The Public Health Authority versus Seychellois citizens living abroad
Dear Editor,
Please allow me some space in your esteemed newspaper to express my frustrations at the Seychelles Public Health Authority (PHA) who are making it nearly impossible and extremely expensive for Seychellois living in Category-2 countries to visit our own country.
I would like to start off by sharing some verifiable, online data from The European Center of Disease Prevention and Control. Below are some countries still on the PHA Category-1 list, along with their 2-week total positive Covid-19 cases as of 18th Oct 2020:
Canada: 31,850
South Africa: 22,415
Austria: 16,476
Germany: 62,737
Italy: 78,785
Portugal: 19,808
Switzerland: 19,964
One has to assume that PHA uses scientific data such as number of positive cases per population/infection per capita, in order to categorise countries as permitted, not permitted or whether they should fall within a special category. Thus, let us use two simple examples:
1. Austria - on the list of permitted countries effective 19th Oct 2020, with a population of 8.859 million people and a 14-day rate of positive cases at 0.185% per capita.
2. Switzerland - also on the list of permitted countries, having a population 8.545 million with a 14-day rate of positive cases at 0.233% per capita.
Now let us look at United Arab Emirates, with a population of 9.631 million and a total of 16,637 positive cases in 14 days, with a rate of positive cases at 0.172% per capita. This is lower than both the above-mentioned European countries. Yet, the PHA has listed UAE as a Category-2 country.
How does this make any sense when as of 19 October 2020, PHA identifies 8 countries on the list of permitted countries that recorded higher number of cases compared to UAE in 14 days? To make matters even more confusing, UAE is currently sharing a special category with 2 other countries that far outranks it in the number of daily positive cases and total deaths; that is, France and United Kingdom! Dr. Gédéon and others on the PHA are quick to quote the World Health Organisation (WHO), and yet, this is the same WHO who recently labelled Europe as the new epicenter for the COVID-19 virus. And meanwhile, Italy, Germany and Portugal are still on the list of Category-1 countries!
France and United Kingdom are the homes of many Seychellois with dual nationalities. These fellow citizens may well visit Seychelles and enter as visitors on their foreign passports, and after 5-6 days in a certified establishment, they are free to move around the island like a tourist. How is PHA able to control where these people go, who they meet with and potentially spread COVID-19 to? But PHA seems to think that these special citizens carry less of a risk than a Seychellois living in UAE who holds only a Seychellois passport. This clearly shows that the PHA has set a double-standard of its own and seems to think that COVID-19 chooses a certain nationality in order to infect a person! Race, colour, creed, religion and citizenship should not be a determining factor in who enters Seychelles or not. Why can’t anyone flying in from any country who has had a negative PCR test, regardless of nationality and status, spend 5 nights in an certified establishment and then be free to move around thereafter, provided they have a local, negative PCR test? Would this not be a boost for our tourism industry as well and help our economic recovery now that a US Dollar has gone above SR19 and our rupee continue to devalue?
Surely by now, almost one month after introducing these policies for Category-2 countries, someone of any nationality carrying the virus would have been identified after testing them on their 5th day on the island, taking into account they did enter Seychelles after testing negative 48-hours prior to arrival (2 tests in a space of 7 days)? Surely, this would give PHA ample opportunity to act early and prevent community spreading. But how can a Seychellois following the same guidelines be treated differently? One has to ask therefore why PHA does not trust the data! And if PHA is so worried and unsure of the risks, then treat everyone alike and forbid non-Seychellois passport holders from roaming free after 5-6 days, as surely, they must carry the same risks as a Seychellois.
As of 19th October 2020, UAE is still being labelled as high risk but has conducted to date over 11 million Covid-19 tests and counting. That is more than its own population and statistics are still showing a lower percentage of positive cases compared to other countries. It is clear therefore that PHA has become biased or influenced and making up its own science without careful analysis of what is really happening in the world. Sadly, this might be a case where the Government wants to limit Seychellois travelling overseas for shopping trips to UAE to perhaps conserve foreign exchange. But the fact remains that this Government and PHA are needlessly forcing Seychellois into a 14-day quarantine period and unfairly labelling UAE as high-risk when it is actually one of the countries that has and continues to be exemplary in managing the Covid-19 pandemic.
