Putin: Ukraine at Brink of Civil War
Russian President Vladimir Putin says the growing crisis in Ukraine has brought the country to the brink of civil war.

The Kremlin says Mr. Putin made his comment during a telephone call Tuesday with German Chancellor Angela Merkel.

President Putin accused the Ukrainian government of pursuing an "anti-constitutional" path by using force against the pro-Russian demonstrators who have taken over official buildings in 10 southeastern Ukrainian towns and cities.

The Kremlin says the Russian and German leaders hope Thursday's talks in Geneva between the European Union, Russia, Ukraine, and the United States will show the importance of finding a peaceful solution.

Meanwhile, witnesses in the Ukrainian city Sloviansk near the Russian border say six armored personnel carriers flying the Russian flag have rolled into the town.

A number of armed men sat on top of the vehicles, waving to the people in the streets.

Also, armed pro-Russians have taken over the mayor's office and the city council building in Donetsk.

Ukraine launched what it calls an anti-terrorist operation in Sloviansk and other towns Tuesday to try to take back the government buildings seized by the protesters.

There are different reports on whether shots were fired, if there are any casualties, and who controls what.

The protesters are demanding referendums on whether the cities will split from Ukraine and join Russia. A similar vote in last month in Crimea led to the Russian takeover of the Ukrainian peninsula.

Moscow says it has the right to protect Russian-speakers in Ukraine.

EU lays out impact of financial sanctions on Russia


(Reuters) - The European Commission handed documents to EU member states on Wednesday explaining the potential impact on their economies of imposing stricter trade and financial sanctions on Russia over its actions in Ukraine, diplomats said.

Worried about potential leaks of the sensitive data, the Commission informed each country only about the risks it would face, rather than sharing full details with all 28 member states. The assessments were handed out in brown paper envelopes to individual EU ambassadors during a meeting in Brussels.

The documents examine several categories of sanctions, including on energy, finance and trade, setting out the impact imposing the restrictions would have on the bilateral economic relationship between Russia and each country.

Inside the city council chamber in Donetsk, the head of housing was reassuring his colleagues about the state of the municipal drains. Outside the door was a less ordinary scene.
Masked men armed with clubs, old shotguns and a Kalashnikov assault rifle were standing guard.
The city hall did its best to continue business as usual after pro-Russian separatists occupied the premises. A few dozen grimly silent men, clad in black balaclavas, faded camouflage fatigues and bullet-proof vests, took over without any violence or opposition.
They have already proclaimed the birth of the “Donetsk People’s Republic” in this eastern Ukrainian city of one million people. In theory, a “People’s Council” now rules Donetsk and the surrounding region, with a population of 4.5 million. The city hall has become the latest public building to fall to the “People’s Republic”.
Its self-styled representatives demanded a referendum on whether their new state should follow Crimea’s example and abolish itself by joining Russia.

Lavrov: Russia, US, EU, Ukraine agree on de-escalation roadmap




Russia, the US, the EU and Ukraine have adopted a joint document on the de-escalation of the Ukraine crisis, Russian Foreign Minister Sergey Lavrov said, after talks in Geneva. It calls for all illegal armed groups to lay down arms and a wide amnesty.

The document calls for an “immediate start of a nationwide national dialogue within the framework of the constitutional process, which must be inclusive and accountable,” Lavrov said.

The most important agreement reached during the talks, according to Lavrov, states that the Ukrainian crisis “must be resolved by the Ukrainians themselves concerning an end to the conflict” including those related to “detaining protesters, occupying buildings” and, in the long run “the start of true constitutional reform.”

“Among the steps that have to be taken are: the disarmament of all the illegal armed groups, and the return of all the occupied administrative buildings,” Lavrov told journalists at the Thursday briefing.

“An amnesty for all the protesters must take place, except of those who committed grave crimes,” the Foreign Minister added.

Lavrov said the document does not give any guidelines on the future political system of Ukraine.

“We did not use any terms… There are federations where the rights of the regions are limited, and there are unitary states in name only where the regions have broad authority,” he explained.

The goal of the meeting was to send a signal to the Ukrainians that they are responsible for stability in the country and must ensure that “each region can protect its history and language,” Lavrov stressed.

