Maritime task force commanders receive certificates at end of training

Commanders from the East Africa Standby Force Maritime Cell (EASFCOM) received their certificate this week after following a 10-day military training in the Seychelles’ waters.
The ceremony took place in Port Victoria, on board the EASFCOM flagship Fridtjof Nansen.

Present were the Minister for Home Affairs and Transport Joel Morgan, the Minister for Foreign Affairs Jean-Paul Adam, members of the diplomatic corps, Chief of Defence Forces Brigadier Leopold Payet and the commander of the task force Commodore Henning Amundsen.

The East Africa Standby Force mission is to prepare for peace keeping interventions as well as regional capacity building and counter piracy under the mandate of the African Union.

The force comprises officers from member countries, namely Burundi, Djibouti, Kenya, Rwanda, Seychelles, Sudan and Uganda.

EASFCOM is supported by the North Atlantic Treaty Organisation (Nato) and the Nordic Advisory Coordination Staff (Nacs) which comprises Norway, Finland, Denmark and Sweden and which provides technical and financial assistance to the force.

Head of Political Affairs of EASFCOM, Seychellois Benediste Hoareau, said that the training was very important for security in the region and has thanked the member states for their commitment.

“The training marks another important milestone in the achievement of the East Africa Standby Force maritime cell. We acknowledge the commitment of the respective EASF member states for seconding their officers to form this core team of officers whose commitment has brought us all together,” he said.

The visit of the flagship represented the ship’s last call to Port Victoria under the current mandate. During the training, she was also used for technical exercises.

Stakeholders boost capacity to better understand EEZ management

Several individuals representing civil society organisations and marine-related businesses in the private sector, met recently to discuss Seychelles’ Marine Spatial Planning (MSP) and other proposed management tools, designed to manage our exclusive economic zone.

This was during a discussion session held at the Seychelles Fishing Authority (SFA) conference room.

Every one present reviewed the content of the MSP, in particular those components which are likely to lead to reduced fishing opportunities for all resource users, with different levels of socio-economic impact, depending on the sector involved.

All present reiterated their commitment to the blue economy process initiated by the government of Seychelles, but however agreed that marine protected areas, in particular No Take Areas, may not be the best management tool to ensure the sustainability of marine stocks and the marine ecosystem within the exclusive economic zone (EEZ) of Seychelles.

They also reiterated that the closing of up to 30% of the Seychelles EEZ may have serious consequences on some resource users leading to marked loss of income and deterioration of livelihoods. It may also reduce income from Access Agreements in the future for industrial fisheries and therefore compromise the ability of Seychelles to generate the financial resources needed to contribute to the associated sectors of the economy.

The meeting decided to set up a working group to further discuss the issues at hand, in particular all technical issues associated with the MSP-initiative.

The working group will also include representatives from the industrial purse seiner and long line fleets and charter operators/sport fishing operators so that all resource users are represented.

The main task of the working group will be to review all the documentation and data available in order to be able to provide more feedback to the government of Seychelles concerning the likely impacts of the MSP-initiative and identify alternative management tools that may be more effective in protecting the marine ecosystem in the specific case of Seychelles.

The working group has also requested a meeting with Fisheries and Agriculture Minister Wallace Cosgrow. In this meeting it will pass it concerns to the minister and exchange views with him and the technical staff of the SFA who will help prepare a roadmap for future work and further exchanges with representatives of the Seychelles government and other stakeholders in order to discuss the findings of the working group.

The working group believes that those are concerns which the Ministry of Fisheries and Agriculture, the Ministry of Finance, Trade and the Blue economy, and the Ministry of Tourism and Culture should consider seriously. It will also address some other aspects that it identifies as very important: Areas of high fisheries, socio-economic, surveillance and compliance impact.

The working group remains open for views and suggestions and is prepared to welcome any marine spatial users willing to take part.

In conclusion, it would like to reiterate that it is not against the MSP or any management tools for our EEZ, but it is rather concerned with its concept and impact on our livelihood. However, it is ready to support and contribute towards any initiative in preserving the sustainability of our marine environment by causing the least impact on the users of those resources and enabling them to continue to work and provide for their families and the community.
