UniSey strikes partnership with Indian university -
Students from the University of Seychelles (UniSey) are expected to benefit from more academic programmes, research and curriculum development from India.
Prof. Payet and Dr Shukla exchange documents after signing the MoU
This follows the signing of a memorandum of understanding (MoU) between the UniSey and the University of Amity.
The accord is hoped to bring forth mutual understanding, the promotion of scholarly cooperation and friendly relations between the two Institutions.
Through this partnership, students from the two universities will benefit from exchange of academic information and faculty members, exchange of students and programmes, training and visits by faculty members, internship and faculty development programmes as well as joint workshops.
As research is crucial area for both parties, the UniSey and Amity will team up on joint research projects.
The MoU was signed by Dr B. Shukla, acting vice-chancellor of Amity University, Uttar Pradesh and Professor Rolph Payet, Minister for Energy and Environment and pro-chancellor of the UniSey in the presence of Seychelles’ high commissioner to India Waven William and First Secretary Jean-Claude Adrienne.
It is to be noted that the signing of this accord has become possible through negotiations with Amity University initiated during the mission of President James Michel to India earlier this year.
Noting his gratitude and admiration for the partnership, Professor Payet expressed his hope that the link between the Unisey and Amity University will be meaningful and provide a forum for building mutual relationship and friendship between both the countries.
Prof. Payet also shared to those present the various programmes offered by the UniSey along with its ambitious future plans.
The Seychelles delegation were taken on a tour of the campus and Prof. Payet also gave a lecture on “Adaptation Science and the Sustainability Paradigm - lessons from Seychelles”, highlighting how the ecosystem of small islands can have trickling effect on the bigger nations.
On her part, Dr Shukla said that the collaboration is going to be rewarding for both universities and for both countries.
She outlined various innovative areas where both institutes could work together including environment related areas, marine science, solar and renewable energy.
Amity University is the leading, private, non-profit education group in India with some 95,000 students. Courses offered by the institution on a full-time basis includes anthropology, applied sciences, commerce, fashion, biotech, communications, IT, language, food technology, forensic sciences, hotel management hospitality, nursing as well as performing arts, among others.

UniSey launches new degree programme

The University of Seychelles (UniSey) has launched a brand new programme – Masters in Business Administration (MBA) – in collaboration with the University of the West of Scotland (UWS).
The degree programme was officially launched yesterday by the vice-chancellor of the UWS, Professor Craig Mahoney, in a ceremony at the International Conference Centre.
The first cohort of 18 students started the programme yesterday and the second and third batches will start in May 2016 and September 2016 respectively.
“This is another big achievement for UniSey and it is a very important day for us. This MBA degree will offer opportunities for graduates to achieve higher level in their professional lives and where management is part of their everyday experience. It will also assist the nation in the development of capacity. For our first intake, we brought together people from different fields and together they will go through the challenges of this course and the end product will be for Seychelles to have a strong cohort of future managers,” said the vice-chancellor of the UniSey, Professor Dennis Hardy.
Talking about the choice of the university to partner with UniSey, Prof. Hardy said the UniSey wanted to find a good match.
“We got proposals from various universities. One criterion was clearly to seek for a well regarded programme and also a partner who would listen to our needs. And now we are happy that we finally started the MBA programme for our local students,” Prof. Hardy said.
The British high commissioner, Caron Röhsler, noted that this course will enhance the development of professional business practices in Seychelles and increase the potential for young entrepreneurs to succeed here and internationally.
“Big businesses here, whether foreign or local, need employees who are well-versed in modern business practices. At the moment, many investors in Seychelles bring in foreign staff to fulfill this need, or have to develop their local staff themselves to attain the high standards required. I am sure their eyes will light up when they see job applicants whose CVs list an MBA from UniSey, especially one with global recognition for its quality,” said Ms Röhsler.
She further noted that this partnership with the UWS reinforces at the tertiary level the strong educational links that already exist between Britain and Seychelles.
“UWS is relatively young having attained university status in 2007, but it has experience in tertiary education dating back to 1897. Both the UniSey and UWS share a similar vision to have a transformational influence on the economic, social and cultural development of their local communities. I encourage young Seychellois to seriously consider taking this course, and I look forward to seeing the first UniSey MBA students graduate,” said the British high commissioner.
Professor Mahoney said he was pleased to be associated with the Seychelles.
“Our aspiration is to create a global brand and we are happy to have Seychelles as partners. Having an MBA signifies that you have a licence for more opportunities. We hope that our partnership will bring more fruits and we will see what the way forward from now is,” he added.
The director of the MBA degree, associate Professor Anthony Lowe, shared that before introducing this degree in Seychelles, they conducted some focus groups to see where the need is.
“We will start with three majors: Entrepreneurship, Health Management and Finance. We will introduce further majors according to the demands. Our ambition is as from next year to recruit international students,” he said.
One of the students, Beryl Pillay, a journalist for 20 years who decided to change her field of work two years ago, said an MBA course will give her more knowledge and skills for her personal career path.
“It’s been so long since I completed my last studies and I am all excited to be back on the bench,” she said.
Another student Jean Malbrook, who is currently the director of international cooperation at the Ministry of Health, said he has never done any studies in health and with this degree he will be able to learn more on how to manage health.
“I seized the opportunity as soon as I saw this course advertised in the media and I am also very excited to learn new things coming my way,” he said
Currently UniSey is recruiting for the May 2016 batch and the course is either one year full-time or two years part-time with three semesters per calendar year. The total course fee is R156,000.