And to add insult to injury, the PHA commissioner stated recently that they are running at a loss with PCR tests as they are charging less than its real value. Yet, the irony of it all is that UAE recently donated 100,000 test kits to the Government of Seychelles, whereas the same Government continues to make it difficult for its own citizens to contribute to the tourism, entertainment and retail industry of the one country that has come to their aid time and time again. Simply thankless!
Many Seychellois living in UAE are frustrated with these unfair policies. Many have tried reaching out to PHA through emails which takes days to be answered, and, if answered at all, they receive a one-liner stating one cannot enter as a visitor without any explanation as to why. In the meantime, Seychellois living all over the world tune in to press conferences only to hear contradicting information that adds to the confusion, making it difficult to plan a visit to their own country. Who in the world, Seychellois visitor or not, wants to spend their valued two-week vacation in quarantine?
COVID-19 virus is here to stay. Soon to be a year into the pandemic, by now we must all be aware of the risks of travelling. Therefore, allow all visitors into Seychelles, regardless of their nationality, the opportunity to choose a Category-2 establishment that their pockets can afford, and let them spend their 5-6 days in quarantine as stated in the PHA guidelines. Take note that not everyone can afford the high fees of Berjaya Beau Vallon Hotel. Allow other establishments to benefit as well given that they have also been certified by PHA and STB.
To conclude, we all understand the need to keep Seychelles COVID-19 free. But it is clear that the PHA has taken poor decisions that have resulted in the discrimination of Seychellois, and this should not be tolerated. The PHA must treat all visitors to our shores alike, notwithstanding the fact that a Seychellois who works overseas is also a visitor to his homeland. The PHA must stop treating Seychellois as irresponsible people who are not aware of the threat of this very contagious virus. Seychellois are flying back home to enjoy a vacation or to visit family and friends, not to infect them! The PHA needs to show respect to our Seychellois citizens who are well-travelled, well-educated and well-informed. They need to have some faith in our citizens and revise their policies which are not only discriminatory but misaligned with the realities in the world today.

Dear Mr Chow the first Sunday of 2021 -we do not intend to wind up anybody in this life we have all walked our roads  and acquired our experience- part of my filed of work is imputing in Africa change and the issue of the Uganda president coming to office and as such the many year of indirect working issues.  Part of the major problematic with that Covid in as much as information is deemed democratic and every body need to know and be inform there are percentage of information, knowledge that not everybody will get aces to. As a high Interdisciplinary Management executive we have now worked some 5 or 6 pandemics linked with that SIROP program. Only last night was reviews the then thematic of the war to liberate Kuwait from then Saddam Hussain invasion the 30th anniversary and the area of information the public never got and on that they formed their opinion of the war and what ensued the utter mess till today the mega refugees situation, even the EU and UN the information, knowledge they harvested after the war the approach. . That Covid ought not to have come and as a Seychellois having shared information with President FA Rene, Sir James Mancham and President Michel which the public ought not to have - the aspects of managing that Pandemic or past pandemic.  It is not just to do with the Vaccine and injection and those out there using herbal remedies and spiritual remedies.  The need to understand the core working of that covid pandemic. Yes the horses have bolted, the milk have been spilt - there exist the science to understand how to mange its source and origin, they big why, the dynamic synergy behind its working, propagation - "Seychelles has an important role" - yet the office of President Faure played the daft and the office of President Wankalawan will do not better.  One is left to finding people who are wiling to engage and work collectively in spite of their knowledge of the terrible side of human beings. Then those who will claim victory  and the dafty mass will believe them.

We have noted Mr Alexander Mancham comment - referring to our own comment above. The Pandemic in Seychelles growth  and the UAE correlation.  Please refer to public comment why the UAE in good part under President Rene, Mancham and Michel are interested in Seychelles not just the sunshine and the beaches - there is a very unique regional functionality we form part and play a role in,  those who try to manage it workings. The far broader impacts,  not what the media and expert write,  the high officials of the UAE aware. For this reason we had address the Emir the need to manage these issues in a more stable environment and call to support our relocation to continental Europe, recently the debacle of his planning permission in Scotland  and their ignoring, They own us money for past collaboration. The UAE economy is very important and yet - In comparison to their regional military problematic this Covid is proving far more terrible yet.
