Arrêté hier: la longue nuit de Navin Ramgoolam

C’est sous forte escorte policière que Navin Ramgoolam s’est rendu aux Casernes centrales, hier. Les limiers du CCID ont procédé à l’arrestation de l’ex-Premier ministre dans le cadre de l’enquête sur le cambriolage de son campement à Roches-Noires. Il est soupçonné d’avoir ourdi un complot dans le but de pervertir le cours de la justice. Le leader du PTr devra se présenter ce matin devant la Bail and Remand Court pour s’acquitter d’une caution.

C’est tard dans l’après-midi, de ce samedi 7 février, que l’ex-Premier ministre Navin Ramgoolam a été fixé sur son sort. Rs 200 000 de caution et une reconnaissance de dette de Rs 1 million pour chacune des charges qui pèsent sur lui. A sa sortie de la cour, il a affirmé à la presse qu’il «remercie la justice et qu'il a toujours eu confiance en elle».

Ramgoolam avait été arrêté, hier, à son bureau de la rue Desforges. Par ailleurs, la police a mis la main sur une forte somme d’argent ainsi que deux coffres-forts scellés à son domicile de Riverwalk.

Une amende de Rs 2 millions et une peine de prison n’excédant pas 10 ans. C’est ce que risque Navin Ramgoolam, qui est inculpé provisoirement sous le Financial Intelligence and Anti-Money Laundering Act, à la suite de la découverte de Rs 5 millions en devises à son domicile. Cette loi stipule que nul ne peut avoir en sa possession ou garder à son domicile une somme de plus de Rs 500 000. Une clause permet toutefois aux commerçants et à ceux exerçant une profession libérale d’avoir cette somme à la fin de la journée, si c’est la recette du jour.

Navin Ramgoolam devra s’expliquer sur la provenance de cette somme. D’autant plus, indique l’avocat Raouf Gulbul, qu’en tant qu’ancien membre de l’Assemblée nationale, son salaire en roupies était versé directement en banque. Et que l’ancien chef du gouvernement n’a jamais déclaré qu’il avait une entreprise générant de telles recettes.

Selon l’homme de loi, les policiers interrogeront Navin Ramgoolam sur plusieurs aspects. «Est-ce qu’il a changé ses économies en devises ? Si oui, il doit préciser où et quand il l’a fait», fait valoir Me Raouf Gulbul.

L’opération de comptage des billets de banque retrouvés dans deux valises et l’un des coffres-forts saisis au domicile de Navin Ramgoolam à River Walk commencent à livrer leur secrets. A ce stade après plus de cinq heures d’opération plus de Rs 15 millions de roupies ont été comptabilisés par la CCID et les officiers de la Banque de Maurice.

Les autorités entendent pour l’heure stopper leur opération et la reprendre demain matin après une nuit de repos salvatrice au vu des évènements de ces dernières 48 heures.

HSBC leak: India to probe new 'black money' list

India will investigate a new list containing names of Indians suspected to have parked untaxed wealth in a foreign bank, Finance Minister Arun Jaitley has said.

Secret documents leaked from HSBC's private bank in Switzerland have revealed that it helped thousands of customers to evade taxes.

The names of nearly 1,200 people from India feature in these papers.

It is estimated that these Indians held $4bn (£2.63bn) in their accounts.

India says illegal funds are often sent to tax havens, including Mauritius, Switzerland, Liechtenstein and the British Virgin Islands, and the new government has said "unearthing black money is an important issue" for them. Experts estimate that Indians hold $500bn (£297bn) in overseas tax havens.

Casernes: Ramgoolam s'en va, Veena reste

L’attente est à son comble aux Casernes centrales, où la police devrait donner d’une minute à l’autre de nouveaux chiffres concernant la somme trouvée dans les coffres saisis chez Navin Ramgoolam. Ce dernier a quitté les lieux vers 18h, ce lundi 9 février, lorsque l’exercice de comptage a été bouclé pour aujourd’hui. Il devrait reprendre demain à 9h30.

Sa femme Veena est toutefois toujours cuisinée par les enquêteurs de la CCID. Cela fait maintenant 5 heures qu’elle répond à leurs questions. Pour rappel, l’ancien Premier ministre avait indiqué dans un premier que les codes pour ouvrir les coffres étaient avec elle.

