Invitation out for candidates

Invitations are out for people to apply for the positions of chairman, vice-chairman and commissioners of the Anti-Corruption Commission.
Those applying should be qualified under the Anti-Corruption Act, 2016 and they have until May 23 to send in their application forms and curriculum vitae to the Constitutional Appointments Authority, La Ciotat Building, Mont Fleuri.
To qualify as candidates, applicants must meet the requirements set out in Sections 6 (3), 6 (4) and 7 of the Act and they are as follows:
-          Section 6 (3). A person who has held or is qualified to hold the post of a Judge of Supreme Court or Justice of Appeal shall be qualified for appointment as Chairperson.
-          Section 6 (4). A person to be appointed as Vice-Chairperson or a Commissioner shall have wide experience and knowledge in any one or more of the following fields of services (a) anti-corruption; (b) accounting; (c) administration; (d) law enforcement; (e) investigation; (f) forensic services.
-          Section 7 (1). A person having the qualification specified under section 6(4) is eligible to be appointed as the Vice-Chairperson or a Commissioner if the person (a) is a citizen of, and resides permanently in, the Republic; (b) is of proven integrity; and (c) has distinguished record of public service, or service in a profession or vocation.
-          Section 7 (2). A person shall not be appointed as the Vice-Chairman or a Commissioner if the person - (a) holds office in, or is an employee of, a political party; (b) has been convicted and served a sentence of imprisonment for term of six months or more for an offence involving fraud, dishonesty or moral turpitude, or any other offence under this Act or any other written law.
The commission will comprise five members and have its own structure, budget, and taskforce which will conduct investigations.
The first Anti-Corruption Commission being proposed in Seychelles will be tasked with receiving complaints and also investigating, detecting and preventing practices linked to corruption in both the public and private sector.
On March 22, 2016, the National Assembly voted in favour of the proposed creation of the Anti-Corruption Commission as part of the government’s decision to step up the fight against graft.
Finance, Trade and The Blue Economy Minister Jean-Paul Adam then sought the approval of the parliament for a budget of over US $100,000 to finance the setting up of the body.
In a recent interview, Minister Adam said: "The creation of the Anti-Corruption Commission will cater for what is lacking in terms of investigation. It responds to a request of the Seychellois people.”
He added that "it is important to have the necessary tools in place... to either confirm the charges or shed light on the facts."

The Office of the President has announced that, following recommendations received this week from the Constitutional Appointments Authority, the President has appointed the Chairperson, Vice-Chairperson and Members of the Anti-Corruption Commission, in accordance with Sections 6 and 7 of the Anti-Corruption Commission Act 2016.

The person appointed as Chairperson of the Anti-Corruption Commission is Justice Duncan Gaswaga, who has served the Judiciary of Seychelles, initially as a Magistrate and later as a Supreme Court Judge, between 2002 and 2013.  He is currently a High Court Judge in Uganda.

Mr. Daniel Jacques Belle, who is an Attorney at Law, has been appointed as Vice-Chairperson of the Commission.  Mr. Belle served as a Member of the Constitutional Commission which drafted the Constitution of the Third Republic, and also as a former Member of the National Assembly.

The other three Members appointed to the Commission are Mr. Hardy Daniel Lucas, Mrs. Priscille Chetty and Ms. Marie-Claire Elizabeth.

Mr. Hardy Lucas is a businessman, and a former Member of the Public Service Appeal Board, as well as a former Member of the National Assembly.

Mrs. Priscille Chetty is an Attorney and Partner in the Chetty & Hoareau Law Chambers of Victoria.

Ms. Marie-Claire Elizabeth has had a long career in journalism with the Seychelles Broadcasting Corporation, and although she has retired from fulltime work, still contributes part-time as producer and director of SBC TV programmes.

One of the first tasks of the Anti-Corruption Commission will be to recommend to the President, in accordance with Section 19 of the Anti-Corruption Commission Act, the appointment of a Chief Executive Officer who will be responsible for implementing the decisions of the Commission, and for the effective management of the affairs of the Commission.

The decision to create an Anti-Corruption Commission was announced by President Michel in his State of the Nation Address in February 2016.

