Moskau. Die Eingebung kam auf dem Weg nach Ulan-Bator. Während seines Fluges in die Mongolei habe er einen Friedensplan für die Ostukraine entworfen, verkündete Russlands Präsident Wladimir Putin am Mittwoch nach seiner Ankunft. Sieben Punkte umfasst das Papier, das der Kreml-Chef folgendermaßen umriss: Er rief die prorussischen Separatisten auf, ihren Vormarsch zu stoppen. An die ukrainischen Regierungstruppen appellierte Putin, sich aus dem Kampfgebiet zurückzuziehen und Luftangriffe einzustellen. Überwachen sollen die Waffenruhe internationale Beobachter. Zudem regte der russische Präsident einen Austausch von Gefangenen, die Einrichtung eines Korridors für Flüchtlinge und Hilfslieferungen für die Zivilisten im Krisengebiet an.

Im Osten des Landes tobt der Krieg, und im Westen der Ukraine wird er von Nato-Truppen geprobt: Dieses Szenario kündigt sich nun für die Ukraine an. Es werde „definitiv" weitere Nato-Übungen auf ukrainischem Territorium geben, erklärte der Nato-Botschafter des Landes, Ihor Dolhov, im Gespräch mit der „Presse". Zugleich soll auch die Zahl der ukrainische Soldaten erhöht werden, die an Nato-Übungen auf den Territorien deren Mitgliedsländer teilnehmen.

Die Waffenruhe im Osten der Ukraine wird nach Einschätzung der Präsidenten der Ukraine und Russlands, Petro Poroschenko und Wladimir Putin, weitgehend eingehalten. In einem Telefongespräch hätten die Staatschefs am Samstag festgestellt, dass die am Freitag vereinbarte Waffenruhe "im Allgemeinen" eingehalten werde, teilte das ukrainische Präsidialamt am Samstag in Kiew mit. Poroschenko und Putin hätten über Maßnahmen gesprochen, die getroffen werden müssten, damit die Waffenruhe von Dauer sei, hieß es weiter. Zuvor hatten sich die im Osten der Ukraine kämpfenden Regierungstruppen und Separatisten gegenseitig vorgeworfen, die Waffenruhe gebrochen zu haben.

Es war ein Funken neuer Hoffnung, dass der Ukraine-Konflikt doch noch friedlich gelöst werden könne: Die Waffenruhe, die seit Freitagabend in der Ostukraine gilt. Doch am Montag deutete alles darauf hin, dass sich die Lage zuspitzt. Während die Waffenruhe rund um ukrainische Städte wie Mariupol und Donezk nicht hielt, beschloss die EU am Montagabend neue Strafmaßnahmen gegen Russland.

Die EU wird am Sanktionskurs gegen Russland nach Angaben von Bundeskanzlerin Angela Merkel trotz des ausgehandelten Friedensplans mit der Ukraine festhalten. Russland sei bis jetzt mit Waffen und Truppen an dem Konflikt in der Ostukraine beteiligt, kritisierte Merkel. "Wir wollen jetzt Taten sehen." Wenn die zwölf Punkte des Friedensplans von Russlands Präsident Wladimir Putin und seinem ukrainischen Kollegen Petro Poroschenko umgesetzt würden, könne man auch über die Aufhebung von Sanktionen reden.

Reaktion des Westens sei zwingend

Der Westen müsse darauf reagieren, dass Russland direkt in seinem Nachbarland eingreife, sagte Merkel. "Und was ist die Möglichkeit zu reagieren? Das sind Sanktionen", betonte sie. Der Nachteil eines Nicht-Handelns sei größer als mögliche Nachteile für die deutsche Wirtschaft durch Sanktionen. "Wenn wir zur Normalität zurückkehren, werden wir natürlich auch die Sanktionen wieder aufheben", betonte sie. Man wolle die "langfristige Grundlage für eine Kooperation mit Russland auch nicht aufgeben".

Die Sanktionen sollen nicht sofort, sondern möglicherweise erst am Freitag in Kraft treten, teilte der scheidende EU-Ratspräsident Herman Van Rompuy mit. Laut Diplomaten sind etwa die Bank des staatlich kontrollierten Energiekonzerns Gazprom und dessen Ölsparte Gazprom Neft betroffen. Weitere Reise- und Kontensperren treffen Personen aus der russischen Politik und Wirtschaft sowie ukrainische Separatisten; Namen wurden nicht bekannt gegeben.