The University of Seychelles (UniSey) and the Scottish Association for Marine Science (SAMS) have signed a memorandum of understanding (MoU) to collaborate in research and education in marine science.
This will include sustainable coastal ecosystem-based management, resource use and related disciplines.
The MoU was signed yesterday between the vice-chancellor of UniSey Professor Dennis Hardy and Adams Hughes of SAMS in a ceremony at the British high commission in Victoria.
Also present at the ceremony was the British high commissioner to Seychelles Caron Röhsler.
Speaking on the essence of the MoU, Ms Röhsler said it is the continuation of a long and well-established UK-Seychelles education and academic ties citing as examples Seychellois following syllabuses in IGCSE and A level; degrees offered by the UniSey are accredited by the University of London and the official inauguration of UniSey in 2010 attended by Her Royal Highness, Princess Anne, who is chancellor of the London university while a sizeable proportion of the upper echelon of the government and business community in general have graduated from British universities.
She said SAMS’ expertise in mariculture, aquaculture, renewable energy and a range of other ocean potentials have impressed conference organisers and delegates from SAMS were equally impressed by the commitment and energy that the government here is investing in the development of Seychelles Blue economy.
“The involvement of SAMS is just one strand of the British support in the development and realisation of Seychelles Blue economy. Our navy has helped secure Seychelles’ EEZ and British economists and staff of the Prince of Wales International Sustainability Unit have also helped to further develop the Blue bonds initiative. SAMS and other British institutions like them are ready to work with Seychelles in its the Blue economy programme,” said Ms Röhsler.
Prof. Hardy expressed his appreciation of the signing of the agreement and added at the UniSey they will do what they can to promote one of the major strategies of the Seychelles nation, which is the Blue economy.
“And we will now be aligning with one of the world’s leading centres for marine sciences,” he said, describing SAMS as a very impressive organisation which makes UniSey feel privileged to be associated with.
Mr Hughes commended the Seychelles environment and feels privileged to have worked at the Blue Economy Institute at UniSey for a three-month duration at the beginning of this year.
“In just three months I have seen the massive amount of potentials there is within this institute and within the Seychelles as a wider area. I think the Blue economy has the real potential to transform Seychelles’ livelihood and economy,” he said.
Describing the Seychelles environment as stunning and beautiful at an aesthetic level and very important economically, Mr Hughes said the Seychelles government’s decision to place its development around the Blue economy is a great idea as the country has a massive marine resource.
He said SAMS is analysing how to use this resource sustainably as they have lots of expertise in renewables, aquaculture, fisheries and biotechnology, naming some.

Alisha Jean-Louis clinches President’s Cup
Alisha Jean-Louis receiving her trophy from President Michel One hundred and thirty-seven students from the Seychelles Business Studies Academy (SBSA) graduated yesterday.
Alisha Jean-Louis, who followed the Diploma in Business Studies and Accounting, emerged as the winner of the President’s Cup.
The graduation ceremony, held at the University of Seychelles’ auditorium at Anse Royale, was attended by President James Michel, ministers and other dignitairies.
Among the 137 graduates, 115 have successfully completed their studies in the two full-time diploma programmes, that is, Diploma in Business Studies and Accounting where 67 graduated and Diploma in Office Management and Administration with 48 graduates.
Twenty-two have successfully completed their training in the Association of Accounting Technicians (AAT).
This is the first year that in-service AAT students are included in the graduation.

The University of Seychelles (UniSey) has established procedures for the conferment of honorary degrees and is inviting nominations for potential recipients from the community.
Normally, a degree is awarded to an individual to mark the successful completion of a programme of academic study at the university. In contrast, an honorary degree is where the university exercises its discretion to recognise those who have made profound and enduring contributions to scholarship and/or enterprise and/or culture, and who have in one way or another improved the quality of life in our nation.
Achievements of national or international significance deserve priority consideration.
Because of the prestigious nature of the award, it will normally take the form of an Honorary Doctorate.