He declared that the Commission would have the powers to investigate, detect and prevent practices linked to corruption.   It would also receive complaints against corruption and record investigations into allegations of practices linked to corruption in any Government departments and any institutions which receive funding and donations from Government.

The President repeated that Government would never tolerate corruption, and that it had already taken harsh measures where corruption had existed.  He said that the new Commission would spearhead this drive relentlessly.

This morning it sound like we are being targeted and the threatened - we want to remind and bring to the attention of all those involved managing that Anti corruption Commission,   read our forum and blogs - the Yugoslav war debacle, the setting up of the ICC, the media garbage lies and charade and the dishonesty of global Justice working/system - these are the same benchmark and value they decided to eliminate Saddam Hussein, Qaddafi, Ben laden and many others instead of eradicating the evil it has exploded in their face  and they never learn and humanity on the verge of destruction because of their benchmark and approach/justice value.  That SIROP program applied very important part and link with the above mention individual those who  chose to interpreted and present their own distorted argument.  Those who have done everything to cover up over the SIROP program content and setting up in 1987.

We want to address the Same parties - the former Ugandan chief justice in part for Setting the special arbitration court System in Seychelles was to try and avoid and overcome what we have written above -   So that those involved in that SIROP program could get to come to a table and work out the issue under a different moduS.  With the arrival of the chief Justice Matilda all this changed.

So far the law firm of Pardiwalla , Towmey Lablach have been acting and helping with that SIROP program for free - the time have come for us to apply for legal Aid from Seychelles to pay those lawyers and law firm Philippe Boulle and others we have used - would like to use.

All this would have been unnecessary if the government and FA Rene had agreed to pay us what is rightly due to that SIROP program instead of inventing and breaking all agreement and arrangement.

In Seychelles over the past 30 years those individuate and opposition who have been telling the public there are many things very wrong in that Seychelles and the utter corrupted system and recently Mr Christopher Gill and his party and former Minister Pat Pillay and the TV program and the media - instead of going for those individuals those involved in that new Anti corruption commission  so to say going for my person, attacking my person .

The person of Lawyer Daniel Bell as Vice Commissioner if we had to address them in public he would be disqualify,  not fit to take /hold that office. Part of the old DP issue and that SIROP program.

There are those from Seychelles government they hold the view that Uganda justice executive is best for our national working and they forget and choose  to overlook some of the very important deep impacting issue and the important why and that SIROP program.  Unless we have an utter corrupted and kangaroo court and justice system in that Seychelles these information will have to be handed/made available to the court and Judge in writing and the lawyers involved.

All those involved in that anti Corruption Commission ignore we have been writing and asking the UN and EU to help report on that program and its function - we detected some kind of grudge be they African Union originated or Masonic motive or other hate reason/racist.

The Home of that SIROP program is Europe not Seychelles and as such European law and Justice apply. If i was a judge and held any legal knowledge would be bloody ashamed for what have happen to those 25,000 exile and refugees and their Right churned in pigs dung the past 40 years instead of helping or setting up procedure that would help them - criminalized and make their effort and life very difficult.  had their been the presidential election outcome we have all been fighting and battling to get all this would not be happening and the regional and International  political and conflicts landscape very different.

Finally - as executive of that anti corruption Commission you are getting paid by Seychelles taxpayer and international doners, your resource, Office, transport and meal and other required resources.  - we are not paid a cent,  we have to take the little cent we have to further our cause - which court will  you go  and not be ashamed of such terrible benchmark and practice.

We hold the view that  Africa benchmark is being applied here - this racist position which in  the first place saw the deportation and ethnic cleansing, imprisonment  of those white Seychelles families, the founding father of our nation,  their properties stolen and confiscated and the lies and distortion of then Communist system against them and so call socialist  value and benchmark.  Those from Africa have no Right to apply and address us in the manner as they would African Colonial expat - they are not fit to head that anti Corruption commission.  Judge or not.

