Ukraine can decide that it wants to be included in NATO, but not on whether it will become a member - even if it wrote this in its own constitution. An admission of Ukraine is only for our security interest sse, if it is a joint European security alliance under the inclusion of Russia gives. A recording of Ukraine without this condition would be a security risk for all of us. That is why a contractual pledge to Russia not to include Ukraine in NATO would be a contribution to peace and a common security architecture in Europe.
