
We had asked/requested all those seriosuly interested to take note/make note with all their available resource as of the Day we move towards Austria - the impacts on Europe, International, Regional issues.
Dynamic began to change - because that SIROP program from the Seychelles exile position lack due management resources - the pilfering and mega abuse. Across Europe and former COMECON all those at the very high working of their country economic, politic and policy have were very aware of such workings and issues - with the reloaded online version of that Program - the important synergy and dynamic it is releasing - all those who choose, invent and develop their respective approach they can manipulate and extract the maximum fro this Program reloaded version and give not credit or have to give not credit. We have decided not to publish separate article - but have selected a number of leading events and issues being affected by events and what the respective so call specialists and experts are writing - taking us back to the state of things of pre 2007/8 and the mega global crash - why it took place and occurred and those how refuse to acknowledge this - There are limitation to manipulation such a system without major fallout's and disturbances and what is being experience the past three days. {By the way we have noted very many across the world have neglected/refuse to visit and read what we write on our Community blog and forum space - we are publishing them there because it cannot removed or get deleted and should and when any authority wish to question and demand accountability will be able to refer and point to the issues we have been addressing the past 25 years.
We also know and have noted all those in Austria who follow and monitored our issues the past 25 years - they their workings are not exception to the rest of Europe and the world towards this SIROP program. Until events of 1979/80 we had a good relation with the Austrian Press, Salzburger Nachriten, the Kurrier, the Presse and the Associated Press workings in Vienna. Beside having stayed away from our own Community workings - have refrained from view and listening to main stream economic and on going political debate in German, French programs. May we add that many of the streets, the religious entities and those we have worked in Austria with the past 35 years are totally perplexed and baffled at our situation and state beside appalling Financial fortune - meaning when anybody have worked and done such important work and global contribution there is and ought to be some small kind of acknowledgement - there is nothing. How they and everybody choose to react/posture.
We are aware that we are being hacked/monitored.

IMF says Seychelles has achieved programme objectives

Mr Mills speaking during the press conferenceSeychelles has largely achieved the objectives of the IMF-supported programme which concluded last December, and the organisation is currently considering Seychelles’ demand for a further arrangement or an extension.
This has been revealed by Marshall Mills, the head of an IMF mission which has been in the country for the last twelve days. Mr Mills was speaking during a press conference at the Ministry of Finance headquarters yesterday afternoon, in the presence of the Minister for Finance, Trade and Investment Pierre Laporte and the Governor of the Central Bank Caroline Abel.
The IMF envoy said that the programme which aimed at placing Seychelles firmly on the path to fiscal sustainability through reducing debt, rebuilding reserves and implementing financial reforms has continued to improve macroeconomic performance.
This has been measured by an accelerated economic growth of 3.5 percent in 2013, rebuild of external reserves in the Central Bank and an inflation drop of 3.4 percent.
Mr Mills added that Seychelles remains on the right track to meet its objective of reducing public debt below 50 percent of GDP (Gross Domestic Product) by 2018.
Despite an uncertain global economic environment, he expects the country’s economy to continue to strengthen this year with a projected growth of 3.7 percent.
The IMF chief of mission has however warned that the rebuilding of foreign exchange reserves and the reduction of public debt remain the two most important vulnerabilities of the Seychelles economy.
He advised the government to put into place measures or buffers to prevent external shocks.
Added to reserve accumulation and a more healthy debt situation, those also include food and energy security, a disciplined and transparent public sector, respect of their core mandates by parastatal companies and the creation of Public Private Partnerships or PPPs.
Mr Mills highlighted that PPPs can be very effective in meeting investment needs.
During the press conference, Mr Mills also announced that the IMF is presently considering an extension of the programme to support a new generation of reforms which will consist of maintenance of low inflation, good governance and accountability, elimination of red tape, improved fiscal discipline, development of the financial sector as well as development of the private sector which he described as the engine of economy growth. This will include increased competition in key sectors such as fisheries.
Under the new arrangement which will be submitted to the IMF executive board by the end of June this year, Seychelles will be able to access fresh funds amounting to 17.8 million US dollars.
“The authorities have requested a programme to support their efforts to consolidate macroeconomic stabilisation, enhance resilience and foster sustained and inclusive growth. Seychelles takes another step in consolidating its economy