Waffenembargo gegen Moskau

Insgesamt ging es um Maßnahmen in sechs Feldern: Russischen Banken und staatsnahen Betrieben soll der Zugang zum europäischen Kapitalmarkt erschwert werden. Die Liste mit Personen, die Kontosperren und Einreiseverboten unterworfen sind, sollte ausgeweitet werden. Dazu ein Waffenembargo und Exportverbot von sowohl militärisch als auch zivil nutzbaren Gütern. Die EU nimmt den Export von Erdöltechnik ins Visier, und: Russland soll keine Bühne für Sportgroßereignisse erhalten.

Mit dem Aufschub solle Zeit gegeben werden, um die Waffenstillstandsvereinbarungen und den Friedensplan zu bewerten. "Abhängig von der Situation vor Ort ist die EU bereit, die vereinbarten Sanktionen ganz oder teilweise zu überprüfen", teilte van Rompuy weiter mit.

Noch keine Veröffentlichung

Die Maßnahmen sollen dann in Kraft treten, wenn sie im Amtsblatt der EU veröffentlicht werden. Nach Angaben von EU-Diplomaten wären von den neuen EU-Sanktionen im Finanzbereich auch die russischen Ölkonzerne Rosneft, Transneft und Gazprom Neft betroffen.

Intern hatte es heftige Diskussionen gegeben, da einige Länder wie Ungarn und die Slowakei bremsten. Also wurde in das neue Sanktionsregime ein Mechanismus eingebaut, der es ermöglicht, einzelne Maßnahmen sofort zurückzunehmen, sollte es das Verhalten Russlands erlauben.

Mögliche russsiche Luftraumsperre

Russland hatte indes Gegensanktionen angekündigt. Etwa die Sperre des russischen Luftraums für Fluglinien aus der EU. Damit hat Moskau bereits Anfang August gedroht. Jetzt könnte diese Drohung umgesetzt werden - mit schmerzhaften Folgen für europäische Linien: Über die Transsibirien-Route sparen sie sich bei Flügen nach Asien und Australien enorme Umwege, und damit Geld. Laut russischer Luftfahrtbehörde seien das mehr als 20.000 Euro pro Flug.

Bei der AUA wären von einer Sperre des russischen Luftraums drei Flüge pro Tag betroffen. Jene nach Tokio, Peking, Astana führen über Russland. „Wir könnten sie jedoch verhältnismäßig leicht umplanen", heißt es bei der AUA. Dies wäre bei Tokio und Peking jedoch mit einem Umweg von 1,5 bis zwei Stunden und höheren Kosten verbunden. Wie hoch diese sind, könne man noch nicht sagen, da man sich die Details erst ansehen müsse. Deutlich drastischer wären die Auswirkungen für die AUA, würde auch das Anfliegen russischer Städte unterbunden. Davon wären pro Tag bis zu sechs weitere Flüge zu vier Destinationen (St. Petersburg, Rostow, Krasnodar, Moskau) betroffen.

Poroschenko schickt Panzer

Auch in der Ukraine selbst wurde der Ton schriller: „Der Feind wird eine vernichtende Niederlage erleiden", donnerte Präsident Petro Poroschenko bei einem Besuch in Mariupol. Die wichtige Hafenstadt ist seit Tagen umkämpft. Einheiten der prorussischen Aufständischen versuchen, sie zu erobern. Auch am Wochenende sind trotz Waffenruhe die Gefechte weitergegangen.

Poroschenko kündigte am Montag an, weitere Panzer und Raketenartillerie in die Hafenstadt zu schicken. „Das ist unser ukrainisches Land, wir werden es niemandem überlassen." Zuvor hatten die Rebellen verlautbart, dass sie weiter an einer Abspaltung von der Ukraine arbeiten würden. (red., ag.)

US-led military exercises due to begin in western Ukraine

US-led military exercises involving 15 countries were set to begin in Ukraine Monday, as fighting rumbles on in the restive east between government forces and pro-Russian rebels in violation of a ceasefire.

Heavy fighting erupted around the rebel stronghold of Donetsk in eastern Ukraine on Sunday, piling further pressure on a precarious nine-day-old truce between the government and separatist fighters.

Large clouds of thick black smoke billowed over the industrial city as the boom of sustained shelling and the rattle of automatic gunfire rang out throughout the day, AFP reporters witnessed.

Donetsk council said there had been civilian casualties and described the situation in the city as "critical" but gave no further information.