En ce qui concerne les charges retenues contre Navin Ramgoolam, il a été assigné à comparaître le 12 mai à Curepipe et le 7 juillet à Pamplemousses.

Paul Bérenger vs sir Anerood Jugnauth. Au Parlement, ce mardi 10 février, ce dernier a répondu à la Private Notice Question (PNQ) du leader de l’opposition axée sur l’affaire Ramgoolam.

Mais d’abord le Premier ministre a confirmé que Navin Ramgoolam ne se présentera pas aujourd’hui aux Casernes dans le cadre du comptage des billets retrouvés dans ses coffres forts saisis à son domicile. Il a produit un certificat médical à cet effet, a précisé le Premier ministre.

Le chef de l’opposition a, lui, notamment voulu savoir quel est le lien entre l’affaire Roches-Noires et le décès du détenu Ramdhony. Pour l’instant, on ne le sait pas, a répondu le Premier ministre. Celui-ci a ajouté que Ramgoolam n’a pour l’heure donné «aucun statement sur l’affaire Roches-Noires». Cependant, a-t-il confié, «l’enquête progresse». Il est d’ailleurs «satisfait» de son déroulement. Le PM a également affirmé que les deux charges retenues contre Navin Ramgoolam sont «blanchiment d’argent» et «entente délictueuse».

Paul Bérenger en a aussi profité pour revenir sur l’affaire des bandes sonores enregistrées chez les Jugnauth. Il se demande pourquoi l’on entend plus parler de cette histoire. «Les policiers sont trop occupés avec d’autres enquêtes», a répliqué le chef du gouvernement.

Par ailleurs, le leader des Mauves a également voulu connaître la position du gouvernement sur la régulation du financement des partis politiques, mesure qui ne figure pas dans le programme de l’alliance Lepep. Il s’est aussi interrogé sur le devenir du projet de loi sur la déclaration des avoirs des députés. Le gouvernement va «réguler tout ça», a promis SAJ.

Enfin, Paul Bérenger a fait part de son étonnement au sujet des informations régulièrement données par la police à propos du décompte de l’argent trouvé dans les coffres-forts de Ramgoolam. Le Premier ministre n’a pas jugé bon de répondre.

[size=150]Swiss Leaks : Rs 800 M sur le compte d’un Mauricien en Suisse[/size]

L’information a été divulguée dans le rapport Swiss Leaks. Cette enquête menée par des journalistes d’investigation et le journal Le Monde a révélé que 81 Mauriciens possèdent des comptes en banque en Suisse. L’un d’eux possède même USD 24,2 millions sur son compte, soit Rs 800 millions.

Dans ce hit-parade des pays dont les citoyens possèdent des comptes en Suisse, Maurice occupe la 94e place. Ces 81 Mauriciens possèdent en tout 201 comptes différents, d’un montant total de Rs 46,5 milliards. La plupart de ces comptes ont été ouverts en 2004 et 2005.

Sollicité par l’express, Reza Uteem, avocat dans le domaine financier, explique que le gouvernement mauricien peut obtenir des renseignements sur ces personnes grâce à des traités internationaux, notamment la Mutual Assistance in Criminal Matters. Il ajoute que la Mauritius Revenue Authority peut également faire une demande auprès du bureau suisse responsable de la fiscalité pour avoir ces renseignements si jamais elle mène une enquête sur l’évasion fiscale.

The USA had started to take a different stand over the emancipation of the Indian Ocean Region and combined issues of that SIROP program - we took great risks and battled that in spite of all that they became involved in our development in Seychelles, South Africa and the Region.

In 1994 when we had the first Market crash or Internet Bubble crash - they were not all higher economic which had triggered it - we had been responsible and realized that other were getting hurt and we daft again promoted the idea of an Indian Ocean greater Economic workings the RIM concept - this project bolstered the economic and political working of that SIROP program. Its secretariat in Mauritius, the business connection, dynamic and synergy. In Mauritius the change of government and politicians. Those Seychellois who had returned and trying to scratch a living and rebuild their lives. In England our lives were all messed up as the norm.