Law practitioners learn best practices in property law

Judges and other law practitioners got the opportunity to learn specific topics that can be UniSey senior lecturer Sara Migliorini leading the workshop on property lawrelevant and useful in their everyday work and find best practices for improvement in what is decided in Seychelles.
They did this through a workshop held last Wednesday and led by senior lecturer at the University of Seychelles (UniSey) Sara Migliorini.
The workshop was organised by the UniSey and the judicial college.
Ms Migliorini said property law is a very vast subject and the possibilities of problems in this area of the law are really infinite so a few issues were selected that she thought would be interesting for the judges and those in private practice.
The focus was on immovable property such as buildings and lands so it included the theory of abuse of right of ownership in Seychelles with a comparative overview with the French theory of l’abus de droit and the constitutional dimension of the abuse of right of ownership.
She also presented issues on Droit de Superficie (building lease) which is a special kind of property rights that is specific to the similar tradition and issues on the natural easement of running water on the configuration of the land itself and how damages that may be caused by running water on a lower level of the property may be dealt with.
“These subjects are very controversial; there are decided cases on these subjects everyday in courts so we’re trying to find the best practices and solutions also with a comparative perspective from France,” she said.
“We’ve been looking at cases of buildings built partly on someone else’s land, so how do we settle the dispute? Do we demolish the whole house even if the encroachment is very small? Or do we find another solution? Other cases may be about the installation of photovoltaic cells on houses, what kind of property right is that? And for the final topic of running water, what happens in case of heavy rains? What if rain coming from a higher level damages a lower level property? So these are everyday disputes,” she said.

To better ease placement of students willing to further their studies abroad, the Agency for National Human Resource Development (ANHRD) has signed a memorandum of understanding (MoU) with the Winning Magnitude which is trading as a Malaysia Education Centre.
The signing took place at the ANHRD conference room last Friday in the presence of the Minister for Labour and Human Resources Development Idith Alexander; the principal secretary responsible for tertiary education Linda Barallon; the regional director for Malaysia Education Promotion Centre Haji Sushilil Azam Bin Shuib; the chief executive (CEO) of ANHRD Terrence Françoise; the managing director for Winning Magnitude Kabilan Muniandy; the managing director of the Malaysian Education Centre Muhammad Fadil and ANHRD board members.

The University of Seychelles (UniSey) organised a road show last week to promote their international and national courses that it is currently offering.
UniSey students along with the staff were based at strategic places in Victoria such as at Orion Mall, Post Office, STC Hypermarket and the Unity House to target maximum people.
The aim of the road show was to make people aware that it is still possible to register for an international or national course at the UniSey and also to promote courses which they can apply to further their studies.
UniSey’s marketing executive Dolivette Chang-Ko said the road show will enable the university to promote all the courses which it is offering, and the aim is to target as many people as possible before the end of May deadline.
“UniSey decided to organise the road show to showcase our courses, and services. We have a deadline for our international courses, which is end of May. So we are urging people to come and register early,” she said.

UniSey launches new course for financial services sector

The Guy Morel Institute of the University of Seychelles (UniSey) has developed an ‘Introductory Certificate in Seychelles Financial Services’ programme which replaces the ‘Foundations in Seychelles Financial Services’.
The programme, which has been endorsed by the Financial Services Authority (FSA), has been developed in collaboration with the Seychelles Association of Offshore Practitioners (SAOPRA).
The course is a foundation level qualification providing an introduction to both the Seychelles international financial services sector and the global international financial services sector.
The course is designed to enhance participants’ basic understanding and appreciation of the industry by covering a wide range of subjects and providing a broad and balanced understanding and knowledge of the sector.
“To reinforce our commitment towards capacity building within the industry, the Financial Services Authority provides additional support for those seeking training in financial services through the recent introduction of the Scholarship Programme for those interested in seeking employment within the fiduciary services industry. The Introductory Certificate in Seychelles Financial Services is one of the courses eligible for funding under this programme,” stated the chief executive of FSA.
The Scholarship Programme is part-funded and is of limited availability. Places will be allocated according to the available annual quota. The course, which comprises 30 academic hours, costs R4,400 of which FSA will fund R3,900 per participant. Sponsored participants will therefore have to contribute R500. Current employees within the industry are not eligible for the sponsorship programme. Candidates who do not qualify for the scholarship programme will have to pay the full amount of R4,400, either through their company or as individual.
The course is aimed at anyone who is working within, or wishes to start a career in, financial services and wants to gain a broader understanding of the sector.
The course is also highly recommended for those current international financial services practitioners who wish to refresh their knowledge in the international financial services industry. It has been developed with two major considerations in mind: to equip participants with practical and on-the-job skills that will enable them to successfully launch their career in the international financial services industry; to enable current international financial services practitioners to update their body of knowledge, bearing in mind the changes that have taken place in the global international financial services industry generally and the Seychelles international financial services industry in particular.