“Only then will Ukraine be a strong state, a proverbial bridge between the East and the West,” Lavrov said.

The Russian side on Thursday provided US and EU representatives with documents passed on from south-eastern Ukrainians, which contain “a thorough vision of how their interests should be reflected in the new [Ukrainian] constitution.”

The OSCE’s (Organization for Security and Co-operation in Europe) monitoring mission must play “the leading role” in assisting the Ukrainian authorities to resolve the crisis, Lavrov stressed, adding that Russia “will support” the mission’s work.

The Geneva meeting has given Russia “hopes” that “the US and the EU are genuinely interested in a trilateral cooperation with Russia aimed at convincing the Ukrainian to sit down at the negotiation table,” Lavrov said.

According to the Russian top diplomat, the Americans now have a “decisive influence” on the Kiev authorities, which should be used for resolving the crisis.

Russia “does not want to send any troops to Ukraine,” Lavrov stressed, answering journalists’ questions. Moscow’s chief concern is that the rights of all the Ukrainian regions, including those with Russian-speaking majorities, must be taken into account in the constitutional reform.

“We have absolutely no wish to send our troops to Ukraine, to the territory of a friendly state, to the land of a brotherly nation. This is against the fundamental interests of the Russian Federation,” Lavrov said.

Calling the recent NATO statements on Ukraine’s neutrality “unacceptable,” Lavrov stressed that pushing for changes in the country’s non-aligned status will “undermine the efforts to resolve the crisis” in Ukraine.

“The fact that Ukraine has chosen non-aligned status and enshrined it in its law must be respected by all and there should not be any attempts to doubt it or to erode its meaning,” the Russian Foreign Minister stressed.

Ahead of the quadrilateral talks, Lavrov met US Secretary of State John Kerry, while EU foreign affairs chief Catherine Ashton saw Ukraine’s acting Foreign Minister Andrey Deshchytsa. Both meetings were held behind closed doors.

Even before the sides arrived in Geneva, they disagreed on the purpose of the meeting. Moscow insisted the talks should be focused on resolving the Ukrainian political crisis, while Kiev roundly rejected the idea of “the internal affairs of Ukraine being the subject of the talks,” including constitutional reform. Lavrov had stressed that all the regions of the country must take part in the reform.

The Ukrainian parliament (the Verkhovna Rada) announced on Wednesday that the meeting should be aimed at putting an end to “aggressive actions and subversive activities of the Russian Federation that put the territorial integrity of Ukraine under threat.” On Thursday, Russian President Vladimir Putin dismissed the allegations of Russian forces’ and special services’ presence in eastern Ukraine as “nonsense.”

Putin also blasted Kiev for launching a military operation against its “own people.”

“Have they lost their minds? They are deploying tanks, armored vehicles and weaponry! Against whom? Are they nuts?” said Putin during his annual question and answer session, adding that the government in Kiev “needs to come to its senses.”

The coup-imposed Ukrainian Prime Minister Arseny Yatsenyuk on Thursday said he did not have high hopes for the Geneva meeting “because I do not trust the Russian side.”

Meanwhile, the Western powers are reportedly treating the meeting as a way to push Moscow into recognizing Kiev’s coup-imposed authorities. Lavrov, however, stressed that “this would not be the case.”

One of the observers presented in the city of Sloviansk said that none of the group had been harmed.

A team from the Organisation for Security and Co-operation is hoping to begin negotiations with the militia.

The gunmen continue to occupy official buildings in a dozen eastern cities, defying the government in Kiev.

Ukraine's acting president has admitted his government has practically lost control of the east of the country, with his security forces "helpless" to stop a rolling takeover by pro-Russia gunmen.

Olexsandr Turchynov said numerous Ukrainian military and security personnel had defected to the rebels, taking their arms with them. Using the language of defeat, he told a meeting of regional governors: "I will be frank. Today, security forces are unable to take the situation in the Donetsk and Luhansk regions quickly under control."

His comments came after anti-Kiev militants seized a string of official buildings in the eastern city of Luhansk on Tuesday. Only the city's police station remained under nominal central command.