For this reason we had wanted to flee UK - at all cost got to France or Belgium or Germany and rebuild our life - we were stop, the many Mauritius communities and individuals who knew who we were and watched our person being persecuted whilst they make money on the COI, that SIROP program and that RIM Association. Those who called us all kinds of names.

We were forced to return to London in 1997, again the extended Mauritius community in Islington, the Terrance Appasamy and the Harry Sookum and many others they knew us and saw us passed by on the streets, their respective business, they heard and know of the issues of the COI, the SIROP and the RIM association - yet how they treated our person.

Other communities Irish and other would have long put a stop /end to this situation because of our size and resource got robbed and abused to the extend it nobody complained and talked about it. Then we had that mega MCB scandal the Largesse and Appassamy involvement - Nobody works put together such a program and economic entities which out knowing things and doing things the collateral fallout.

In Seychelles and Reunion, South Africa the situation was not better - in Seychelles alone president FA Rene amassed some $15 billion off the back of that program - nobody talks of the extent of former president Mancham and his super bunch of thieves and gangsters.

One Family member came to London and offered he will go to Mauritius and do a fundraising on our behalf it stayed to just talk and he returned to Seychelles.

We reverted to writing protest and warning that that SIROP had build mechanism which could/can trigger a major economic mess if over abused - by then we were approaching the years 2000 and PM Blair in Power those Mauritius personalities like Mr Anwar Bayat we had more or less grown together and he had gone back to Mauritius and his families. Many Inn London knew that that SIROP program had the capacity to influence many political and economic events in Mauritius and it required knowledge and experience to do this - my person was responsible.

We traveled to Seychelles twice until 2009 to try and resolve get some of those entities to pay us some kind of money and they were minute in comparison to the real amount we were owned - what did they did they do, joined - Dr Ramgoolam, PM Jugnaut and other Mauritius politicians with PM Blair and the EU high parties and those of France and USA to have us extradited to the USA for Trial on Terrorist charges and as such we could /would never see a cent of our work and the money owned. One may ask what about your children and their parents - ask them.

From 2006/8 we addressed the White House and many in the USA that they were pushing and procrastinating a situation. All the super con of the global economic meltdown is not true - we went by a simple logic if you lot say you have some excellent mechanism in place to drive the world economy we will pull our engagements/involvements/ withdraw and we did, the melt down which ensued. The rest is history.

By then in Mauritius the many who had build and amassed vast fortunes be they in Switzerland or the many safe heavens across the world - particularly the Mauritius Australia communities and those form South Africa.

In the face of the global mess we decided to help rebuild some of the completely busted up mechanism load that SIROP program online - the benefit to Britain, the USA and France - in the Indian Ocean Seychelles, Mauritius , Reunion and South Africa events. ( This is where the stink is really bad the police of Mauritius and the Judiciary of Mauritius are involved and have been involved/engulfed in theses highly corrupted issues practice - along with the four big chartered accounts and De Chazel du Mee).

Whatever the EU many high officials will/may say, they are not to be trusted along with the World Bank and the IMF. That SIROP program is playing a very crucial role in rebuilding the British, EU, Europe economy { They know the importance of that SIROP program in many important equation hence they are propping and have been propping and supporting the government of SPUP/SPPF/PL J A Michel because the sing their tune, had we to come to Power we will ask for national review and get the nation resource involved and the mega global scandal, they just do not want that and cannot afford it, they want a bunch of super crooks and thieves who will sing and tell some kind of stories what is making the Seychelles economy work and the region - " like Greece". The many have baked and very corrupted Seychellois would be politicians, their stance and respective position - people when you have such a situation and the owners of that program never earns and get paid a cent - go before any court on this earth of even Guantanamo bay Court you are asking and courting serious problem. Navin Ramgoolam va, semble-t-il, mieux. Dans le courant de la journée, ses avocats ont produit un certificat aux Casernes pour attester qu’il est trop souffrant pour continuer l’exercice de comptage des billets. L’ex- Premier était attendu à 9 h 30 ce matin, mais voilà qu’il est retourné aux Casernes dans la soirée, soit aux alentours de 21 h 30.