If so, was it under section 5 (2) of the Citizenship Act 1994 which gives the President total discretion to grant citizenship to a person who, in his opinion, special circumstances exist even if they are not otherwise entitled or eligible to Seychellois citizenship? Or was he granted Seychellois citizenship under section 5 (3) of the Citizenship (Amendment) Act 2013 which curtails the President’s discretion to grant citizenship by the imposition of a “Citizenship Eligibility Committee” to whom all applications have to be submitted and who will have to be satisfied that all the criteria set out under the new section 5 (3) are met especially when bearing in mind that a member of the Citizenship Eligibility Committee is Basil Hoareau who is a partner in the Chetty & Hoareau Chambers, the Chambers that represents President Michel, and members of his Cabinet?

Anti-Corruption Commission soon to start receiving public complaints

The recently appointed Anti-Corruption Commission has said members of the public will soon be informed when they can start submitting their complaints.
The chairperson of the commission, Judge Duncan Gaswaga, said this after yet another of its meetings held at National House yesterday morning.
Since its appointment by President James Michel early last month, the five- member commission has been meeting to organise itself, decide on its work methods, strategies, establish contacts, among others.
Other than Judge Gaswaga the other four members of the commission are lawyer Daniel Belle (vice-chairperson), lawyer Priscille Chetty, retired journalist Marie-Claire Elizabeth and businessman Hardy Lucas.
Following its meeting yesterday, Judge Gaswaga said the commission is in the process of finding an office and building a strong team including a suitable person to assume the position of chief executive.
“The whole exercise will be transparent and fair and applications for this and other jobs in response to our adverts will be received and considered on merit. We shall also soon let you know our website and contacts, and address once we find a suitable home for the commission,” Judge Gaswaga pointed out.
He said the number of staff it will need will be determined once it has completed its set-up and is fully operational.
The commission, which will work closely with the Attorney General’s office, the Ombusman, the police, Ethic Commission among other stakeholders, will receive complaints from any person or entity, investigate, detect and prevent practices linked to corruption in both the public and private sector.
It will craft strategies for creating public awareness and education on the negative effects of corruption (in schools, on TV and Radio, through seminars, internet etc). It is expected that the commission will have its own structure, budget and taskforce to enable it to conduct investigations.
“We are taking on this task with an open mind. The success of the commission will majorly depend on the support by and cooperation of you, members of the public. For the commission will only lead the way as well as coordinate the exercise. As we are mandated to detect and investigate any such activities, you, members of the public, shall act as our eyes and ears on the ground and we expect that as good, responsible and concerned citizens of this country you will make a report to the commission or police of any corrupt practices,” Judge Gaswaga said.
To encourage people to feel brave and confident enough to come forward with concrete evidence to report corruption practices, Judge Gaswaga said the commission will have a high level of confidentiality and informers will be well protected.
“Protection of informers is a very delicate issue and a big challenge and we shall find all means and ways to give confidence to these people so they can come out to help the commission knowing they will not be victimized,” Justice Gaswaga said.
It is to be recalled that the National Assembly enacted the ‘Anti-Corruption Law No. 6 of 2016’ in March this year, which provided for the establishment of the Anti-Corruption Commission.

Lucy Athanasius appointed Anti-Corruption Commission’s chief executive

Lucy Athanasius has been appointed chief executive officer of the Anti-Corruption Commission. Lucy Athanasius is the Anti-Corruption Commission’s chief executive
It was President James Alix Michel who made the appointment yesterday.
According to a communiqué from State House, Ms Athanasius was one of three persons whose names had been recommended to the President by the chairman of the commission, Justice Duncan Gaswaga, following interviews by the commission of all the candidates who had presented themselves for the post.
Ms Athanasius is currently chief research officer in the Seychelles Financial Intelligence Unit (FIU).
She holds a Master's degree in Criminology, Criminal Justice and Social Research, from the University of Surrey in the United Kingdom.
She has held numerous chief executive officer positions in government, the parastatal and private Sectors, and was instrumental in the establishment of the Seychelles Young Leader's Programme. She had also held the post of pro-vice chancellor of the University of Seychelles.
Section 19 of the Anti-Corruption Commission Act 2016 requires that the chief executive officer of the Anti-Corruption Commission be appointed by the President on the recommendation of the commission.

Newly appointed chief executive officer for the Seychelles Anti-Corruption Commission May De Silva says her strategy is to work with public and private stakeholders in the fight against corruption, to educate on how to identify corruption, and to investigate all complaints made on corrupt practices.