Standing outside Luhansk's police headquarters on Wednesday, Tatiana Pogukay was close to tears. "We are still here. We didn't surrender. But Kiev betrayed us," she said. Her emotion was understandable. The previous night she and her colleagues had fended off an armed attack by 50 pro-Russia separatists. The gunmen in fatigues attempted to storm the building. One fired warning shots in the air; some scaled the roof; others rammed the rear entrance with a Kamaz truck.

The officers inside managed to stand their ground. They tossed smoke and stun grenades at their assailants from upper-floor windows. A frightened group of conscripts was allowed to leave. Eventually the separatists called it a night – with the police still in control of their four-storey regional HQ, at least for now. "We didn't give up our weapons. We defended this place with honour," Pogukay, a police colonel, said.

If Putin needed a pretext to finally drive across the Ukraine border, he got it today following first the death of nearly 40 pro-Russian protesters in Odessa during a confrontation between pro-Russia and pro-Kiev forces, and then, what appears to be a storming in progress right now by the Ukraine national guard of yet another separatist-controlled city in east Ukraine: Kramatorsk.

According to RT, Ukraine’s National Guard is storming the eastern town of Kramatorsk even as it has also resumed its special operation in Slavyansk, where two soldiers have been killed.

“The assault is starting now,” a Kramatorsk self-defense activist has told RIA Novosti by phone. Another activist told the news agency that the National Guard opened fire on self-defense forces.

Dozens have been killed or injured in Kramatorsk, a doctor told RIA Novosti. The medic added that the fighting has now stopped and all of those injured have been taken to hospitals in Kramatorsk and Slavyansk. At least two died on the way to the hospital, she said.

Meanwhile, the Ukrainian military’s special operation has resumed in the nearby town of Slavyansk. The headquarters of the people’s self-defense is under snipers’ fire, according to Itar-Tass. There are reports of injuries among protesters.

The head of Ukraine’s anti-terrorist centre has said there is heavy fighting in the eastern town of Kramatorsk.

Vasyl Krutov made a brief statement to the news conference in which he said: "There is gunfire and clashes around Kramatorsk ... What we are facing in the Donetsk region and in the eastern regions is not just some kind of short-lived uprising, it is in fact a war."

In a later statement he added that Ukrainian forces have retaken the security service headquarters in Kramatorsk.

Local television showed pictures of armoured personnel carriers moving through the town.

Today’s clashes follow a series of Ukrainian-led dawn raids on pro-Russian strongholds near the town, which culminated in the capture of a television tower near the city.

The town of Kramatorsk is just 10 miles away from Slaviansk, the city at the centre of major unrest yesterday.

The Seychelles Financial Intelligence Unit (FIU) has attended a high-level international meeting to support the government of Ukraine in recovering stolen assets.
The Ukraine forum on asset recovery was jointly organised by the United Kingdom and the United States of America on April 29-30, 2014 in London.

The two-day meeting, opened by UK Home Secretary Theresa May, brought together representatives of key international financial centres and international organisations to bolster collective action, foster direct exchange between practitioners and plan practical steps towards the goals of tracing and recovering stolen assets and of sending a strong message that there can be no impunity for those who carry out such illegal actions.

Some of the key objectives of the meeting included: reaffirming the political commitment of the international community in tracing and recovering stolen assets, facilitating international cooperation for the early tracing of such assets and addressing ways of tracing assets hidden behind complex corporate structures;

While a number of multilateral meetings took place, allowing government officials, judicial experts, prosecutors and financial investigators to interact, there were also important bilateral meetings between different states impacted by the illicit money flows and opaque beneficial ownership trails.

A critical issue for discussion, of importance to Seychelles, was the availability and accessibility of beneficial ownership information (the ‘flesh and blood’ identities of those who own and exercise control of offshore structures and associated bank accounts) in jurisdictions incorporating offshore companies and establishing offshore bank accounts. This issue of transparency and beneficial ownership has emerged as a leading issue on the international stage, driven by the G8 and the G20.