Kiev accused the rebels of jeopardising the truce by intensifying their attacks on government positions in eastern Ukraine, the scene of five months of deadly combat.

While Kiev and the West accuse Russia of playing a role in the rebellion in the east, soldiers from the 15 nations will begin military exercises dubbed "Rapid Trident 14" near Lviv in the west of the country.

The United States was expected to send around 200 troops to take part in the exercises, the Pentagon said earlier this month, in a show of solidarity with Kiev.

It will mark the first deployment of US ground troops to Ukraine since the Kiev government's conflict with pro-Russia separatists erupted earlier this year.

Sunday's fighting in the east appeared to be concentrated near Donetsk airport where the Ukrainian military said it had driven back an assault by insurgent fighters on Friday.

"The terrorist actions are threatening the realisation of the Ukrainian president's peace plan," said security spokesman Volodymyr Polyovy.

He also took aim at comments by two rebel leaders who both signed the 12-point truce deal in Minsk on September 5, but who declared on Sunday they were mere "observers" at the talks.

The ceasefire is seen as a first step in efforts to draw up a longer term peace deal to end a conflict that has cost more than 2,700 lives and set off the worst crisis in East-West relations since the Cold War.

President Petro Poroshenko has pledged to offer the eastern regions that form the economic backbone of Ukraine some limited self-rule, although the separatists say they want nothing less than full independence.

Rebels and government forces swapped dozens of captives also on Sunday in the latest exchange agreed under the accord, but the insurgents said Kiev's forces were still firing at them.



"From our side, nobody is shooting but they are breaking the rules, everybody in the world knows it," said a rebel commander defending a checkpoint near a village south of Donetsk.

The simmering crisis has exposed layers of mistrust between the West and Moscow and between the largely Russian-speaking populations in the east of Ukraine and the pro-Western leaders in Kiev.

The truce halted a rebel counter-surge across the southeast last month with the alleged support of Russian paratroopers and heavy weaponry that turned the tide of the war against Ukrainian forces.

NATO and Kiev say at least 1,000 Russian soldiers and possibly many more remain on Ukrainian soil although the Kremlin denies this.

Prime Minister Arseniy Yatsenyuk accused Russian President Vladimir Putin on Saturday of seeking to "eliminate" Ukraine as an independent country with the goal of resurrecting the Soviet Union.

Poroshenko heads to Washington this week to meet President Barack Obama, seeking to secure a "special status" with the United States as he steers Ukraine further out of Russia's orbit.

Obama has rejected direct military involvement but unveiled tougher economic sanctions on Moscow that -- together with similar EU measures -- effectively lock Russia out of Western capital markets and hamstring its crucial oil industry.

Russian Foreign Minister Sergei Lavrov accused Washington of trying to use the crisis to "break economic ties between the EU and Russia".

The punitive measures and an accompanying East-West trade war have left Russia's economy facing possible recession but have seemingly failed to alter Putin's course.

Russia on Saturday sent a 220-truck convoy it said was carrying aid to the residents of rebel-held Lugansk, who have been struggling without water and power for weeks.

Ukraine -- which did not give permission for the convoy to cross -- had expressed fears the trucks may be carrying supplies for insurgents and bitterly protested a similar delivery last month.

On the domestic front, cracks emerged in Poroshenko's administration when a deputy foreign minister quit over a delay in the implementation of an EU trade deal, apparently under Russian pressure.

Meanwhile the pro-Russian Regions Party that ruled Ukraine under ousted president Viktor Yanukovych also announced Sunday it would boycott the October 26 parliamentary ballot and form an "opposition government" designed to fight Kiev's westward course.

Russia Plans Break From Global Web as U.S. Rift Deepens

Russia plans next week to discuss contingency measures to cut the country off from the global Internet in what the Kremlin called a necessary step to shield the nation from the U.S.-controlled worldwide Web.

Russia’s state security council will examine ways to ensure domestic users can be redirected to servers inside the country rather than relying on the U.S.-managed Internet domain-names system, the Moscow-based Coordination Center for .RU domain said by e-mail today.

“We need to defend ourselves from the U.S. and Europe,” President Vladimir Putin’s spokesman, Dmitry Peskov, said by phone today. “This is not about isolating ourselves, it’s about getting ready for possible cut-offs as countries that regulate the Web may act unpredictably.”

Pastor Abducted During Church Service in East Ukraine

Church leaders call for prayer as they seek to learn the pastor’s whereabouts.