“Because Seychelles is a small country, we all know someone in some department who can help us get something done quickly,” Ms. De Silva says, setting up a common scenario. “We work on favours – give a little money for the person’s efforts in helping us. This leads to corruption. Favours lead to corruption. There are processes we must follow and anything diverging from this can lead to corrupt practices.”
Ms. De Silva, who hails from Anse Royale where she still resides, is no stranger to the inner workings of corruption. She explained during a short meeting with the press at State House yesterday that during her work in management for public and private financial and
auditing sectors, she observed that it is bad governance which leads to corruption.
“One may think that management had nothing to do with anticorruption work, but with all the experience I have in various sectors, I see that it all comes down to the ethics and policies in place,” she stresses.
Ms. De Silva further notes that following President Danny Faure’s
statement on the need for transparency, this will also be part of her
mandate.
“We will be looking at the ethics in all sectors, the policies in place,
the general attitude of the people working there, and I believe this
will all be a good opportunity for us to move forward and to see what
also can be improved,” she explains.
She adds that she will work closely with the National Assembly and will pay close attention to complaints from members of the public
whom she believes have a role to play in keeping all sectors accountable.
May De Silva officially received her instrument of appointment from President Faure yesterday at State House, in the presence of two of her family members and other members of Cabinet.
She did her tertiary education in Management and Executive Leadership at the University of Ulster, Northern Ireland. She is also a registered trainer, assessor, internal verifier, and Member of the Institute of Leadership and Management.
She also held positions of managing director, funding consultant, grants manager, and projects manager in various organisations across the UK. Prior to her appointment as CEO of the Anti-Corruption Commission, Ms. De Silva was doing tourism marketing consultancy for a number of tourism establishments in Seychelles.
She also sat on various boards and panels such as the Gender Advisory Panel in the Office of the First and Deputy First Minister of
Northern Ireland and The Belfast City Council Good Relations Partnership.
She also chaired the Strategic Women’s Reference Group of the
Northern Ireland Policing Board.
Ms. De Silva is the second woman to hold the position of CEO of the Anti-Corruption Commission. Her predecessor Lucy Athanasius
held the same position a mere three months from mid October 2016 to beginning of February 2017, and attributes her abrupt resignation to a “lack of support required for a job of such magnitude.”

To inventorise and classify heads of possible complaints with a view to assessing the size of the problem
To receive proposals orally or in writing from interested parties, and consider different methods used by other countries in similar situations, as to how best to approach and resolve the issues of unity and national reconciliation
To make proposals to Government on the structure and composition of the most appropriate national forum to deal with the issues of unity and national reconciliation, and the procedure it should utilize to that end.

For very many years have challenged and criticized the manner the Seychelles /exile network function - disjointed - we are not allowed to set in place and develop proper infrastructure to promote and explain our issues and the motives.  We now have a real/major crises with the official setting up of the Anti corruption commission and the Truth Commission - From Report available form the web most/if not all countries small and great they get/significant international support, financial resources, expertise and Technical supports  coverage and the benchmark - yet in Seychelles the manner these are being worked/processed -
We have four major plaints to present to both the Anti corruption commission and the Truth commission we lack the the resources to do this adequately, with the time specify/allocated  - the motives so that the exile/refugee of Seychelles can not address their grievance adequately and then what will be concluded as facts and best international benchmark.
Can you organisation look into this situation on behalf of those 25,000 Seychelles exile and those exile families who have returned

We had been concentrating on sorting that deadline for the Truth Commission Commission Committee when we saw two important news flash the incident in London and the appointment of the new Ambassador -

We want to stress and address publicly our opposition to the appointment of Ambassador Radegon to Paris/France - it is going to caused a great deal of confrontation - we will not put up or tolerate - we urge President Danny R Faure in the interests of National Unity and reconciliation to reconsider his appointment - The old Debacle of we starting a center in Calais when in office in spite of President F Mitterrand personal support for this project -

There are vast strand of EU working we are importantly responsible and involved in - we are not going to tolerate and put up with the same attitude he had when he was ambassador in London - We protested to then President FA Rene he had him Removed.

