Work on Ile Soleil infrastructure to start early July 2014

Infrastructure works on Ile Soleil will start in early July 2014.
This was announced yesterday by 2020 Development (Seychelles) Ltd (also known as 2020DC).

United Concrete Products Seychelles Ltd (UCPS) has been awarded the contract for major works on the island and engineering consultants GIBB (Seychelles) will be supervising the works for and on behalf of 2020DC.

Ile Soleil, a reclaimed island of 123,000 square metres located southeast of the international airport, is the first ‘Nouvo Zil, Nouvo Lavenir’ project to be implemented by President James Michel's government (as part of Seychelles' Vision 2020) through the privately-incorporated 2020 Development (Seychelles) Ltd.

Ile Soleil is intended as a mixture of residential, tourism, commercial and public developments (including a meteorology substation, a public secondary school, a public health centre and condominiums), mainly owned by Seychellois. Land use plan for Ile Soleil

All developments need to be premised on the three founding principles of nature, culture and education.

The infrastructure works will include provisions for water, electricity, roads, pavements, drains, street lights, sewerage, telecommunication ducts, bridges (including the connection of Ile Soleil to Anse Aux Pins on the east coast of Mahé, via the fish market), added reclamation works, public parking and public garden spaces. Quality development and the use of sustainable development technologies and cost saving measures will be a priority.

2020DC has also confirmed that works will take a maximum of 18 months to be completed, that is by the end of December 2015.

Upon completion of the infrastructure works, owners of parcels will be granted 30 months from the date of notice of commencement issued by 2020DC, to complete their projects. This will apply to all, both to private and public entities, as after mid 2018, 2020DC insists that there should be no noise pollution on the island.

After successful sales of residential and commercial parcels were announced in May 2014, 2020DC had announced that it was in a safe position to launch the infrastructure works.

The second round of sales of the remaining parcels to Seychellois closed on June 13, 2014 and 2020DC is also planning to conclude in the near future the marketing and sales on a 98-year lease of the larger tourism parcel. The latter is open to both Seychellois and international investors.

Infrastructural works on Ile Soleil will begin early this month, it was announced yesterday during a press conference lead by Ambassador Barry Faure on behalf of the 2020 Development (Seychelles) Ltd.

2020 Development (Seychelles) Ltd is a government-created company with the mandate to implement a range of infrastructure and property development projects, by engaging the private sector to take ownership of various national endeavours.

United Concrete Products Seychelles (UCPS) has already signed a contract with 2020DC and has until December 2015 to complete the works.

Mr Faure is very confident that the works will be completed by the end of 2015 and says that they are currently right on target.

After work to build the various infrastructure are completed it will be up to the individual parcel owners to complete their projects within a period of 30 months.

2020DC will give both public and private entities until mid 2018 to ensure all construction has been completed so that there is no noise pollution by the time residents move in.

The infrastructural work will include provisions for water, electricity, roads, pavements, drains, street lights, sewage, telecommunication ducts, bridges, added reclamation work, public parking and garden spaces.

Ambassador Faure explained that priority was given to Anse Aux Pins residents when it came to the sales of the simplex and duplex. He also said that they needed to look at the social and financial criteria, meaning that favourable applicants where those who legally did not have land under their names, over 18, and who also had the finance to purchase the land.

“Unfortunately when dealing with applicants who had the same criteria and were equally favourable, it was necessary to come to a decision by looking at which applicant was most in need, compared to the other,” added Mr Faure.

So far all the buyers who have already confirmed their interest have been satisfied and no returns have been made.

2020DC remains committed to maintaining the highest level of quality development of the government of Seychelles’ first ‘Nouvo Zil, Nouvo Lavenir’ Ile Soleil project.

In accordance with the ‘Nouvo Zil, Nouvo Lavenir’ vision, they will also promote the environment by using sustainable development technologies and cost saving measures.

This includes using LED lights and recycling water from the sewage to water plants and keeping the gardens green.

There will be a cross way and two bridges to access to the main land and the bridges will be built to keep a good flow of water, preventing water stagnation.

Property owners will thus be encouraged to be more environmentally friendly.