Seychelles has started talks for a second extended fund facility (EFF) with the International Monetary Fund (IMF) as another step in consolidating its economy.
This was said by the IMF executive director Jong Won Yoon after calling on President James Michel at State House yesterday morning.
Mr Won Yoon was accompanied by the IMF chief of mission for Seychelles Marshall Mills and his delegation; the Minister for Finance, Trade and Investment Pierre Laporte; the Governor of the Central Bank of Seychelles Caroline Abel; the advisor to the executive director Nghi Luu and the IMF senior economist for Seychelles Tobias Roy.
“The mission team came to Seychelles weeks ago and they had very good discussions with the authorities and they will be giving their proposals to the International Monetary Fund. The executive board will discuss these proposals in two months. So if it is successful, then it will be a very good opportunity for the Seychelles to consolidate the existing gains in macro-economic stabilisation and it is also a very good opportunity for the pursuit of structural reforms,” explained Mr Won Yoon.
In a communiqué from State House President Michel thanked Mr Won Yoon for his support as the new executive director and extended his gratitude to the IMF during the economic reform programme implemented by Seychelles in 2008.
He said that the government of Seychelles is looking forward to continue working together with the IMF and the World Bank in the implementation of a new programme.
“Our reform has been a success; we appreciate the support of the Fund and other partners such as the World Bank, the African Development Bank and the European Union. There is a need for us to consolidate these successes; this is why I have insisted for us to have another programme so we can further consolidate what we have achieved so far. We need more assistance in capacity building in revenue collection, auditing and statistics. Statistics is very important for planning and programming for the future as well as in other areas to consolidate transparency, good governance, accountability. I think it is key for future stability,” the communiqué quotes President Michel as saying.
Mr Won Yoon also said that the first reform programme over the last five years has been very successful and stabilised the economic base under the good leadership of President Michel.
“I am very happy to see that Seychelles has done well economically for the last five years and I will like to see continued success in the future programme,” Mr Won Yoon added.

Finance minister reacts to IMF report:

‘Government will continue to protect the most vulnerable’
The government will continue with its economic reforms while at the same time caring for the more vulnerable citizens.
The Minister for Finance Trade and Investment Pierre Laporte said this in reaction to the report on the IMF (International Monetary Fund)-supported macro-economic reform programme which Seychelles is currently going through.
The report was read at a press conference at the Ministry of Finance’s headquarters on Tuesday afternoon by Marshall Mills, the head of an IMF mission which had been in the country between February 26 and March 11.
The report states that Seychelles has largely achieved the objectives of the IMF-supported programme which ended last December, and concludes that the measures put into place by the Seychelles government will eventually address the current economic vulnerabilities.
It also reveals that the IMF is currently considering Seychelles’ demand for a new three-year arrangement of 17.8 million US dollars in support of the economic and financial programme of the government and the Central Bank.
The new arrangement will be submitted to the IMF executive board for approval by the end of June this year.
Commenting on the report, Minister Laporte said that the new arrangement was a choice and not an obligation for the country.
He added that the Seychelles could make do without it but has rather decided to take advantage of the facility and the current confidence of the IMF, the World Bank as well as investors.
In the general context of the IMF-partnered programme, Minister Laporte has said that the government will evaluate the progress made and see how far it is necessary to carry on with it.
As for the extension of the programme, it will support a new generation of reforms which will consist of maintenance of low inflation, good governance and accountability, elimination of red tape, improved fiscal discipline, development of the financial sector as well as development of the private sector whereby the State will reduce its implication in commercial activities, especially in the production sector.

He has however observed that government enjoys no monopoly in the sectors where it intervenes and will pull out when it feels that the market is satisfied.
At the same time, government will continue to discuss with the private sector and even subsidise private businesses where and when this is deemed necessary.
In the benefit of the private sector, government will continue with its effort to decrease taxes. The Finance Minister has nevertheless warned that one way of doing that is to ensure that all taxpayers take their responsibility and pay their taxes promptly.
Where the public sector is concerned, the minister has pointed out that wastage remains a concern as highlighted by recent Auditor General’s reports. He said that steps are being taken to remedy the situation and that the government will do all it can to reduce wastage in public departments. He insisted that accounts must be audited within each financial year with proper control from the Ministry of Finance and pressure from the National Assembly.
On a social point of view Minister Laporte also talked against general or universal subventions but reassured that government will continue to consider targeted subventions for the most vulnerable.
He explained that it is in this spirit that it has decided to delay the adjustment in electricity bills that would reduce commercial tariffs and increase those of domestic use. He insisted that the delay is in the interest of the Seychellois people.
The Minister for Finance also assured the population that there will be no further freezing of posts or redundancy cases within the macro-economic reform programme.
Minister Laporte concluded that the government will against all odds continue to maintain economic and fiscal discipline and promised that it will in no case derail from this policy as this will affect the country’s fiscal position through over-spending.
He reminded that demand for supplementary budget has been reduced to only one per year, and that this will only be done if the government has recorded savings which can be transferred to other areas of needs.