Sir James, the brainchild behind the international centre for peace studies centre for peace studies and diplomacy with the expert guidance and experience of Seychelles’ founding President Sir James Mancham.
In fact the idea of Seychelles hosting an international centre for peace studies and diplomacy is an initiative of Sir James.
The University of Seychelles (UniSey) has said this is an ambitious and timely project that will add to the reputation of Seychelles as a peaceful nation making a further contribution to global society.
“And it will support the university’s drive to develop niche areas of research and course opportunities,” added the UniSey.
Why peace studies?
The subject of peace studies is as intriguing as it is important:
it is about war as well as peace;
it embraces terrorism along with national confrontations;
it is an academic study but also highly practical;
it ranges from the boundaries of religion to the hard edge of geopolitics;
it encourages abstract debate but cannot shy away from problem-solving;
it draws on a variety of disciplines but belongs to none; and
it addresses contrasting instances of conflict in different parts of the world.
Given the ubiquitous nature of national and international conflicts – and consequent attempts to resolve them – it is hardly surprising that peace studies has taken its place on the world stage. There is much to be understood, much to be done. But the ground is by no means saturated, the need to do more by no means met. The new centre will have an important role to play.
Why Seychelles?
Politically, the Republic of Seychelles is a small island state that is a friend of other nations and a threat to none; its neutrality is a key consideration. Indeed, neutrality made possible a much-lauded attempt by the President, James Michel, to broker an agreement between opposing factions in Madagascar at a time of political deadlock.
Socially, the country has an enviable record of ethnic harmony. It is widely regarded as a peaceful society. Where better to locate an international centre for peace studies?
Geographically, it is located in the Indian Ocean, just a few hours from the African continent and the Middle East, two regions where national and regional conflicts are too often in evidence.
Environmentally, Seychelles is a mecca for tourists who value the exceptional quality of its islands and turquoise seas. As a tranquil backcloth to negotiations on war and peace, it is hard to imagine a more conducive setting.
But there is another reason too why this is an ideal location. For many years, the first President of the Republic of Seychelles, Sir James Mancham, has forged links with a wide range of international organisations and he, himself, is a renowned spokesperson for peace and reconciliation. Only recently he was awarded the prestigious Africa Peace Award 2016.
For all these reasons, Seychelles lends itself to this innovative proposal to establish a permanent centre for peace studies in the Indian Ocean.
What is proposed?
The mission of the centre will be to offer an international hub for the study of peace and to play an active role in conflict resolution as well as the training of diplomats.
The vice-chancellor of the University of Seychelles will be personally responsible for its development, helped by a project manager who will, initially, research the field and prepare the ground for the formation of the centre. Funds will be sought externally for specialist appointments and for the provision of a well-appointed office suite, located within the Anse Royale campus of the university.
The early appointment of a professor of peace studies and the support of visiting academics will provide specialist guidance to develop an appropriate programme of research and activities.
Although the centre will be located at Anse Royale it is anticipated that high-level talks might be arranged in secluded surroundings on one of the nation’s many islands.
What activities will take place?
The proposed professor of peace studies will provide both academic leadership and proven negotiating skills.
The centre will be a hub of information and also a meeting place for practitioners and scholars alike. Conferences will be a feature of the centre’s activities.
Under the auspices of the UniSey, it will offer a Master’s Degree in peace studies for local as well as international students, together with opportunities for doctoral and post-doctoral research.
Increasingly, consultancy will play a key role in the work of the centre, with assignments to undertake different aspects of conflict resolution.
How will it be funded?
The involvement of the vice-chancellor and the appointment of the project manager will be provided by the UniSey, while Sir James Mancham will be on hand with expert advice.
Applications will be made to external funding agencies to enable the appointment of a specialist professor peace studies and for the provision of suitable accommodation.
How will it be managed?
A Board of Trustees – to be chaired by Sir James Mancham – will be appointed, with responsibility to ensure that the mission of the centre is maintained and that funds are spent wisely and responsibly. The Trustees will also be responsible for the appointment and strategic monitoring of the performance of the professor. On a day-to-day basis, the centre and its employees will be directly accountable to the vice-chancellor of the UniSey.