The UK government has led on this issue, publicly committing itself to the establishment of a public central registry of beneficial ownership information despite strong objections from industry and the legal profession. It has taken the further step of calling on the authorities of British overseas territories such as British Virgin Islands (BVI), Bermuda, the Caymans and the Isle of Man, to do likewise.

In March this year, the European Parliament in a landslide vote of 643 to 30 strongly endorsed a revision of the European Union (EU) Anti-Money Laundering measures, to include a proposal for the creation of national central registries for beneficial ownership of companies, trusts and other legal structures. This will make it much harder for criminals and corrupt politicians to hide their identities, and their illicitly-acquired assets, behind anonymous companies and trusts.

There is, however, no universal consensus in the EU on the form a central registry should take. Most EU States already host a central registry of directors and shareholders but the new directive requires that this be extended to identifiable beneficial owners. While all understand the need for this to be accessible by law enforcement, many see problematic issues with the register being made public.

The Seychelles needs to closely monitor international developments and the emergence of de facto standards in this rapidly changing environment and policy makers, regulators, related agencies and industry need to work together to achieve the best possible solution to meet both our national interest and our international responsibilities.

Meanwhile, the Seychelles FIU will continue to cooperate with its international partners on a number of bribery and corruption investigations in accordance with the UN Convention Against Corruption.

Odessa's House of Trade Unions is a five-storey marble palace in the grand style favoured by Stalin-era architects. It could be the centrepiece of almost any city in the former Soviet Union.
On Saturday it was a charred wreck: a morgue and a crime scene. A grief-stricken crowd gathered outside the burnt-out building, including relatives of the dead and the missing, seeking answers to what had become of their loved ones.
They were parents, grandparents and bystanders, all united in shock and sorrow over the street battles that claimed 42 lives here in the Ukrainian port city of Odessa on Friday. At least 32 people died in the fire which engulfed this building after nightfall.
"There are 32 bodies inside. They are absolutely unrecognisable, simply black from head to foot. It will take at least two days to finish the investigative work here," said Moris Ibrahimov, a local man chosen by the crowd to cross the police cordon to witness the scene.
The Odessa Massacre, as some are already calling it, was the greatest single loss of life in Ukraine's unrest since the revolution in February. It has brought the country closer to civil war than ever before.

Ukraine crisis: violent clashes in Mariupol as both sides began burying their dead

Both sides embroiled in the escalating crisis in Ukraine began burying their dead against a backdrop of more violence, as clashes with pro-Russian militants continued into the night and the country edged closer towards war.

In Kramatorsk, a separatist-held town in the east that saw an advance by Ukrainian troops at the weekend, seven priests led mourners in prayer for a woman killed by large calibre bullets. In the south-western port city of Odessa, a small crowd of about 50 people gathered to bury a pro-Ukrainian activist.

Overnight, government forces retook a city hall in the eastern port of Mariupol, Ukrainian media announced on Wednesday, after heavy fighting with militants.

Ukraine's Channel 5 television said the National Guard had seized the building, forcing rebels into the streets, where they blocked the main thoroughfare, burning tyres and a trolleybus. By Wednesday morning, traffic could again move.

The pro-Russia insurgency in eastern Ukraine decided Thursday to go ahead with Sunday's referendum on autonomy despite a call from Russian President Vladimir Putin to delay it.

While Putin's call on Wednesday to postpone the vote was seen as part of an effort to step back from confrontation and negotiate a deal with the West, he fueled tensions again on Thursday by overseeing military exercises that Russian news agencies said simulated a massive retaliatory nuclear strike in response to an enemy attack.

Putin said the exercise involving Russia's nuclear forces had been planned back in November, but it came as relations between Russia and the West have plunged to their lowest point since the Cold War.

President Vladimir Putin has arrived in Crimea, his first visit to the peninsula since Russia annexed it from Ukraine in March.

He addressed sailors in Sevastopol harbour as part of celebrations marking the 1945 Soviet victory over the Nazis.

The Kiev government protested at the visit, calling it a "gross violation of Ukraine's sovereignty".

Meanwhile, reports say several people died in a shoot-out between Ukrainian troops and separatists in Mariupol.

