Chairperson and Commissioners of the Truth, Reconciliation and National Unity Commission Sworn in
President Danny Faure witnessed the swearing-in of the Chairperson and Commissioners of the Truth, Reconciliation and National Unity Commission during a ceremony held at State House this afternoon.
The Chairperson of the commission is Mrs Gabrielle Louise McIntyre, and the Commissioners are Bishop James Richard Wong Tin Song, Mrs Marie-Therese Pervis, Mr Michael Green, Mr Jaques Koui Gbilmou, Mrs Marie-May Leon and Mr Pierre Rosario Domingue. They have been appointed following recommendations made to President Faure by the Constitutional Appointments Authority.
During the ceremony the members of the Commission present took two Oaths – the Oath of Allegiance and the Official Oath. Two members of the Commission, Archbishop James Wong and Mrs Marie-May Léon, were absent from today’s ceremony and will take their oaths at a later date.
Addressing guests during the ceremony, the Attorney General Mr Frank Ally, highlighted the historical significance of the inauguration of the commission and retraced some of the key stages that have led to the swearing-in of the members of the commission today.
Ms Gabrielle Louise McIntyre, the Chairperson of the Truth, Reconciliation and National Unity Commission, is an Australian lawyer with 23 years of experience in particular in the field of human rights. She is a leading legal expert on international criminal law procedure and international humanitarian law. She has contributed as a Transitional Justice Expert in countries such as Rwanda, Kosovo, Congo and Uganda. She served as a legal advisor for the International Criminal Court in The Hague for the former Yugoslavia from July 2004 until November 2015. Before her appointment to the Commission, she was the Chair of the Board of Directors of Women’s Initiatives for Gender Justice in The Hague and Uganda.
Mr Pierre Rosario Domingue has been the Chief Executive Officer of the Law Reform Commission of Mauritius since 2006. He is an experienced lecturer on Human Rights and formerly headed the Department of Law at the University of Mauritius. From 2012 until 2020, Mr Domingue served as a Consultant to the Office of the Prime Minister of the Republic of Mauritius and worked on the Action Plan on Human Rights. He chaired the Advisory Committee set up by the Government of Mauritius on the Reinforcement Framework for Protection against Domestic Violence. Mr Domingue is familiar with the laws of Seychelles and has provided legal advice to the Bills Committee of the Seychelles National Assembly on the revision of the Civil Code of Seychelles.
Dr Marie-Thérèse Purvis is a sociologist and educationist by profession. She has held positions including Director of the National Institute of Education and Coordinator of higher education. Dr Purvis served as a member of the Electoral Commission of Seychelles from 2011 until last year. She has received training in Strategic and Financial Planning, Election Observation and Management of Democratic Elections in Africa. Presently, she is an independent consultant, Chairman of the NGO Sustainability for Seychelles and a member of the Plant Conservation Action Group.
Mr Michael Green has held several positions including Elected Member of the Governing Council of Seychelles in 1969. He was an activist in trade unions and politics. Mr Green left Seychelles in 1997 to live abroad where he has held several posts in the tourism sector. Whilst overseas he has held a keen interest in the political affairs of Seychelles and has kept abreast with the country’s political developments.
Mr Koui Gbilimou is a retired teacher who is still active in civil society organisations. He has been involved with elections, human rights and democracy promotion through the NGO Citizen Democracy Watch Seychelles. He has conducted several workshops on Human Rights and Citizenship Education.
Present for the Ceremony at State House was the Vice President, Mr Vincent Meriton, the Leader of Government Business in the National Assembly, Hon. Charles Decommarmond, the Attorney General, Mr Frank Ally, the Ombudsman, Mrs Nichole Tirant-Ghérardi, members of the Constitutional Appointments Authority, and other distinguished guests.

Comment - We have read the above - Russian President Vladimir Putin is attending the Victory Day military parade in Moscow’s Red Square to commemorate the 74th anniversary of the defeat of Nazi Germany in 1945. From 1986/87 when that SIROP program was presented to the USA, the USSR, those in then Europe/France/Vatican, the ~~South Africa, the Pan African Congress/ANC , President Nyerere, those from President FA Rene politic and those supporting the US in Africa. The Australia government and Embassy in London and Canada. Nicholas Prea on Friday afternoon.
After being sworn in earlier this month, Mrs. McIntyre and Mr. Domingue discussed the preparatory stage of the Commission which has already started taking place since their recent official meeting, to understand their obligations and mandate. The Speaker, who was accompanied by the Leader of Government Business in the National Assembly, Hon. Charles De Commarmond, of whom is also the Vice-Chairperson of the Truth & Reconciliation Committee, the Clerk of the National Assembly, Ms. Jutta Alexis and Mrs. Genevieve Morel the Director to the Office of the Speaker, highlighted the importance of the Commission to promote peace and unity, as well as discussing the possibility of the Commission meeting with the Members of the Truth & Reconciliation Committee in June 2019.
In addition, Speaker Prea and Hon. De Commarmond also highlighted the importance of the Committee remaining as an oversight and consultation mechanism whilst the Commission undertakes the crucial task which will soon be underway, as well as the sharing of information that the Committee had gathered with the Commission so that they can carry out their work effectively. #lasanble