A Seventh-day Adventist pastor is missing after being abducted by gunmen during a communion service last Sabbath at a church in separatist-controlled eastern Ukraine, local church leaders said.

Unidentified men carrying machine guns and wearing camouflage burst into the church in the city of Horlivka on Sept. 27 and seized Pastor Sergei Litovchenko, the Ukrainian Union Conference said.

“They interrupted the worship service and forced the worshipers to disperse,” it said in a statement. “They ordered Pastor Sergei Litovchenko to close the church, forced him into a car, and drove away in an unknown direction.”

The incident occurred as the pastor was leading the congregation in a communion service in the small, rectangular church located at 1 Ulitsa Horlovskoi Divizii. Adventist churches around the world commemorated Jesus’ Last Supper on Sept. 27 as is customary on the last Sabbath of each quarter.

The Horlivka gunmen justified their actions by saying that "this is Orthodox land and there is no place for various sects here," the conference statement said.

They refused to say who they were and what right that had to disrupt the church’s activities, replying bluntly to church members’ questions, “It’s none of your business.”

The Ukrainian Union Conference was trying to establish the whereabouts of the pastor.

“Where he is and what has happened to him is unknown,” said Vassily Nichik, director of the public affairs and religious liberty department of the West Russian Union Conference, which borders eastern Ukraine.

“Please pray for him,” he said on his Facebook page.

The abduction is a troubling development for the Adventist Church in eastern Ukraine, where clashes between pro-Russia separatists and Ukrainian government forces have killed more than 3,500 people since April. Separatists, who support the Orthodox faith and have spoken critically of Protestantism as a sect, have detained several church members in the past but always released them quickly.

No Seventh-day Adventists have been injured or killed in eastern Ukraine, where the conflict de-escalated into an uneasy ceasefire on Sept. 5. Only one church building has suffered major damage.

John Graz, director of the Adventist world church's public affairs and religious liberty department, expressed deep concern over the kidnapping and said he was puzzled over why anyone would target the pastor.

“Our church is officially recognized in Russia and Ukraine, and we expect our members and pastors to be respected by the authorities on the territory of eastern Ukraine,” Graz said Monday. “The Seventh-day Adventist Church is not involved in politics, and we don’t understand why it should be attacked.”

In 2009 had come to Seychelles beside my Family to meet with President FA Rene - the SDA Ukraine /Russian church had prayed - they gave me a Bible specially signed by all the church members as a gift to bring to Seychelles for the Family - that suit case never made it to Seychelles over weight and the were other items in there which would have helped the nation - that suitcase to this day is unopened, all the sweets and porridge for the family and tea is still there - Most important all the officials and SDA reading my post - all those angry and turning their back at my person for the Vatican, Catholic and Swiss Oder we have dared to write about on our SIROP website. I/we say it very loud and clear - the Adventist promote the view they have the Truth and work closely with the Holy spirit - if they knew/know they would know what that SIROP program was/ is all about - the many issues of my person and the Ukraine /Russian nation - most important if the SDA Church had been sincere there would not have been a Russian/Ukraine conflict/war and killing and death. I defy/dare any member of the SDA International community to request that we talk and write about these issues in Public. Then they will hear and must be prepared for a great deal more and they are not going to like it. In den vergangenen neun Tagen seien 262 Menschen bei den Gefechten zwischen Armee und Separatisten ums Leben gekommen - "der tödlichste Zeitraum" seit September 2014, sagte am Freitag UN-Menschenrechtssprecher Rupert Colville in Genf. Laut Schätzungen der UNO und der "Organisation für Sicherheit und Zusammenarbeit in Europa" (OSZE) ist damit die Zahl der Todesopfer seit Beginn des Ukraine-Konflikts auf mindestens 5086 gestiegen. "Wir befürchten, dass es auch mehr sein könnten", sagte Colville.

Ukraine peace talks collapse, Kiev and separatists trade blame

(Reuters) - Peace talks on Ukraine collapsed on Saturday after just over four hours with no tangible progress towards a new ceasefire but with Ukraine's representative and separatist envoys angrily accusing each other of sabotaging the meeting.

Ukraine's representative, former president Leonid Kuchma, left the talks in Minsk, Belarus, telling Interfax news agency that separatist officials had undermined the meeting by making ultimatums and refusing "to discuss a plan of measures for a quick ceasefire and a pull-back of heavy weapons".