The University of Seychelles (UniSey) is currently reviewing its strategic objectives and development plans and as such is organising a public meeting to obtain the views of the people of Seychelles.
The meeting will take place on Saturday July 16, 2016 at 12 noon at the university’s theatre at Anse Royale.
The university is planning to expand its curriculum by offering a range of ‘Access to Higher Education’ programmes, providing opportunities for non-traditional, higher education students to work towards attaining a degree.
One aspect of its plan is to design a curriculum which meets the future needs of the people and organisations of Seychelles.
“We will design learning programmes that are accessible to those who wish to gain a recognised qualification, but who are unable to attend university in the traditional way,” a spokesperson for the UniSey said.
“Education is one vehicle to help the people of Seychelles improve their life-chances, confidence, qualifications and quality of life, as well as to make positive contributions to our changing society and economy,” said the spokesperson.
“Your opinions and ideas are very important to us. First and foremost, we want the student experience to be at the heart of everything we do; we also hope that by carrying out rigorous research and consultancy we will raise the profile of the university,” the spokesperson added.
The university is determined to strengthen its position as the knowledge hub of the Indian Ocean, to be the university of choice for its most talented academics, and to make a positive impact on the social and economic development of the country.

Making our coasts and low-lying ecosystems resilient to climate change

The University of Seychelles and the Ministry of Environment, Energy and Climate Change have teamed up to develop a long-term research programme to make our coastal communities and low lying ecosystems resilient and responsive to climate change.
A memorandum of understanding (MoU) between the two parties was signed yesterday at the university’s cafeteria at Anse Royale.
The project, entitled ‘Enhancing Capacity, Knowledge and Technology support to build Climate Resilience of Vulnerable Developing Countries’, forms part of another project entitled ‘Ecosystem-based Adaptation through South-South Cooperation (EbA South).
It aims to help vulnerable communities in Africa and Asia-Pacific to adapt to the impacts of climate change by improving their capacity to plan, implement, finance, research and legislate in support of Ecosystem-based Adaptation (EbA).
The EBA South MoU, which is a joint initiative of the United Nations Environment Programme (Unep) and China funded by the Global Environment Fund (GEF), was signed by the principal secretary for energy and climate change, Wills Agricole, and UniSey vice-chancellor Dennis Hardy in the presence of Minister Didier Dogley of that ministry.
Considered as a landmark in the cooperation between the UniSey and the ministry, the project is fully financed by GEF Special Climate Change Fund (SCCF) and China’s South South Cooperation Programme on Climate Change (SCCP) and is co-managed by the China National Development Reform Commission (NDRC) and by the Unep. “The MoU signed today is tackling climate change at its root by including it as part of the curriculum studies in the university as a long-term research and monitoring programme with the support and involvement of the staff of UniSey,” said Mr Agricole when explaining the purpose of the MoU.
He said the project is currently carrying out key activities like training of trainers; setting up of a nursery for its mangrove and coastal vegetation propagation and planting; award of contracts in enhancing the interconnectivity of mangrove areas on Praslin especially at Cap Samy and at Grand Anse and Petit Barbarons on Mahé. This is through restoration of wetland channels and inter-connecting culverts to facilitate the flow between wetlands.
As for the vice-chancellor, he commended the ministry for its tremendous commitment towards the environment which is inspiration.
He said it is also a subject that matters deeply to the UniSey which has that up and coming course on environment science where one student has already graduated.
He added with the existence of the Blue economy research institute, he believes UniSey is going from strength to strength.
“But we would not be able to do this without the close partnership of your ministry,” he said.
He remarked even if Seychelles is paradise on earth, the forces of climate change is being felt deeply and a project like the EbA South is extremely important in sustaining what is already there and for preventing the degradation of the environment.
He added the UniSey has to work hard with Seychellois students to play their part in preserving the environment.
The EbA South project is being implemented at a total cost of nearly US $830,000 for a duration of four years.