«Le CCID a expliqué qu’il va continuer l’exercice et qu’il suffit qu’un avocat soit présent», explique l’avocat de Navin Ramgoolam, Me Yousuf Mohamed. Mais, ajoute-t-il, Navin Ramgoolam a dû être présent.

En fait, le leader du Parti travailliste (PTr) a été invité par le chef du CCID, l’assistant commissaire de police
(ACP) Heman Jangi, à se présenter au plus vite aux Casernes centrales vers les 19 heures passées. «On a forcé mon client à venir. On lui a dit que s’il ne vient pas, ses coffres allaient être découpés», confie pour sa part un des membres de son panel d’avocats qui veut préserver son identité.

L’épisode de mardi, soit le fait que Navin Ramgoolam a été contraint de se rendre aux Casernes tard dans la soirée alors qu’il avait produit un certificat médical, a été «traumatisant» pour son client. C’est ce qu’a indiqué en cour Me Gavin Glover qui défendait ce dernier dans le cadre de sa motion contestant le fait qu’il se doive d’être disponible 24h/24 dans le cadre de l’enquête sur l’argent trouvé dans les coffres qui ont été saisis à Riverwalk. Cette motion était entendue en cour de Curepipe. L’audience a démarré à 12 h 20 devant la magistrate Juwaheer Sockalingum.

L’exercice de décompte des billets se trouvant dans les coffres saisis de Navin Ramgoolam a pris fin aux alentours de 20 heures. Et peu après le départ de l’ex-Premier ministre, l’ACP Jangi qui mène l’enquête dans le cadre de cette affaire a révélé que Rs 70 millions ont été comptées, ce jeudi 12 février. Ce qui porte le total compté jusqu’ici à Rs 210 millions.

AU CCID CE MATIN : Présence en force de la Banque de Maurice
Guerre ouverte contre Manou Bheenick avec la Banque Centrale rappelant officiellement que « the Governor shall be the principal representative of the Bank »

Ce matin, les indications disponibles étaient que le Central CID pourrait convoquer l’ancien gouverneur de la Banque de Maurice, Manou Bheenick, pour au moins des éclaircissements sur des zones d’ombre dans le Black Money saisi chez Navin Ramgoolam. Cette étape ferait suite à la présence en force ce matin au QG du Central CID de la Banque de Maurice, dont le First Deputy Governor, Yandranath Googoolye, accompagné d’autres hauts cadres de cette institution. La confirmation de la guerre ouverte entre la Banque de Maurice et le précédent gouverneur se trouve dans une note assassine postée sur le site internet de la banque pour remettre les pendules à l’heure au sujet de la responsabilité du gouverneur.

The shameful turn of events of the past few days must have left them wondering what happened to the Labour Party they believed in. As everything seems to fall in shambles, they must agree on one thing – this is not the doing of their rightful followers. This is the doing of one man, who put himself, his greed, his perversion and arrogance before his people and his country. A man who never measured the responsibility of power.

Affaire Ramgoolam: Facebook et autres réseaux sociaux en ébullition

«C’est une honte.» Cette phrase est sans doute celle qui revient le plus souvent dans les commentaires sur l’affaire Ramgoolam sur les réseaux sociaux. Cette histoire a fait un méga buzz sur la Toile dès l’arrestation de l’ancien Premier ministre, le vendredi 6 février. Les réseaux sociaux sont littéralement envahis de commentaires sur cette affaire, chaque nouvel épisode suscitant de nouvelles indignations ou de commentaires en faveur de Navin Ramgoolam.

Si l’on fait les comptes, c’est évidemment la première catégorie qui l’emporte, et largement. Les commentaires hargneux, cassants et sévères à l’égard du PM déchu sont légion, principalement sur Facebook. Certains usent de sarcasme pour montrer leur dégoût de la classe politique : «Abé pa pou nanié li enn sef. Secret polichinel. Le commun des mortels koné kifer maurisien sitan kontan fer politik». Un autre utilisateur de Facebook, très actif sur les groupes d’activistes, écrit que «l’île Maurice n’est pas un peuple d’assistés, mais bel est bien un peuple de citoyens volés et trahis par des capitalistes et leurs complices».