Members of the Truth & Reconciliation Committee meet with the Truth, Reconciliation & National Unity Commission

The Chairperson of the Truth, Reconciliation and National Unity Commission, Mrs Gabrielle McIntyre, accompanied by the Commissioners namely; Mrs Marie-Therese Purvis, Mr Michael Green, Mr Jaques Koui Gbilmou, and Mr Pierre Rosario Domingue, met with the Speaker and Members of the Truth & Reconciliation Committee of the National Assembly of Seychelles on Wednesday 5th June 2019.
The purpose of the meeting was to give an apercu of the work of the Committee to the Commission, of which involved a presentation by the Chairperson of the Committee, Hon. Wavel Ramkalawan explaining the grievance cases that the Committee had received during their work which included an assimilation of figures. The Members of the Committee who were also present, namely Hon. Nicholas Prea, Hon. Simon Gill, Hon. Paul Ernesta and Hon. Francois Adelaide as well as the Vice Chairperson, Hon Charles De Commarmond expressed to the Commission the unique case of Seychelles and that the smallness of the country should not reduce the significance of the incidents, as well as the importance of promoting peace and national unity when the Commission independently undertakes its work soon.
The Commission met with the Committee on 5th June, which in itself was a historic moment for the first meeting between the Commission and the Committee whereby the way forward on achieving national unity and reconciliation was discussed.

Did not want to address the topic of the 30th Anniversary of Tianaman Square with the article of US Presidential Trump visit however - then Mr Ken Livingstone in Kilburn - Brent , then Irish large Community centre in Kilburn, the Latin america House, the Pan African Congress in London, the US Embassy, China and Russia then 1989 - Time and time have addressed and ask that the UN review that SIROP program or the EU, Many correspondence to the International court of Justice the European court, the Human Rights court and the ICC, what was really happening and that SIROP program- those monitoring, the NGO in London then, the underground movement of Czechoslovakia and Croatia in London the country of the Trump Ladies/Family, alliance of exiles and Refugees Mr Rooney Moodley of Refugee Forum and AHRAG, those across the continent, then many politicians of Europe and Britain and Sir James Mancham and Mandela -[ and those who had come to my person asking me to apply the same mechanism as had been used to change the COMECON, WARSAW-PACT to apply it on China, then Seychelles , OAU, Communist , Cold War relation and the driving capacity of that SIROP program then on China - and our reply, the many instance we have publish this, those who had been hell bent on breaking China using that SIROP program mechanism and dynamic, leverage mechanism, creating havoc and that Truth Commission etc.,in Seychelles, its relation with China over the years , currently headed by the ex ICC Jurist. President FA Rene knew about those incidents as well as other African head of State and the UN then yet what the media have written and expressed. That was not America working as many have written and then US president, then Intelligence and powerful US Politicians.

Time is running - my person ought have been in Mauritius - still we bite the bullet and eat the British bitter gorge the expression. Having mentioned we have addressed three leading Mauritius legal families to help our exiles /refugees address that Truth Commission etc., and other instance. The below Justice recent appointment and the Mauritian serving on the Truth Commission etc.,- That SIROP program the number of time have state in writing the many leading Franco/Mauritius families who have impute and contributed, the De Charmond Family, the Bontard Family, the Sauzier Family, the family who adopted Maria Kovlosky/served a police officer in Seychelles Despeville, the Coven Family , Morel du Boile Family, the Morel, Frichot Family beside the big Estate and land owners - the respective industry others with direct linking form Seychelles, Reunion -we discovered that the below justice appointment debacle in the killing which took place in Mauritius of that /the daughter of the Irish Football manager, the Trial and the political backlash and spillover - the publish address we made what triggered the killing and incident, we wrote to the Justice in Mauritius and they never took notice - is this the kind of Justice those trained in Mauritian will deliver in Seychelles. Not forgetting we are in exile and have the right to address other International court for different opinion we do not have to abide their opinion and ruling. On June 27, 2019, the last two national members of the Truth, Reconciliation and National Unity Commission – Archbishop James Wong Yin Song and Marie-May Leon – were sworn in as Commissioners before President Danny Faure at a ceremony held at State House. The other national members of the Commission, J.P Michael Green (vice-chairperson) Dr Marie-Therese Purvis and Jacques Koui Gbilimou, along with foreign members Pierre Rosario Domingue and Gabrielle Louise McIntyre had been previously sworn in on May 9, 2019.