The University of Seychelles and the Ministry of Environment, Energy and Climate Change have teamed up to develop a long-term research programme to make our coastal communities and low lying ecosystems resilient and responsive to climate change.
A memorandum of understanding (MoU) between the two parties was signed yesterday at the university’s cafeteria at Anse Royale.
The project, entitled ‘Enhancing Capacity, Knowledge and Technology support to build Climate Resilience of Vulnerable Developing Countries’, forms part of another project entitled ‘Ecosystem-based Adaptation through South-South Cooperation (EbA South).
It aims to help vulnerable communities in Africa and Asia-Pacific to adapt to the impacts of climate change by improving their capacity to plan, implement, finance, research and legislate in support of Ecosystem-based Adaptation (EbA).
The EBA South MoU, which is a joint initiative of the United Nations Environment Programme (Unep) and China funded by the Global Environment Fund (GEF), was signed by the principal secretary for energy and climate change, Wills Agricole, and UniSey vice-chancellor Dennis Hardy in the presence of Minister Didier Dogley of that ministry.
Considered as a landmark in the cooperation between the UniSey and the ministry, the project is fully financed by GEF Special Climate Change Fund (SCCF) and China’s South South Cooperation Programme on Climate Change (SCCP) and is co-managed by the China National Development Reform Commission (NDRC) and by the Unep. Marie Celine Zialor will run the UniSey Enterprise CentreThe University of Seychelles has officially launched the ‘UniSey Enterprise Centre, which is aimed at strengthening the culture of entrepreneurship in the country and creating a new generation of entrepreneurs with the capacity to really make things happen.
The launch ceremony took place last Friday at the University of Seychelles (UniSey) Guy Morel Institute, Ma Joie where the centre will be based.
In line with achieving that objective, the university also signed a memorandum of understanding (MoU), with the Ministry of Investment, Entrepreneurship Development and Business Innovation (MIEDBI) and the Small Enterprise Promotion Agency, Senpa, the key players in this venture.
Present were the Minister for Investment, Entrepreneurship Development and Business Innovation Michael Benstrong and his principal secretary Marise Berlouis; Senpa’s chief executive Penny Belmont; vice-chancellor of the UniSey Professor Dennis Hardy; Registrar of the UniSey Michel Denousse; dean of the Guy Morel Institute Shella Mohideen and other dignitaries and representatives of the public and private sectors.
The setting up of the enterprise is in line with UniSey’s strategic plan 2014-2016. Its vision is to be the national leader in entrepreneurship development. As principles it will reflect the essential values of Seychelles and will support the principle of sustainable development and will work closely with businesses and government departments to achieve across-the-board progress, while strategic partnerships will be an important means to create synergies and encourage close cooperation.
In his remarks, Minister Benstrong noted that the government of Seychelles received a grant from the African Development Bank (AfDB) in the last quarter of 2014 to develop the country’s small and medium enterprises (SMEs) as part of the development policy and strategic programme. His ministry has designed a new strategy and policy divided in five components.
An important part of this review was to define what constitutes micro, small, medium enterprise in the context of Seychelles. They came up with a new definition of SMEs and there are approximately 6,500 SMEs currently operating in various business landscapes of Seychelles.
“After the initial study by the AfDB and the consultant implicated, there is a need to improve and strengthen the capacity of doing business by Seychellois entrepreneurs. This is very important for my ministry to ensure that our entrepreneurs and business owners receive more training in order to help them grow to their full potential,” said the minister.
He added the Guy Morel Institute was identified as the ideal partner to help in that training. And according to the terms of the project, the government of Seychelles is required to train some 500 current and future entrepreneurs.
Professor Hardy described the event as an important step forward in creating new partnership in one of the nation’s top priorities.

Seven top universities of Malaysia featured in an exhibition yesterday aimed at easing the process for Seychellois students to study in this far eastern country.
Held at Eden Bleu Hotel on Eden Island, the exhibition was organised by the Malaysia Education Centre (Mec) and the local Agency for National Human Resource Development (ANHRD).
This event follows the signing of a memorandum of understanding (MoU) in April this year between ANHRD and the Winning Magnitude which is trading as a Mec.
Mec is supported and endorsed by the Malaysian Ministry of Education, Education Malaysia Global Services (EMGS) and Malaysian Education Promotion Centre (MPEC) Dubai to provide free services to students who wish to study in Malaysia.
Present were representatives from Taylor’s University, Sunway University, SEGi University and College, Universiti Sains Malaysia (USM), University of Nottingham, Infrastructure University Kuala Lumpur and Asia Pacific University (APU).
Most of the universities were offering scholarships to students who have required results to meet the scholarship schemes and ANHRD were promoting the priority fields of study available in Malaysia.
The list of priority fields of study are medicine, teaching, accounting and finance, tourism and hospitality management, aquaculture, aquatic science, information technology, dentistry, law, social work, psychology, nursing, structural engineering, civil engineering, food science and food safety, transport and logistics, environmental science, among others.
Mec managing director Fadil Ruhomutally said the potential students are able to learn about the courses on offer and procedures for admission to make smooth transition.
“To gain admission in a Malaysian University on your own comes with a lot of headache, at any university actually, so we are here to facilitate all the procedures so that the students don’t have any issues,” he said.
Mec has a regional office based in Mauritius and it holds exhibition all around. This is a first Malaysia exhibition in Seychelles and one is expected to be held every consecutive year.
“We are promoting around the region and we’ve seen that Seychellois are fluent in English, have good education and they are generally good students which is what Malaysia wants in terms of category of students,” he said.
The cost of studying in Malaysia is one third of the cost of studying in the UK or Canada, according to Mr Ruhomutally.
“The weather here is similar to that in Malaysia and the cost of living there is much lower than in Seychelles so Seychellois students like it over there and they can easily adapt. We get good feedback from them, they like their lifestyle and their studies so we are trying to promote in countries where we have a positive outlook,” he said.
The government in Seychelles promotes higher education and also sponsors the students which he observed not many countries do.
“I hope that the Seychellois realise how good the government is because there are so many students around the world with excellent results but without the means to study abroad and Seychellois have the chance to have a government that is pushing for higher education,” she said.
Nelson Libanotis, 27 years old and who is expected to leave for Malaysia within the next two weeks said: “I came down to get certain clarifications which were unclear for instance our student visa as school starts next week and a few of us have not received our visas.”
He will be following his bachelor in international tourism management and specialisation in travel and recreation at the Taylor’s University for the next three years.
Second year A-level student Alvin Bonnelame who wants to further his education in accounting and finance said he was encouraged by his friend to come along and check out what the universities were offering.
“So far the APU has caught my eye but I’m still in the planning stage so Malaysia is not my only alternative as I’m still on the look out for other schools,” he said.
Shirley Dubel, who is a nurse by profession and wants to pursue a BSc in nursing, said the course she was looking for was not being displayed at the exhibition but rather the branch of medicine.
She was told that during the next exhibition there will be a nursing programme involved and they will contact her.
“I don’t know much about Malaysia itself but I know about Singapore and they are rather similar I suppose and I find their study programmes interesting. Besides, violent crimes are unheard of in Malaysia so it will be a safe environment for me to study in,” she said.