It is not going to be great or good if we have to address the EU Court and the Council of Europe or the Commission and start protesting to the political parties in France - Ambassador Bernard Shamlaye - We have that Truth Commission and the Anti Corruption Commission we will be addressing them on his person too -

My person had also opposed that he become the new leader of SNP

This is not the era of President F Mitterrand - the last European election and outcome, since those who requested we contribute to Europe workings and Economy, the mega Exile/Refugees bust up in Europe and that SIROP controversial program continuation - We have Britexit mega debacle - in France the real situation - the string of scandal affecting current France do not force/compel my person to say/write things/thematic in public others will find distasteful - the Person of President Holland will have to confirm his appointment - we oppose this appointment. Beside the Government and the President of Seychelles is not being sensitive enough what the last election presidential and National assembly was all about - we have compromise we could have been heavy handed - in our responsibility

Anti-Corruption Commission reacts to allegations of illegal entry of weapons

The Anti-Corruption Commission Seychelles (ACCS) has reacted to an article published by TODAY in Seychelles newspaper on Saturday April 8, 2017, entitled ‘Did guns enter the country illegally?’
The ACCS said in a communique yesterday that it will conduct its own enquiry and investigations on its own motion.
“The allegations made in the article mentioned is serious in nature and the ACCS will liaise with all the relevant authorities to move this matter forward,” says the ACCS communiqué.
The ACCS is a neutral and independent body with one of its objectives being to raise awareness and promote the values of honesty and integrity among people and various sectors with a view to prevent corruption.

Anti-corruption commission conducts enquiry in possible unlawful land acquisition

The Anti-Corruption Commission Seychelles has taken the decision to conduct an enquiry on its own motion, following the publications which recently appeared in the local media regarding the misappropriation and/or unlawful acquisitions of land.
In communiqué released yesterday, the Anti-Corruption Commission Seychelles (ACCS) said the enquiry is in accordance to Section 5 of the Anti-Corruption Act 2016 – into the allegations of corrupt practices by a former government minister, who has allegedly been holding 52 registered plots of land out of which 26 have already been sold or transferred.
Further investigations will also be carried out into the alleged corrupt inheritance of land by the same person.
ACCS considers these allegations to be serious. It will endeavour to get to the bottom of these matters and deal with them according to the law.

The Nation, the people expects a lot more. From the Assembly. They should have the stomach. The ambition. The vision. To move the country forward. The country needs a Political Downpayment for the future. Can this Assembly deliver? Everyone to their own.
There is the need for national debates. Debates on/of Real Issues. Issues affecting the daily lives of all citizens. Debates to promote a better Seychelles. Dignified Seychelles. Compassionate Seychelles.This Assembly should produce Comprehensive Policies. Demonising not one of them.
The Truth, Reconciliation, etc. Commission. Could be set on the back burner. It could become a Joke. A Circus. Some are talking of the 1950’s. During the Briitish Rule. It is their job. Their prerogative. For Diversion. Distraction. The opponent of change. Still in the box. It all comes with the absence of the specific period by the Assembly. Closure in the too distant future. Progress on the Anti- Corruption commission barely visible.
These two. Amongst many others. Are these shortcomings by design? Or the Institution too big, too large, too huge for them? Or Just plain Inability? To manage? To handle? Or fingers singed? Hands burnt? Many Presidential Aspirations. Few Presidential Disposition.
The Assembly is put to task. About all the shortcomings. There is this wobbly response. Wounded excuses. “It has been FORTY YEARS. Exercise Patience”. “Nous pe guette ladans”. Patience for the next FORTY YEARS? With All the Indignities? As a Bonus!!
Economic power in the hands of the selected few. Difficult for local entrepreneurs. Local banks not supportive. They do not belong to the Club. The Assembly should engage with the Ministry of Finance. To act as guarantors for Serious local entrepreneurs. ALL. Change in the Economic Landscape would be perceivable. Buoyant.
Investments in the country fall under two distinct categories. Real Foreign Capital. And Foreign Intellectual Property financed by local investors/partners. The local banks play a large role. Local entrepreneurs outside this exclusive economic framework.
The Assembly should initiate a review of these two categories of investments. With any/all details. On any/all investments on our shores. Any/all guarantors in the country. Individuals. Companies. Banks. All the BAD DEBTS. There could be some surprises. Pleasant. Unpleasant. Or Animal Farm revisited. ‘All animals are equal. Some more equal than others’.