On June 27, 2019, the last two national members of the Truth, Reconciliation and National Unity Commission – Archbishop James Wong Yin Song and Marie-May Leon – were sworn in as Commissioners before President Danny Faure at a ceremony held at State House. The other national members of the Commission, J.P Michael Green (vice-chairperson) Dr Marie-Therese Purvis and Jacques Koui Gbilimou, along with foreign members Pierre Rosario Domingue and Gabrielle Louise McIntyre had been previously sworn in on May 9, 2019.

The Mauritian Truth and Justice Commission: Legitimacy, Political Negotiation and the Consequences of Slavery
The MTJC was established by the Truth and Justice Commission Act, no. 28 of 2008, taking effect from 1 February 2009.The Act established the MTJC's terms of reference and powers. A central issue in the terms of reference had been the compensation question. Although the first draft contained the word, the approved version did not. Moreover, it omitted the specific objective of identifying the institutions and individuals responsible for slavery which had been a feature of earlier committees.52 Its objectives were ‘to make an assessment of the consequences of slavery and indentured labour during the colonial period up to the present’. The Act also contained a clause (4c) specifying a separate and onerous function: to inquire into any complaint made by anyone ‘aggrieved by a dispossession or prescription of any land in which he claims he had an interest’. The MTJC was to make recommendations to the President ‘on measures to be taken following its assessment and its findings with a view to achieving social justice and national unity’. The Commission was accorded considerable powers. They could make visits, take copies of documents, summon witnesses on oath, gather information in foreign countries with the Prime Minister's approval and seek disclosure of any document even where confidential information was involved. The secretary to the Cabinet and Head of the Civil Service were empowered to make staff available, without any limitation. It was required to report within 24 months, extendable by a further six on Presidential approval.

We have read through the Mauritius Truth Commission report - no where do they mention the state of Mauritius economy, society, politic 1986, then Cold War the impact of the cold war politic on the lives, working of small nations right across the board. Good morning everybody and Blessed Sabbath -given certain important events last Saturday, some 100 years when the SDA started/planted the first church in Seychelles beside in Mauritius where it concern, the monuments among it the Koenig Family - the founding father of the part - the place they used to hold the slaves, we came across the Mauritius Truth Commission etc., document 9/8/19 - the Bible was available 300 years ago, what was happening why did it happen -(please think before reacting because in Seychelles this Friday/Saturday an equally important event - the handing of the National Assembly Truth Committee records to the Seychelles National Truth commission etc., , the Adventist passage/experience during the One party system in Seychelles those who were jailed, persecuted and suffered that was only 40 years ago -those who battled for their belief, the church and consequences, no where is this recorded by the church, everybody prefers/chose to forget the young Adventist not told/educated - the current new President of the SDA Church in Mauritius came from Seychelles )

On 17 July the Commission met with the Second Secretary of the Indian High Commission.
On Friday 26 July, Commissioners Green, Purvis. Leon and the Chair met with the Open Government Partnership to discuss matters of common interest.
On Monday 29 July Commissioner Green and the Chair met with the Attorney-General to discuss matters of general concern to the operations of the Commission, including the finalization of the Rules of Procedure and Evidence.
On Tuesday 30 July, the Chair met with the President and provided an update on the progress of the work of the Commission.
On 1 August, the first four members of staff started with the Commission. The Commission and staff met with ICUS representative Mr. Barry Laine and engaged in an open and frank conversation. An agreement was reached to work together in the future.
On 2 August the Commission met with representatives of the United Seychelles Party to discus the necessity of political support for the work of the Commission.
On 6 August the Commission met with representatives of Linyon Demokratik Seselwa to discuss the work of the Commission and the role of national leaders in the process of reconciliation.
On 7 August the Ombudsman visited the Commission and gave a presentation to staff and Commissioners on the importance of procedures.
On 8 August the Commission met with representatives of the Seychelles Patriotic Party to discuss the work of the Commission and the role of national leaders in the reconciliation process.
On 9 August legal researchers from the Supreme Court, Phumzile Sokhela, Mafaro Kasipo visited the Commission and gave a presentation to the Commissioners and staff on research approaches and skills.