Two senior officials from the University of Vocational Technology of Sri Lanka will be undertaking a familiarisation visit at the Seychelles Institute for Technology at the invitation of the Ministry of Education.
The two officials are Dr Don Suraweera, the Dean of the Faculty of Industrial and Vocational Technology, and Pinnawale Jayathilaka, head of the Electrical and Electronics Department at the University of Vocational Technology of Sri Lanka.
The familiarisation visit is being undertaken within the context of the ‘Education Medium-Term Strategy’ to establish strategic partnership between national and international institutions of higher learning to further promote the quality of national tertiary education and training system.
The main objective of this familiarisation visit is for the Seychelles Institute for Technology (SIT) and the University of Vocational Technology to identify areas for future cooperation.
A key dimension of this visit will be the presentation on and tour of the Sit which will take place this morning, followed by discussion with the members of the Sit governing board.
During the week the delegation will meet senior officials from the Ministry of Education and also key partners of the Sit.
This mission is a follow-up of the official visit that the Minister for Education, Macsuzy Mondon, had in Sri Lanka in 2014 whereby she visited a number of educational institutions of higher learning and where the University of Vocational Technology was identified as a possible partner for cooperation with the Sit.

The University of Seychelles (UniSey) will host the country’s first conference on Education for Sustainable Development (ESD) today and tomorrow at its Anse Royale campus.
The purpose of this conference is to bring together stakeholders in ESD and to examine our achievements, the challenges being experienced at present and the way forward, with a special focus on partnerships to link formal and informal education sectors.
The conference is being coordinated by the Environment Education Association of Seychelles (EEAS) in collaboration with other partners.
Involving partners from education institutions, government agencies, civil society and the private sector, Education for Sustainable Development (ESD) seeks to empower people and promote action for a more sustainable world.
The conference will provide an opportunity for Seychellois educators involved in different aspects of ESD, to relate what is happening in Seychelles to Unesco’s Global Action Programme for ESD launched in 2015.
Delegates will include community and youth leaders, teachers, journalists, faith leaders, non-governmental organisations, human resource specialists, and interested members of the public.
The two-day conference programme includes presentations, hands-on workshops and displays by many local environmental and sustainable development organisations, providing numerous opportunities for networking and sharing among delegates.
There will be a wide range of educational approaches for audiences of all ages, and the event will encompass topics such as education for peace, human rights, and democracy; biodiversity education; healthy living; waste, energy and water campaigns; youth and community empowerment; and the Blue economy.