‘A true reflection of transparency and accountability’


The Seychellois public will, as of today, be able to inspect and admire one year worth of ‘gifts of state’ in an exhibition being held at the National Cultural Centre.
The ‘Gifts of States’ exhibition, as it has been dubbed, is the first of its kind and was opened in a brief yet momentous ceremony yesterday.
In attendance were President Danny Faure, Vice-President Vincent Meriton, Designated Minister Macsuzy Mondon, President of the Court of Appeal Francis MacGregor, ministers, the Commissioner of Police Kishnan Labonte, the Attorney General Frank Ally and other well-regarded and distinguished guests.
The exhibition intends to mark and commemorate one year since the inauguration of President Faure as the President of the Republic of Seychelles on October 16, 2016.
As stated by Mohamed Afif, the Secretary of State for Cabinet Affairs, President Faure took his oaths promising a more inclusive and participative society.
He wanted, and still hopes, to see a country where honesty, integrity, social justice, good governance and transparency are not only aspired for but also attained.
It has been said by some that throughout his one year of presidency President Faure has thoroughly advocated for the above values, establishing policies and introducing legislations that build upon them.
Henceforth in the spirit of transparency and accountability, a multitude gifts of states - which are gifts the President have received from foreign delegations and locals as well as during official state visits - have been curated for the curiosity of all.
Delicate Chinese vases and artworks, gold coins from Cuba as well as its ever-famous cigars and rum, a signed copy of the Good English Bible by Bishop French Chang-Him, New Grove rums from our Mauritian neighbour, an elephant piece from Kenya and a small wooden replica of a ship from the Comoros are only some of the exhibition pieces up for display.

Every person’s perception of corruption is different, May De Silva has told Seychelles NATION in an exclusive interview.
Ms De Silva, chief executive (CEO) of the Anti-Corruption Commission Seychelles (ACCS) shared her views on corruption and gave an overview of the commission’s work over the past eight months as the world prepares to celebrate International Anti-Corruption Day on Saturday December 9.
This year’s theme for the day is ‘United against corruption for development, peace and security’.
Ms De Silva said she believes corrupt practices would involve acts such as bribery, doing favours for others while not following a transparent process and favouritism in regards to family and friends.
Giving an example of corruption she said when it comes to employing a family member rather than employing someone per their qualifications.
Ms De Silva said “corruption exists in Seychelles, it is real and it is not a perception”.
“There is a broad range of corrupt practices which can be found in the Anti-Corruption Act 2016 and the cases the ACCS receives are assessed using criteria set up under the Act,” she said.
As the International Anti-Corruption Day approaches, she feels the public should be informed of the level of work being undertaken by the ACCS since it was launched on April 27, 2017.
There has been the setting up of three different units – complaints, prevention and investigation ‒ to deal with corruption cases.
“Those units cover our mandate which is to investigate, detect and prevent corruption. To date we have received 58 complaints,” she said.
She said after the complaints are logged, the complaints department sifts through each case and once enough information is collected it is then moved to the investigation unit for further information gathering.
“At the complaints unit they will review whether the complaint has a corruption element to it, if it’s not a corruption-related matter then the complainant is informed or the case is referred to another authority. If the complaint is genuine and includes corruption then it is referred to the investigation unit which will then carry out further investigation and gather more evidence. Then recommendations can be made to the Attorney General (AG) to inform him of the person to be dealt with and taken to court,” she said.
Out of the 58 cases, 30 are with the investigation unit, 14 are at the assessment stage in the complaints unit, while five cases have been closed due to a lack of evidence, three have been referred to other authorities and six are pending awaiting supporting documents to register complaint.
Breaking down the figures, 32 of these cases are against government agencies, 16 against the private sector, five against the legal sector, three against sporting organisations and two against parastatals.
The top average reports are related to abuse of power or acts of bribery with 22 cases, 16 cases related to land and property and six cases related to construction tenders.
She acknowledged the high expectation from the public as they want to see results, but given the size of the commission, the number of complaints it has received is huge as it currently only have two investigators.
“We are kindly asking for the public to be patient as we are still in the process of setting up, recruiting new staff and putting the structures in place but we are really confident that with the increase of staff early next year we will be able to refer more cases to the AG’s office for prosecution,” she said
Meanwhile, results of the first survey done in Seychelles on corruption will be released on December 9, and Mrs De Silva noted that although there was poor response from the public it does not mean that the quality is not good.
The purpose of the survey launched a few months ago, was to establish the actual perception of corruption in Seychelles.
Mrs De Silva is appealing to everyone to make it their duty to behave with dignity and to follow a code of conduct when carrying out their work.
“We need to be open, honest and transparent in our decision-making especially for people in authority, whenever they make a decision it is logged somewhere and there is an explanation in how they have reached a decision so that there is no accusation of corruption. So if we follow good ethics and follow the code of conduct that is set out by the department of public administration (DPA) then corruption should in effect be eliminated,” she said.

