Senior police officers leave under modernisation plan - 13.04.2009

Five senior police officers have left the force, taking early retirement, as part of the modernisation process at higher levels to make it more efficient.


The departure of two chief superintendents, two superintendents and an assistant superintendent took effect last Friday.

This is part of the Police Department’s new strategy to find young officers who can be developed to become future managers of a modern police force.

The department said in a press release the force must invest in a cadre of personnel who have the potential for senior management and who have at least 12 years left to serve before retiring.

Senior managers with only a few years of service left are being offered retirement so this young leadership can be trained to take on greater responsibility.

This move forms part of the wider policing plan for 2009, which will result in a review of the role and function, control and management, and cost-effectiveness of the police force.

Among the initiatives to be introduced are:

• A study to establish the appropriate rank structure for a country the size of Seychelles;

• Entry levels for admission to the police force are to be raised to reflect higher educational standards in the country;

• Candidates for promotion to the rank of sergeant will be pre-selected by an interview process and required to take a course of study with final examinations;

• A National Personal Protection Unit, under the control of a chief superintendent, will focus on ministerial, VIP and key installation protection;

• A Rapid Response Unit, again under the control of a chief superintendent, will focus more on supporting the criminal justice system by having responsibility for crowd control, support to the prison service and escorting prisoners to and from court.

Reorganisation of policing duties at the international airport and the ports is also being carried out, as these are essentially civilian security services and should be managed directly by the Seychelles Civil Aviation Authority and the Ports Authority.

Moves already introduced under the policing plan include the new Internal Affairs Unit to look into complaints against the police; a Crime Response Unit to target the areas needing an extra police response and support the National Drug Enforcement Agency; a Community Policing Unit; a new beat and patrol system for Victoria; reorganisation of the regional structure to give greater responsibility to regional offices.

Prison services launches strategic four-year plan

The Seychelles Prison Services has launched its first-ever strategic plan for a new era of administration and management of the prisons, a plan which will run from 2012 to 2016.

A ceremony was held on Thursday afternoon at the International Conference Centre to officially launch the manual, which is a work of various partners, and the help of the management consultants from the Seychelles Institute of Management.

Stakeholders who had contributed towards the project include the police, probation services, the courts, health services, the church as well as non-governmental organisations, all of whom worked together to find the best approach to manage offenders in a joint and effective way.

The strategic plan offers new and more effective methods to reduce repeat offenders and make our communities safer, while aiming to develop and implement a human rights approach to prison management and rehabilitation, which meets minimum international standards.

Keeping in mind that a prison serves the two purposes of carrying out the sentence of the courts and the other being rehabilitation, the plan revolves around the implementation of six strategic goals, which are to

• Improve the provision of appropriate care and safety of prisoners
• Develop a solid framework for rehabilitation and social re-integration of prisoners
• Enhance the safety of the public and prison personnel
• Improve human resource capacity to effectively maintain the prison service’s core operations and deliver a range of services to the prisoners
• Improve physical infrastructure within the prison services to be able to deliver on its vision
• Effectively engage with stakeholders and partners
• Increase the prison services’ effort to enhance financial sustainability.
The launch ceremony was attended by a number of guests, who included the Minister for Home Affairs and Transport Joel Morgan, chief justice Fredrick Egonda-Ntende, President of the Court of Appeal Francis Macgregor and representatives of the European Union, who is financing the project under its 10th European Development Fund.

Also present were the commissioner of police Ernest Quatre, leader of the opposition in the National Assembly David Pierre and other members of parliament.

Addressing the guests, Minister Morgan said the government remains steadfast in its commitment towards dealing robustly with crime and already positive changes are being made across the criminal justice system to enable this to happen in the interest of protecting the public.

“Our prison service is however not a stand-alone organisation and stakeholders are expected to expand their services into our prisons, to do their part in helping all offenders work towards a purposeful, healthy and crime-free lifestyle while in custody and upon release,” he said.

“The process, in which an offender enters the criminal justice system, is managed within it and eventually leaves to rejoin the community, must become clearer. There must be a pathway for the offenders to follow that allows them to address their offending behaviours so they can become constructive members of society upon release.”

The superintendent of the prison services Maxime Tirant said change will be apparent over the coming weeks and months with regard to the implementation of the strategic plan.

“New staff will be recruited and trained, a new prison uniform issued, new rules and procedures for running the prisons produced, and basic services upgraded,” he said.

“Many of our inmates today can be described as ‘one person crime wave’ who commits acquisitive crime to fund their addictions. It may be all they know, but they are not lost causes. Things can change. Rehabilitation and employability must become a greater priority of the criminal justice system.”

