FECAS-ECSVS new/Old Forum Board

We decided on 8/10/14 to redeploy a Forum board to replace the old Forum board - it is not amusing.
Unlike the many prebuild forum platform one of the biggest problem will be management and those who tend to hack our system and forums just to be nasty and show they have control.
