Two years with President Danny Faure in office

Sweeping reforms and policy accomplishment

Today, October 16, marks two years since Danny Faure took over the presidency from James Michel who resigned barely 10 months after taking office for his third five-year mandate.

With emphasis on three key words – good governance, accountability and transparency – President Faure vowed to revise laws and come up with new ones to cater for our time.

These past two years have been an incredibly productive and rewarding time for Seychelles as we have worked together to focus on our jobs, families, homes, putting in place the right institutions, achieving excellence; creating exceptional experiences for all, etc.

President Faure has also compiled a substantial record of policy accomplishment, made sweeping reforms within a number of institutions.

Only last Friday, President Faure proudly announced that Seychelles is ranked first in the region and on the African continent for developing human capital, according to a report by the World Bank.

With a score of 68%, Seychelles is ranked 43rd out of 157 countries assessed under The Human Capital Project. Mauritius is in second position on the African continent and 52nd position worldwide, while Singapore is first on the index with 88%.

The report also shows that Seychelles is the only country in the world that has made the most progress in people investments for the last five years.

Despite all these achievements and President Faure striving for political reforms and establishing a more inclusive and transparent policymaking process, the opposition coalition Linyon Demokratik Seselwa (LDS), who has the majority in the National Assembly since winning the 2016 parliamentary elections, has been making fresh calls for President Faure to resign and for new presidential elections to take place.

Leader of the opposition in the National Assembly Wavel Ramkalawan even brought a motion to the house last month calling on President Faure to step down.

President Faure has shown confidence in the face of criticism and has even made it clear in the past that he will not resign, but will complete his mandate to achieve the inaugural promise of good governance, accountability and transparency.

The people of Seychelles will surely be listening to the country’s fourth president’s address this evening.

Cabinet considers a number of legal and policy memoranda

A number of legal and policy memoranda were considered during a scheduled meeting of the Cabinet on Wednesday morning chaired by President Danny Faure.

Cabinet approved the policy proposal for the drafting of a new Anti-Money Laundering Bill. This policy proposal follows the National Risk Assessment conducted in 2016 and 2017 as well as the recommendations of the ESSAMLG Mutual Evaluation Report adopted in 2018 by the Council of Ministers meeting hosted in Seychelles.

Cabinet approved to make it mandatory for payments for asset acquisition to be made through the banking system for a wider range of assets. This new requirement will be included as part of the review of the Anti-Money Laundering Act.

Cabinet also endorsed actions relevant to six International Labour Organisation (ILO) recommendations concerning employment.

Cabinet approved the Seychelles Decent Work Country Programme 2019 to 2023. This is the second programme aimed at building on emerging challenges and lessons learnt from the first programme’s implementation.

Cabinet approved for the hosting of two international meetings in Seychelles. The 7th meeting of the Multidimensional Poverty Peer Network will be held in 2019 while the Commonwealth African Trade Negotiators Network meeting and the Commonwealth Consultation on Multilateral, Regional and Emerging Trade Issues for Africa meeting will be held in November 2018.

Cabinet also approved for Seychelles to embark on the World Health Organisation (WHO) supported process of elimination of mother to child transmission of HIV and syphilis.

New appointments and transfers in government

President Danny Faure has announced a number of changes in the Executive, some of which will take effect on February 1, 2019, and some on March 1, 2019.

Laurie-Mae Lepathy-Ansah has been appointed in the new post of communications advisor in the Office of the President. She will work closely with the President, members of the cabinet, special advisors, principal secretaries and chief executives in helping to coordinate communications across the government, with the aim of keeping the public well informed on government policy and strategy in relation to the work of the Executive.

Mrs Lepathy-Ansah holds a Bachelor’s Degree in English from the University of Reading, UK, and has twelve years’ experience as a communications and marketing executive to a wide range of leading businesses in the UK. Her appointment takes effect on February 1, 2019.