Comment _ World you are so thick headed, the news flash that in  Ukraine they have stormed Police Head quarter setting the building on fire and death. We have some builders on the road the cars passing at high speed winding/ waking them up and how this impact synergy and dynamic in a given place, over a given issues , events and then what the media , experts and politicians ramble about.

By now the Ukrainian and many former USSR and East Europe Communities who have lived in Britain a few years  know how and why this works. Those ignorant/then ignorant - ill informed meanwhile in their country and around the world

IN SUSPENSE thrillers, timing is everything. Tension builds, music screeches, disaster looms—and suddenly there is a release. On May 7th Vladimir Putin, Russia’s president, staged such a moment. Having stoked conflict, raised tension to breaking point and threatened invasion, he made a magnanimous concession. The bogus referendums on the independence of eastern parts of Ukraine may be postponed and a presidential election on May 25th may go ahead. And Russia would pull its troops back from the Ukrainian border.

Mr Putin has got most of what he wanted. The annexation of Crimea has been accepted, serious economic sanctions have been averted, his popularity has shot up and, having created a mess in Ukraine, he is playing peacemaker. Nor did he give much away. The referendums were logistically impossible anyway. Yet his offer will push the Kiev government into talks with self-proclaimed separatists in the east and south of Ukraine. The negotiated release of Pavel Gubarev, a “people’s” governor of Donetsk arrested in March, will give the rebels legitimacy without any referendum.

(Reuters) - Pro-Moscow rebels pressed ahead with a referendum on self-rule in east Ukraine on Sunday and fighting flared anew in a conflict that could dismember the country and pitch Russia and the West into a new Cold War.

With voting still going on, one separatist leader said the region would form its own state bodies and military after the referendum, formalising a split that began with the armed takeover of state buildings in a dozen eastern towns last month.

Ukraine crisis: Tens of thousands vote in regional referendum dubbed 'a criminal farce organised by Russia'

The result is going to be a victory for separatists by a large percentage, with those opposed to them overwhelmingly staying away from the polls; as had been the case in Crimea.

There were further echoes of what took place there with the leader of the Peoples’ Republic of Donetsk, Denis Pushilin, declaring that once the results were announced, “All Ukrainian military troops on our territory will be considered illegal and declared occupiers”.

The separatists’ ‘election commission’ stated that official results would be announced on Monday afternoon. A second vote may take place, on a date yet to be decided, on whether the people of Donbass want to join the Russian Federation.

Ukraine separatists appeal to Moscow to be absorbed into Russia, day after referendum on self-rule shows 80 percent support.


The Ukrainian separatist region of Donetsk appealed to Moscow on Monday to consider its absorption into the Russian Federation to "restore historic justice".

The statement, the day after a referendum on self-rule that rebels said had mustered some 80 percent support, was certain to infuriate Kiev and anger Western states who believe the rebellion has been engineered by the Kremlin.

The Ukrainian Prime Minister's office said it had no immediate reaction to the statement by Denis Pushilin, a leading member of the self-declared "Donetsk People's Republic", at a news conference in largely Russian-speaking Donetsk.
He said Belarus also belonged in a broader union of states that once formed the core of the Soviet Union.

Ils sont épuisés, mais heureux d’avoir foulé le sol insulaire sains et saufs. Fuyant le conflit qui s’est durablement installé en Ukraine, cinq étudiants mauriciens ont regagné le pays hier, mercredi 21 mai.

Ils gardent toutefois espoir de pouvoir repartir quand la situation retournera à la normale. «J’attends les prochaines élections dimanche pour voir ce qui va se passer», a déclaré Henraaj Jebodh à son arrivée à l’aéroport, à Plaisance. Cet habitant de Pamplemousses est en troisième année de médecine dentaire. Sa sœur Shriya Wawyani Jebodh, qui est en deuxième année de médecine, confie qu’elle «veut surtout se reposer et profiter un peu de ma famille».

Quant à Alli Bhurtun, originaire de Vallée-des-Prêtres, il préfère ne pas songer au futur pour l’instant. Mais il compte bien retourner en Ukraine pour terminer ses études.
Les étudiants en médecine en Ukraine ont pris le chemin du retour après la sortie d’une circulaire stipulant que les universités doivent mettre un terme à leurs activités.