Some of the corruption complaints received by the Anti-Corruption Commission Seychelles (ACCS) will soon to be brought to the Attorney General’s office by the ACCS investigation unit, as per the Anti-Corruption Act 2016.
The ACCS has received 58 complaints to date since its establishment in 2016.
This was announced in a symposium organised on Saturday at the Palais de Justice to commemorate the United Nations (UN) International Anti-Corruption Day, celebrated every December 9.
In attendance were Vice-President Vincent Meriton; chief executive of ACCS, May De Silva; chairman of the commission, Justice Duncan Gaswaga; Chief Justice of the Supreme Court, Mathilda Towmey; Leader of Government Business in the National Assembly Charles De Commarmond; members of the ACCS; representative from the office of the Attorney General and other interested parties.
ACCS revealed that out of the 58 complaints lodged, 30 are at investigation stages, 14 are under assessment, five have been closed, three referred to the relevant authorities and six are pending.
According to their infographics, government agencies have been the recipient of the majority of the complaints with a total of 33 complaints lodged against them -- a percentage of 55% of total complaints. This is followed by the private sector (16 complaints), legal sector (5), sporting organisations (3) and the parastatal (2).
The majority of reported complaints relate to abuse of power and act of bribery, and issues related to property and construction tenders.
In her opening remarks Ms De Silva stated that Seychellois are now empowered and are quickly realising that there is a new drive towards good governance currently in play in the country.
“Today all government ministries, departments and agencies are well positioned and have all the tools necessary to prevent corruption at the highest and lowest level to bring efficiency in administration and financial management,” she said.
To move forward, she continued, the society must combat all forms of corruption -- cultural or otherwise -- and inculcate these values in the future generation.
“Prosecution will happen,” Ms De Silva stressed while referring to some of the corruption cases soon to be brought to the Attorney General’s office by the ACCS investigation unit, as per the Anti-Corruption Act 2016.
ACCS also took the opportunity to reveal the preliminary results of Seychelles’ first ever anti-corruption survey.
Denis Joubert, the prevention and education manager at ACCS, noted that the survey creates a benchmark on public perception on the state of corruption in the country.
It showed that 86% of responders knew of the existence of the ACCS however the preliminary results revealed a lack of understanding on its role and mandate.
In addition another large majority, 82.8%, stated that there is a high level of corruption in the country.
Mr Joubert said his department will soon be assisted by the United Nations Development Programme (UNDP) in order to conduct a more thorough, comprehensive and in-depth survey on corruption.
Meanwhile the prevention and education unit has already kickstarted its anti-corruption campaign with sessions conducted at La Digue school, Praslin secondary school and Anse Royale secondary school.
“Aside from the general public, our prevention programme particularly targets youths in schools and governmental entities,” he said.
The unit has identified ways in which anti-corruption education can be inserted into school curriculums and plans on meeting with the curriculum department of the Ministry of Education and Human Resource Development in January 2018 to hatch out the details.
The symposium concluded with a video presentation and presentation of certificates to schools and students who took part in the sessions.