Already news from Police HQ is that I signed the Secret Act and I cannot divulge information. Yes indeed I signed. How else would I therefore defend my case/position if I do not tell the story of everything that went on nine months prior to the decision. People need to know the truth which I promised them. I am not a coward and no one will stop me. Charles Bastienne also signed the secret act, why is it that he spoke about it on News Extra.. SBC refused me a right of reply, so I went to the news papers and any media wanting to talk to me I am available. The truth is the truth. I was dealt with illegally for political reasons because I did not agree with what was going on. They wanted me out of the way for total political control of the Seychellois Police Force and I repeat our Police Force. I will work to remove politics from the police. Under this system the Commissioner will never be able to investigate anything against the Government, be it corruptions, disappearances murders etc...I could not do it inside but I will do it from outside for the good of the people. Seychellois people open your eyes and i will help you along the way. Many Officers spoke against this in the past and they also ended up with abolition of their posts etc... No one spoke in fear of reprisal. That is what they want and therefore threatening me with the Secret Act. There are many that I will have to wait till I reach the Assembly where I shall be privy to tell. The truth and reconciliation committee needs to be put in place, because people want to talk to help others get closure and in many cases justice to be done. Do not be afraid people of Seychelles, come forward and express what you have been holding for years and years. The only way is reconciliation through seeding of truth, love, peace and unity, something PL could not give us during the 38 years in power.

President Michel commends Police Commissioner Quatre as he bids farewell

The Commissioner of Police, Mr. Ernest Quatre paid a farewell call on President James Michel this morning at State House. Commissioner Quatre will soon be retiring after almost fifty years in service to the Police Force.

President Michel commended Commissioner Quatre for the remarkable work he had accomplished during his tenure and thanked him for his dedication and valuable contribution in the Police Force.

“On behalf of the government and the people of Seychelles I would like to express our heartfelt thanks for the excellent work you have done since you started in the Police Force. You have served the Police Force and the people of Seychelles well throughout your career, you have delivered exemplary service for the progress of your country with respect to the rule of law. The Police Force and the people of Seychelles respect you and thank you for your professionalism. I wish you a good retirement and I wish you well in your future endeavours,” said the President.

During the meeting, President Michel and Commissioner Quatre reviewed various aspects during his fifty years of service, rising from Constable to Sergeant, Inspector, Superintedent, Chief Superintendent, Assistant Commissioner of Police, and Commissioner of Police in 2009.

Speaking to the press after the meeting Commissioner Quatre has described his time in the Police Force as a success. He said that he have been able to deliver his tasks in the Police Force throughout all those years base on good tolerance and that he has been able to maintain a good working relationship with people around him.

“I joined the Police Force with determination and yes, there has been good and bad times but I have able to surpass those challenges. As Commissioner of Police I have maintained good working relations with all peers at all levels, with good teamwork which has make my work much easier. I now feel that now it is time for me to retire and give more attention and spend time with my family, especially my wife who has given me the support throughout my career,” said Mr. Quatre.

The appointment of Mr. Reginald Elizabeth as the new Commissioner of Police was approved by the National Assembly this morning. He will be sworn in later this month. Like his predecessor, Mr Elizabeth has also risen through the ranks of the Police Force, where he has served for over 42 years, and has wide experience in all its operations, especially in security and forensics, where he has been instrumental in bringing about innovation and capacity building.

Also present at the meeting this morning was the Minister for Home Affairs, Mr. Charles Bastienne.

According to a source in the Seychelles police force, a staggering 20 officers have chosen to walk away from their jobs during last month.
The figure includes 10 from Police Special Support Wing (PSSW).
Their resignations are reportedly on Police Commissioner (ComPol) Ernest Quatre’s desk and he is refusing to sign.
With the month of June being one of the busiest for the force with all the public activities, ComPol’s Quatre’s decision is understandable as it will prompt a crisis in the force due to lack of staff.
A source LSH who spoke to said feeling undervalued was the main reason behind the decision of those who want to quit, with others saying they lack necessary resources, feel pressure in their job and are unhappy about their work-life balance.

Reginald Elizabeth to replace Ernest Quatre as Police Commissioner

Reginald Elizabeth, the new Police CommissionerReginald Elizabeth is to replace Ernest Quatre as Commissioner of Police. Mr. Elizabeth’s appointment got the unanimous approval of the National Assembly in its sitting yesterday.
The motion to approve the appointment of Mr Elizabeth, who has been a police officer for the last 43 years, was presented by the new leader of government business Charles de Commarmond.
Members who spoke in favour of the motion joined Mr de Commarmond to show support for the new Police Commissioner and to thank Mr Quatre for his devotion and long service.
They however called for a more disciplined, transparent, public friendly, respectful, professional and modern police force, with more training and better work conditions.