The President has appointed Paul Labaleine as the principal secretary for Risk & Disaster Management in the Office of the Designated Minister. Mr Labaleine has a Master’s Degree in Risk, Crisis and Disaster Management, from the University of Leicester, UK, and has previously served as district administrator for Grand Anse Mahé between 1994 and 2007, when he moved into the field of Risk & Disaster Management, where he has held the post of director general since 2010. Mr Labaleine’s appointment takes effect on February 1, 2019.

Beryl Naiken, who is presently the chief executive in the Prevention of Drug Abuse and Rehabilitation Agency, will be taking up the post of advisor in the Ministry of Family Affairs with effect from February 1, 2019.

The President has also announced the appointment, with effect from March 1, 2019, of Fanette Albert as the new principal secretary for Lands. Mrs Albert holds a Bachelor’s Degree in Construction Management from the University of Westminster, UK, and has worked for over fourteen years in the Town & Country Planning Authority, where she has most recently served as the deputy chief executive.

Ravi Valmont, who is the current principal secretary for Lands, will remain as technical advisor in the same department.

President Faure gets update on major infrastructure projects

President Danny Faure has received an update on the status of six major infrastructure projects currently being developed in the country during a meeting at State House on Thursday morning.

These infrastructure projects follow on from the announcements by the President in his 2018 State-of-the-Nation Address, whereby he detailed capital projects that are important for the development of Seychelles.

There are six projects, among which two are already underway, namely the rehabilitation and extension of Port Victoria and the second sub-marine cable.

The contract for the rehabilitation and extension of Port Victoria has been awarded to a consultant, who will work on its technical aspects before releasing for tender. This will be finalised by October this year. It is expected that this project will commence early 2020 and be completed in 2021.

Secondly, there is the sub marine cable project which is at the Environment Impact Assessment (EIA) stage and to be completed by 2020. This second cable will provide an alternative route for connection in the event of an accident with its first cable. This project is being done in partnership with the private sector.

President Faure was also updated on four other infrastructure projects which are at various stages of development, including the tunnel between Cascade and Grand Anse Mahé, the construction of a dam in the district of Grand Anse Mahé, the reclamation of 5 areas around Mahé and Praslin and the construction of a new LNG power plant which generates electricity through the combustion of Liquefied Natural Gas (LNG).

In view all these major infrastructure projects, the Public Utilities Corporation (PUC), which was represented in this meeting by its chief executive Philippe Morin, will ensure that it has the necessary infrastructure in place so that when the demand for electricity and water rises, PUC is ready to meet the request in a reliable and affordable manner to its customers.

Present for the meeting was the Minister for Finance, Trade, Investment and Economic Planning, Maurice Loustau-Lalanne; secretary of state for Finance, Patrick Payet; consultant for reclamation in the Ministry of Habitat, Lands, Infrastructure and Land Transport, Patrick Lablache; and the principal secretary for Economic Planning, Elizabeth Agathine.

Danny Faure in his capacity as the head of the executive branch of Government will deliver his message on the State of the Nation Address (SONA) later today.

This address will also signal the beginning of the National Assembly’s work for 2019.

If past SONA are anything to go by, Faure will dwell on the accomplishments of his administration, in his third SONA.

In view that between April and August 2020, Seychelles is scheduled to go to the poll to elect a new president, the 2019 SONA should therefore offer an insight in Faure’s strategies on a number of important policy announcements including: cost of living, social ills (drugs & alcohol), infrastructure development, fishing and agriculture, employment and housing.

It should be noted that the Faure administration is yet to deliver anything concrete on many of the announcements made in recent past such as the financing mechanism for the social housing programme; use of LNG; reclamation project; construction of two tunnels across Mahé; and the introduction of a tax on foreign owned property.

Most of all, political commentators are eager to hear what strategies Faure will set out to improve the country’s economy.

Are we all going to be intrigued about what Faure will say? Time alone will tell.