She based the argument on two main factors: firstly, the Central Bank has now accumulated the equivalent of 449 million dollars of foreign exchange reserves covering four months of importation, representing 82 percent of external debts and 8 years of debt repayment capacity. At the same time, she promised that accumulation of reserves will continue.
Secondly, inflation has now dropped to an acceptable level of 3.4 percent and the Central Bank will adjust its policies if the situation becomes alarming with a rise of up to around five percent.

‘Government will continue to protect the most vulnerable’
The government will continue with its economic reforms while at the same time caring for the more vulnerable citizens.
The Minister for Finance Trade and Investment Pierre Laporte said this in reaction to the report on the IMF (International Monetary Fund)-supported macro-economic reform programme which Seychelles is currently going through.
The report was read at a press conference at the Ministry of Finance’s headquarters on Tuesday afternoon by Marshall Mills, the head of an IMF mission which had been in the country between February 26 and March 11.
The report states that Seychelles has largely achieved the objectives of the IMF-supported programme which ended last December, and concludes that the measures put into place by the Seychelles government will eventually address the current economic vulnerabilities.
It also reveals that the IMF is currently considering Seychelles’ demand for a new three-year arrangement of 17.8 million US dollars in support of the economic and financial programme of the government and the Central Bank.
The new arrangement will be submitted to the IMF executive board for approval by the end of June this year.
Commenting on the report, Minister Laporte said that the new arrangement was a choice and not an obligation for the country.
He added that the Seychelles could make do without it but has rather decided to take advantage of the facility and the current confidence of the IMF, the World Bank as well as investors.
In the general context of the IMF-partnered programme, Minister Laporte has said that the government will evaluate the progress made and see how far it is necessary to carry on with it.
As for the extension of the programme, it will support a new generation of reforms which will consist of maintenance of low inflation, good governance and accountability, elimination of red tape, improved fiscal discipline, development of the financial sector as well as development of the private sector whereby the State will reduce its implication in commercial activities, especially in the production sector.

More failings. Criminality. Prostitution. Teenage mothers. Immorality. It goes on. More shambolic. Achievements for/in the last forty years!!
Performance rating low. Of opposition members of the National Assembly. Negative criticism mounting. Frustrations increasing. Mercury rising. Alternatives sought. Echoed by the social media. Fairly reliable political barometer. The grievances should be entertained. They are serious discontents.
Emergence of a Third Force desirable. As a safety net. For all the fall outs. From the both side of the divide. Third Force COMPLEMENTARY to the existing opposition. Hatim Tall When Gerard was still alive we used to do a few a year with a dance after to try raise money for the fight for change. Then he was assassinated. I remember going to London a number of times. The photo of my eldest brother holding a plaque with Gerard (RIP) was at such a rally. Printed leaflets handing out to passersby to try and raise awareness of the issues in Sez

After multi party was announced 1993, a lot of people returned home to fight. Some of us did not stop here in U.K. we continued. No one is looking for personal gains, as we worked hard for our living in U.K. like everyone else on this earth. Albert Rene knew exactly where to strike by getting rid of Gerard we were devastated, but it never stop us to continue. Those that where ready to go back went, but some of us we cannot go back home "fes sek" . We have commitments here and need our full pension to be able to survive. Some people cannot even return to settle as what they had were taken away by Lepep - have nowhere to go. Some of us have managed to get somewhere in Seychelles for their retirement. I thought that I now needed to start thinking of returning home,that my children are all grown up. I will have to put my thinking cap on securely on my head not for me to be blown away in pieces. Hatim Carlette will need to think twice now, no more RALLIES. NO MORE PILE. This is not blackmail, but a consience as a mother for fights for his sons and live in peace. God has given her another chance in life and she should enjoy her life to the max. Go to Beau Vallon and drink her coconut juice and look at the horizon and enjoy the view. Peace with you all.
