From 1991 as such those in East Europe, Europe proper and Russia and Ukraine respective governments who have knowledge and worked the issues of that program to leverage  their government agenda and economic topics. To the current one and the war very uncertain  outcome.  How and when we have stated that war could have been ought to have been avoided. The very important negation of economic and financial resources and the deaths and refugees crises, the food crises. Question with so many crises where are the $600 billions going to come from other such major political pledges and it could have been,  should have been avoided. Our comment is guided by working with past US president and US politician, governments Cold War from President Reagan, Bush, Clinton, Bush,  Obama and now Biden. Likewise this SIROP program working with EU Commission and parliament from 1986/87, the African nation,  and Gulf nations.  Why this war was started those who talk of Global partnership and Developing nations Sustainable Development in practice. .