While they also called on the population to show more respect for the law, they asked the new Commissioner to attract more people to the force so as to eventually replace foreign labour.
Mr Quatre, who called on President Michel yesterday morning, has said that he had wished to retire four years ago when he reached retirement age, but had been asked to continue for some more years.

He is now aged 67 and after joining the police at the tender age of 18, has spent nearly 50 years in the force.

Eight police officers with several years of experience have received their badge of ranks in a short ceremony held yesterday afternoon at the police headquarters in Victoria.
The three women and five men received their badges from the hands of Deputy Commissioner Vernon Hunter and Commissioner Reginald Elizabeth.
The ceremony was held in the presence of Home Affairs Minister Charles Bastienne as well as other high-ranking officers.
They are Sergeant Aubrey Petrousse, who has been promoted to the rank of sub-inspector; sub-inspectors Winnifred Baccarie, Vanessa Anacoura and Marie-Antoinette Gedeon, who have all been promoted to the rank of inspector; Danny Mondon, who has been promoted from inspector to assistant superintendent; Justin Dogley and Jemmy Bouzin, who have moved from the rank of assistant superintendent to that of superintendent; and Superintendent Romano Songore who has been promoted to the rank of chief superintendent, the highest ranking among the group.
Congratulating the officers on their achievement, Commissioner Elizabeth called on them to remain focused on their roles and responsibilities to continue to provide the best service to our country.
“I count on your full support and team spirit to make our community safer for everyone,” Commissioner Elizabeth said.
Commissioner Elizabeth said the newly promoted officers will be taking new responsibilities in line with structural revision of the police force aimed at turning it into a more professional, dynamic, efficient force so it can deliver a service of higher standard and quality to meet the expectations and demands of our people.
“Since last year the department of police has embraced several organisational changes which are already bringing positive results. We have relooked at the structure and organisational strategy and will continue to build upon the laid foundation for more anticipated success,” Commissioner Elizabeth said.
“However this does not mean that our challenges will disappear overnight, but I am convinced that it will help us move forward,” he added, noting that no organisational structure alone can be a success without a committed and dedicated workforce.
Superintendent Jemmy Bouzin, on behalf of all the newly promoted officers, thanked everyone who have helped and contributed in their success and achievements.
He reminded his fellow officers that they have been entrusted with additional responsibilities to serve their communities and country.
But he noted that while this is no doubt another step forward in their career, challenges ahead should not be overlooked.
“We recognise the challenges that lay ahead and we will embrace them with determination,” Superintendent Bouzin pointed out.
Superintendent Bouzin went on to add, “we also acknowledge that success is not without hard work, sacrifices and support from others and our promotion is testament to all that and we have many to thank for and these include, the government and the commissioner of police and his team of officers”.

Police rescue foreigners in distress

The police mounted a search party to rescue a Sudanese male visitor aged 35 years accompanied by his two-year-old daughter who got lost while exploring La Digue over the weekend.
Call for help from the man was received on Friday August 12 at around 2.50pm. Helping the regular police with this search and rescue operations were officers from the Response Services Unit and also Fire and Rescue Services Agency based on the island.
Keeping in touch with the distressed Sudanese through his mobile, the officers finally found them among boulders in the mountain at Anse Coco at around 10pm.
In a separate incident at Anse Marie Louise on Mahé, the Marine Police reacted to a call that a French visitor was in distress at sea. The call came at around 11.10am and officers were on scene at around 11.30.
Reaching the scene at Anse Marie Louise, the officers discovered that two residents, each in a canoe, had been the first to respond in trying to rescue the distressed man but were some 300 metres off the beach as they also were getting difficulty to come ashore because of strong currents pulling outward.
Upon their arrival on the scene and quick assessment of the situation, the Marine Police which had dispatched five men took some 10 minutes to get all three men safe to the beach.
The police then transported the 46-years-old rescued French visitor to the Anse Royale hospital where he was attended to, then referred to Seychelles Hospital for further examinations. His condition is stable.

The Seychelles Police yesterday commissioned a new communication and command centre which they say will empower them to deliver a better and professional service to the community and improve on their goals and objectives in order to achieve their vision and mission.
The commissioning formed part of activities to mark World Peace Day yesterday. Other activities by the force included blood donation at the Seychelles Police Academy at Pointe Larue and a Special Peace Service at the Cathedral of the Immaculate Conception in Victoria.

Constitutional appointees’ age of pension reduced from 63 to 60

Constitutional appointees – namely Designated Minister, Speaker of the National Assembly, ministers and members of Parliament – will now qualify for a pension at the age of 60.
This will be possible now that the National Assembly has approved amendments to Section 8 of the Constitutional Appointees’ Emoluments Act to make this possible.