The University of Seychelles (UniSey) have struck a new academic partnership with Nagasaki University of Japan.
A memorandum of understanding to that effect was signed by the vice-chancellor of the UniSey, Professor Dennis Hardy and Nagasaki University President, Professor Shigeru Katamine on August 29, 2016.
The signing took place in Nairobi on the margins of the 6th Tokyo International Conference on African Development.
Both signatories of the MoU were invited to attend a session hosted by Japanese Prime Minister Shinzo Abe and Kenya’s President Uhuru Kenyatta, in the presence of other heads of state.
The new academic partnership followed a recent visit to Seychelles by two senior colleagues from Nagasaki, which itself resulted from an introduction by former government minister Peter Sinon and Japanese economist Dr Keiichiro Komatsu.
It is expected that collaboration between the two universities will start with joint research projects on the Blue Economy and will possibly include student and staff visits.
As part of the signing ceremony, Professor Hardy presented Professor Katamine with a copy of President James Michel’s book, ‘Rethinking the Oceans: Towards the Blue Economy’.
There is also mutual interest in Peace Studies as well as technology innovation. Professor Hardy visited the Japanese exhibition at the conference and was greatly impressed by the quality and advanced nature of a range of smart technologies, with the goal of sustainability very much in evidence.
New developments in agriculture and construction, traffic controls and water purification featured on the various stands.
Kelly Hoareau, director of the Blue Economy Research Institute, will be the link person at the UniSey for the partnership as a whole.

The University of Seychelles (UniSey) has paid tribute to the late founding President James R. Mancham, noting that his message of peace and reconciliation has never been more timely.
“In honour of his memory and all that he has achieved, we will renew our efforts to preserve and build on this legacy,” says a statement from the UniSey.
The full text of the statement reads:
“The passing of Sir James Mancham, the founding President of the Republic of Seychelles, is a matter of deep regret for his family and nation alike. At the University of Seychelles, we have lost a good friend, a welcome figure on our campuses and a respected dignitary at official events.
“Last year the university established the Sir James Mancham International Centre for Peace Studies & Diplomacy. This was in recognition of the tireless work of Sir James to spread his message of peace and reconciliation and his belief that the university could help him to take this further. His involvement in the formative few months of the Centre was not simply as a figurehead but as an active participant. He enjoyed an international reputation for his work and was at the hub of an extensive network of likeminded individuals and organisations.
“Sadly, this involvement has been cut short and those who have worked closely with him are especially shocked to learn of his passing. We mourn the loss of a man who was generous and considerate, full of hope and determined to do the best for humanity.
“Sir James’s message of peace and reconciliation has never been more timely and, in honour of his memory and all that he has achieved, we will renew our efforts to preserve and build on this legacy. For now, though, our thoughts are with his family, who have indeed lost a very special person.”

It is understood that the Vice Chancellor of the Unisey has indicated leaving at the end of the year hence a new Vice Chancellor will be needed. However, looking at the Unisey - Charter-First Amendment-2011(1).pdf states (3) The Chancellor shall be the President of the Republic or Ex-President of the Republic and once appointed shall hold the post for life, unless the Chancellor elects to resign. The immediate question is 'How can a man who has not been to University sit the exams be Chancellor for life for such an Institution bearing the name of Seychelles, 'ki degre lafen pouvwar James Alix Michel i lafen pouvwar', the same manner the Presidency of Parti Lepep Orizinal has been retained. Is that why SIM has separated from UNISEY? How much Public Money goes to Unisey? Is it a money making scheme for some? The Unisey Council is appointed by James Alix Michel - the man who refuses to accept being IRRELEVANT in 2017 Seychelles. Danny Antoine Rollen FAURE and the National Assembly since we are in the spirit of UNITY and WORKING TOGETHER can this matter be looked into??? Convened by Dr Justin Valentin of UniSey, the one-day conference was held under the theme ‘Unpacking newer challenges’.

The University of Seychelles (UniSey) is expected to follow new reviewed guidelines and regulations which will guide it in its work for the future.
This is in the form of a charter signed yesterday by the Minister for Education and Human Resource Development Joël Morgan alongside UniSey’s vice-chancellor Professor Denis Hardy in the minister’s conference room, Mont Fleuri.
Also present were principal secretaries, chancellor of the University of Seychelles, high officials of the ministry, members of the tertiary education committee (Tec) and members of the UniSey management committee among other staff members.
A charter can be defined as a legal instrument regulating the activities of a tertiary education establishment approved by the minister for education on the recommendation of the Tec.

Efforts towards reconciliation and peace get another boost
Established in June last year under the auspices of the University of Seychelles (UniSey) as an independent international hub for the study of peace and diplomacy, the ‘Sir James Mancham International Centre for Peace Studies, Diplomacy’ was officially launched on the date of Sir James’ birthday on Friday by his widow, Lady Catherine Mancham.
The ceremony, which took place at the Eden Bleu Hotel, was attended by Vice-President Vincent Meriton, former President James Michel, ministers, members of the diplomatic corps, among other guests.
The ceremony comprised several presentations, a poem by Terence Madeleine honouring the remarkable work and peace initiatives of the late Sir James and songs promoting peace by the National Choir as well as an interpretation of his much loved song Una Paloma Blanca interpreted by Cecil Lablache.
